These priority weights are obtained by capturing expert perception towards the most preferable alternatives of interpretation route based on certain considerations. Defined the prioritizing interpretation alternatives route among those three alternatives is become the first level and the goal in this stage. The second level, that contribute to the goal are educational benefits, recreational benefits, and inspirational benefits. In the last or third level are the three alternatives of interpretation routes. A pairwise comparison is arranged to compare the relative importance of criteria at the second level with respect to the objective or goal at the first level. The criteria used in second level are adopted from the perspective of benefits of interpretation received by individuals, where benefits can be classified as educational, recreational, and inspirational benefits Knudson, et. al., 1995.
