1 Common Term in SO Strength – Opportunity To maximize the factors of strength considering the factors of opportunity, the common terms identified are 1 cassava production and productivity, 2 Aci production, productivity, and quality, 3 processing facility, device, and skill, and 4 market price and political support. 2 Common Term in ST Strength – Threat To maximize the strength factors toward the given threat factors, the common terms identified are 1 high quality cassava variety, 2Aci quality and productivity, and price, 3 processing skill, facility and device, 4 infrastructure, and 5 political support. 3 Common Term in WO Weakness – Opportunity To minimize the weakness factors considering the factors of opportunity, the common terms identified are 1 Aci quality and price, productivity, and quality standard, 2 technical and financial support, 3 market access, and 4 political support. 4 Common Term in WT Weakness – Threat To minimize the weakness toward the given threat factors, the common terms identified are 1 improvement of processing technique, facility and device, 2 technical and political support, 3 Aci quality standard, and 4 market access.

3. Strategy Core Item

From the common terms mentioned in the above, the core item for developing strategy is identified at each quadrant. 1 Strategy in SO Strength – Opportunity 54 The core items are 1 SSTA performance, 2 marketing, and 3 government and institution support coinciding with the 4 common terms such as cassava quality, Aci processing skill and quality, Aci market price, and device. 2 Strategy in ST Strength – Threat The core items are 1 linkage development, 2 empowerment, and 3 government support coming from the 5 common terms, for example, linkage or some cluster is to be developed to foster SSTA power and the local government shall provide supporting policy to maximize the strength toward threat. 3 Strategy in WO Weakness – Opportunity The core items are 1 Processing skill, 2 quality standard, and 3 RD by institution to minimize weakness factors from the 4 common terms, for example, processing skill is needed to improve, quality standard should be established for Aci, and institutional support shall be extend to SSTA for improving processing technology and equipment through RD. 4 Strategy in WT Weakness – Threat To minimize the weakness toward the given threat, the core items are 1 academic linkage, 2 partnership or cluster, and 3 master plan for deployment from the 4 common terms, for example, partnership or cluster between cassava producer and Aci producer should be established, institutional linkage is seemed to be effective for both of them such as ABG aiming at more SSTA capability improvement together with cassava producer, and a master plan or policy should be formulated to identify its necessity and feasibility in positive prior to implement the support to SSTA for future deployment. F. Implication of Quality Assurance Strategy
