Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 32 It is planned so far that there will be three 3 consultants services for: • Capacity Building of Disaster Risks Reduction • Capacity Building for Environmental Management • Capacity Building for Road Safety Draft of the respective Terms of Reference has been being finalized by the Sub- Directorate of Environment and Road Safety outlining the proposed scope activities for the component. During preparation of this Report, the procurement for consultants under this component has not yet been started. Preparation for the procurement would be coordinated by the PMU, the DGH Procurement Team and the CTC.

6.3 Training

The Annual Training Program to support WINRIP will include intensive courses and refresher training and workshops, highlighting new and poorly-understood aspects of the procedures and safeguards. It includes a limited range of technical topics, other than environmental management see Table 4.7.1 WINRIP Training Program. There is a possibility of this training program has changed with the real needs of the project, such as training in Project Management is a certified training for aspiring Project Manager PPK Head of Unit with a duration of about one month, it may not be too relevant to the implementation of this project. Some training is necessary but not yet be covered in this WINRIP’s training program of likes: 1. Workshop on Contract Administration based on FIDIC Although WINRIP is not used FIDIC Contract, but used Multilateral Development Banks MDB Harmonised Edition 2005 amended 2006, FIDIC MDB Harmonized Edition 2010. MDB is very close to FIDIC Red Book that has modified, thus WINRIP Contracts are based on the same philosophy of Quality Assurance in FIDIC. 2. Workshop on Quality Control and Quality Assurance, General Condition of Contract GCC WINRIP clause 4.9: “The Contractor shall institute a quality assurance system.” And General Specification GS clause 1.21.2: Contractor have to implement the Quality Control Plan QCP and GS clause 1.21.3 -EngineersSupervision Consultants have to establish the Quality Assurance Plan QAP. 3. Workshop on Works Planning and Programming Annual workshop to prepare and update 3 year rolling programs of civil works. 4. Workshop on Road Safety Engineering and Audit Proposed changes in the types of training or other required additional training needs to be discussed and approved by the PMU WINRIP . Training activities during April 2013 includes of the following activities: 1. Workshop on the World Bank’s Guidelines for Procurement, and 2. Updating of PMM Training Materials . Monthly Progress Report April 2013 Western I ndonesia National Roads I mprovement Project 33 However, in addition to the procurement process smoothly and properly, it must also satisfy the principles of transparency and accountability that has been agreed in the Loan Agreement, as well as should be also implement the Anti-Corruption Action Plan ACAP, according to the World Bank’s Guidelines on the Prevention and Resistance Against Fraud and Corruption Act in the Project funded by the World Bank, IDA Credit and Grant, dated October 15, 2006 and was updated in January 2011,therefore the World Bank took the initiative to conduct a Workshop on the World Bank’s Guidelines for Procurement . The workshop was delivered on April 24 - 25, 2013 at Jalan Kemuning No. 16A, Telephone: 0719-22889, Fax: 0719-23800, Tanjung Pandan – Kabupaten Belitung Barat, Bangka –Belitung Province [Postal Code: 33411] . The workshop was attended by 46 participants from the element of Procurement Committee POKJA and Project Implementation Unit Project ManagerSatker and PPK from four Provinces Sumatera Barat, Bengkulu, Lampung and Sumatera Utara, officialstaff of National Roads Implementation Agency Balai Besar Pelaksanaan Jalan Nasional Balai I, II, and III, officialstaff of Directorate of Implementation Region I, officialstaff of Sub Directorate of Financing and Foreign Affairs Cooperation, Directorate of Planning, PMU and CTC WINRIP. The workshop matters were consisted of: 1. World Bank Guidelines for Procurement 2. Discussion on Pre-Qualification Document. 3. Discussion on Pre-Qualification Evaluation Report 4. Discussion, questions and answers on Procurement Guidelines and Pre- Qualification Process. 5. Discussion on Bidding Documents 6. Discussion on Bid Evaluation Report BER 7. Case study, discussion, questions and answers on Bid Evaluation Report BER The keynote speaker planned by Director of Planning, but he could not present on this opportunity because there was an urgent activities that should attending by him at the same time. Speakers Facilitators who delivered the workshop matters was from the World Bank, the Senior Procurement Specialist, Mr. Yash Gupta and the Procurement Analyst, Enggar Prasetya Ningsih and A. Closing and direction speech was given by Director of Roads Implementation Region I, Mr. Ir. Subagyo, CES. The detail agenda of workshop on World Bank Procurement Guidelines is shown in Appendix F4.
