Student exchange program, dual degree program and other undertakings regarding educational institution have been continuously conducted between the two nations. Education improvement both in quality and quantity has always been the concern of the cooperation for both countries. One of the efforts for the quality improvement of educational institutions in both countries could be made through partnership program. Indonesia and Thailand as parts of ASEAN member countries have potential in strengthening relationship through educational cooperation program in various ways. Back in 2009 during the term of service of His Excellency Prof. Dr. Bambang Sudibyo as a Minister of National Education of Republic of Indonesia and His Excellency Mr. Jurin Laksanawisit as a Minister of Education of Thailand, an educational cooperation program between the two nations was irstly proposed. Mr. Laksanawisit was elected as a President of the Southeast Asian Ministers of Education Organization SEAMEO Council at the 44th SEAMEO Council Conference, held in Phuket, Thailand in January 2009. During his term in ofice, he has traveled to several Southeast Asian countries; one of them is to Indonesia on July 12-14, 2009. As cited from the report of “Highlight Activities of President of SEAMEO Council H.E. Mr. Jurin Laksanawisit Minister of Education, Thailand April 2009-January 2010”, during his visit to Indonesia he was accompanied by Prof. Dr. Bambang Sudibyo to visit the SEAMEO Centres in Indonesia. He launched three new SEAMEO Regional Centres for Quality Improvement of Teachers and Education Personnel QITEP in Science, Language, and Mathematics. He also had the opportunity to visit the other three centres; SEAMEO Regional Centre for Tropical Biology BIOTROP, SEAMEO TROPMED Regional Centre for Community Nutrition now changed as RECFON, and SEAMEO Regional Open Learning Centre SEAMOLEC. In his visit to SEAMOLEC, Mr. Laksanawisit pointed out information that Indonesia and Thailand are about to sign a Memorandum of Understanding which will provide the framework for cooperation in education. It will include the exchange of academic information at all levels, exchange programs for teachers, students, educational experts and specialists, joint projects between schools, universities, and polytechnics institutes, and mechanism to support the recognition of academic qualiication between institutions in the two countries. It was also mentioned that twenty scholarships will be provided for teachers in the three provinces of southern Thailand. The initial objectives of this partnership program are: 1 to build collaboration between vocational schools in Indonesia and Thailand. The partnership would be based on common interest in developing curriculum, pedagogical methods, and additional ICT skills for teachers, 2 to build education community in order to improve the quality of vocational education in both countries, 3 to provide opportunities to share knowledge and skills, and 4 to learn from each other about culture and local wisdom. Those objectives were then developed into a more speciic goal which is to deliver a productive and highly skilled workforce that enables all working age of Indonesian and Thai to develop the skills and qualiications needed to participate effectively in the labour market and to contribute into the ASEAN economic in the future. Partnership Program 1. The irst batch of the program was conducted on February 15-19, 2010 involving 19 Thai vocational colleges and 20 Indonesian vocational high schools. The strategy of the cooperation is started by development of Memorandum of Understanding MoU and action plan between school and partner as cooperation documents. There were 19 documents of cooperation being sign in the irst batch please see the example of MoU and action plan for one-on-one basis cooperation in the attachment. After signing the cooperation documents, several activities being conducted within the framework of cooperation, i.e.: study visit, students camp, online correspondences, short stay for students and teachers, and join workshops trainings. The mechanism of partnership in this pilot project is one-on-one basis. 2. The second batch was held on April 22-27, 2012 involving 35 Thai vocational colleges and 28 Indonesian vocational schools. In efforts to maximize the activities of cooperation, participants were set free to make partnership with as many partners they want in the second batch. Similar to the irst batch, the strategy of the cooperation is under the umbrella of Memorandum of Understanding MoU and action plan between school and partner. There were 64 documents of cooperation being signed in this batch. Unlike the irst batch, the agreed plan of aciviies in this batch not only limited to study visit, students camp, online correspondences, short stay for students and teachers, and join workshopstrainings, but also started to develop into designing and developing collaboraive e-learning program. B 3. The third batch of this program was conducted on December 17-22, 2012 involving 31 Thai vocational colleges and 19 Indonesian vocational institutions. Not only from the vocational school level, higher educational institutions in Indonesia started to get interested to join in this program. Still adopting the strategy and mechanism from the previous batch, this third batch resulted in 45 documents of cooperation from the partnering institutions. 4. The fourth batch was conducted on 11-16 August 2014 involving 42 Thai vocational colleges and 38 Indonesian vocational institutions. This batch applied different strategy for partnership, which is through consortium groups based on majorsields. There were 9 nine consortiums established in this batch, they are: a. Hotel Accommodation b. MultimediaAnimation c. ManufactureMachinery d. Business and Commerce e. AgricultureFisheriesAgro Industry f. Food and Beverage g. AutomotiveAutotronic h. Chemistry i. Mechatronics OVEC Thailand and SEAMOLEC decided to extend the scope of cooperation in the future to be able to it and adjust the curriculum of the nine consortium ields for credit transfer purpose, and also to provide opportunity for students to do internship abroad by utilizing the partners’ channel to the world of industries. Therefore, it was considered that the consortium format for partnership would make it easier to realize that goals. At the end of the partnership workshop they came up with one MoU and Action Plan for each consortiums please see the example of MoU and action plan for group consortium model of cooperation in the attachment. The mechanism of partnership is best described by this below igure. 5. The ifth batch was conducted on 18-22 December 2014 involving 17 Thai vocational colleges and 13 Indonesian vocational institutions. Adopting same strategy with the fourth batch, this partnership also use consortium grouping based on majors or ields of study. There were 6 consortiums established within this batch: a. Multimedia Animation b. Automotive c. Agriculture Fishery d. Hotel Accommodation e. Business Management f. Electrical Power Electronics Machinery Looking at the previous batch, it is easier to implement as well as maintain and monitor the activities of cooperation through consortium mechanism. They would also be more compatible in determining and adjusting curriculum for credit transfer and recognition purposes within the consortium. Another goal was also added in this batch, which is to improve quality of learning through collaborative study. China is one of the most considered countries in the world currently and one of the top ten most powerful economies in the world. In the world of education, many Chinese universities have started entering the top ranking universities in the world. SEAMOLEC established The ASEAN+1 ASEAN +China program to build a good cooperation in educational collaboration to improve the quality and quantity of education in Indonesia. In order to strengthen the collaboration, SEAMOLEC in-cooperation with Indonesian Embassy for People republic of China, Education Attache for the Republic of China and ASEAN China Center ACC. We are referring to the data set by the embassy the Republic of Indonesia indicating China, for one, has drawn increasing numbers of Indonesian students in recent years. The number of Indonesian students in China has grown by an average of 10 each year since 2010, and nearly 14,000 Indonesian students are currently studying in China. Since 2013, China has given many number of scholarships for Indonesian and international students. SEAMOLEC, as a close partner of ACC and many campuses in Jiangsu, facilitates and disseminates the information to Indonesian educational institutions about available Chinese scholarship. The objectives of the program is to offer the opportunity to Southeast Asian students that inish from high school especially in Indonesia students to take Associate Diploma degree or undergraduate studies with scholarship and also to enchanching institution to institution’s collaboration in: » Student exchange » Cultural exchange » Other academic exchange that the parties agree to promote » Sharing knowledge, culture and values In 2015, It was 3rd and 4th batches for Indonesian Student Mobility to China. On August 25, 2015, SEAMOLEC sent 68 Indonesian students as the 3rd batch to Nanjing Polytechnic Institute. On October, 9, 2015, SEAMOLEC also sent 57 Indonesian students to 5 colleges in China, like Jiangsu Agri- Animal Husbandry Vocational High School, Nanjing Institute of Railways Technology, Wuxi Institute of Technology, Jiangsu Institute of Commerce and Nanjing College of Information Technology. Before departing to China, SEAMOEC had a program called » Chinese Course Preparation » Character Building » Indonesian Citizenship » Green Campus » Outbound It aimed to provide a preparation for Indonesian students to have an adaptation skill in living abroad. SEAMOLEC also trained e-Learning called Edmodo for their assignments. In 2016, SEAMOLEC together with SEAMEO Secretariat are preparing Online Chinese Course for students as preparation for students to learn Chinese. This program is expected to increase human resources capacity of those who are in productive age. This program will enable them to study while working in Japan. SEAMOLEC provides system for open online education learning, so that participants can still continue learning through the system during internship period. As for Caregiver Internship and Industry Internship participants, SEAMOLEC provide language and cultural learning program through face to face and online system. Detail of the program is explained as below: 1. Internship Program There are 13 participants 3 students from STIKes Budli Luhur Cimahi, Bandung West Java and the other 10 students from Universitas Suryakancana Cianjur. They departed to Tochigi International Education Institute TIEI to study Japanese Language and doing an internship at Agribusiness ield in October 2015. For participants who can meet the minimum requirement for language proiciency, they can move from their part time workplace to the new workplace. 2. Caregiver Internship There are 4 participants 2 students come from Poltek Harapan Bersama Tegal and the other 2 from Akper Kerta Cendekia Sidoarjo, today they are following the debrieing for 6 months started from January 18, 2016. 3. Industry Internship There are 20 participants D1 STP Sahid’s Students today they are following the debrieing for 3 months started from January 18, 2016. For Caregiver and Industry Internship, when inished the debrieing for 36 months, there will be directly selection by user from Japan. Based on meeting and result between SEAMOLEC and Polytechnic TEDC Bandung, with DIKTI terms implementation education intermediate minimal 1 year. The agenda divided into 3 steps these are: 1. irst step matriculation material, 2. second step irst semester, 3. third step close semester. Graduate produce adjust prospects exactly so, implementation education agenda has done of 2 places by multi-entry and multi-exit system, by schedule 3 months in SEAMOLEC and 1 month back to Campus for each semester. First agenda students registration by ill study plan form have done on August 8 th -15 th 2015, the next agenda campus introduction on August 31 st 2015, the next step beginning lecture 1 st semester start from September 7 th 2015 until January 17, 2016, during students stay at SEAMOLEC study by on line Edmodo system and tele conference and last month in polytechnic TEDC Bandung Hybrid Learning system. One month agenda in polytechnic all students start study from 08.00 a.m until 05.00 p.m, give lecture material directly and practicum adjust material has given in on-line study, end of agenda by End Semester Examination while 2 weeks. Joint Program between SEAMOLEC and Amik Wahana Madiri SEAMOLEC is one of the 21 SEAMEO Regional centres under the auspices of Southeast Asian Ministers of education Organization SEAMEO that focuses on capacity building of educational institutions which interested to applying in ICT- based Open and Distance Learning ODL. SEAMOLEC start to develop cooperation with polytechnics and other higher education institutions, and one of close partner is Amik Wahana Mandiri for the Diploma III program in Information and Computer Management for Network Engineering concentration. The method used in this program is more in utilizing internet-based learning, also known as hybrid learning system which combines conventionalface to face and online mode of learning. Currently, the cooperation between SEAMOLEC and Amik Wahana Mandiri until now there has been conducted for 6 batches. The 6 th batch students follow the face-to-face lectures every on Friday from morning until night. Meanwhile, every Monday to Thursday, they do internship at SEAMOLECvocational schoolsupper secondary schoolsAmik Wahana mandiri. Through internship program, they learn how to perform tasks and behave with good attitude in the work ield. At every Saturdays they are expected to share their knowledge to vocational schoolsupper secondary schools’ students located in South Tangerang, Banten, Indonesia, or at their surroundings stay places. With this strategy, students learn how to present in the public forum as well as develop their self-conidence, so that the knowledge they have obtained will be able to spread to other people. Students also learn about Technopreneur where they are taught on how to get rid of laziness and shame. Every student must create web-blog which will be used to report their activities during the program, this includes; learning activities, internship program, and sharing sessions with schools. General Learning Process The Bachelor of Applied Science Program organized by Computer Network Engineering and Digital Media ield is generally, patterned learning process by combination between face-to-face learning and online learning. All material from lectures designed for independently by the student with minimum supervision and could access trough website http: course.lskk.ee.itb.ac.id . The Implementation of the program concists of three phases with a total study of one year: 1. Preparation phase during for two months January- February 2014 2. Each of group consisted of 4-5 students. Each group would get a planning document with several job descriptions ordered by each mentor. Student cannot plan their topic of the project by them selves, every topic was decided by inal project coordinator and it was completed with the expected goal. At the end, the progress of the inal project of each students was evaluated through seminar. At the same time, they would be assessed whether they meet the requirements to graduate and get degree as a bachelor of applied science. They whom met the requirements to graduate were considered to prepare for inal defense on the twelveth months of their study. The students who not succeed to inish their study on time, they were considered to enroll again and listen to lectures on the next batch. However, they did not need to listen to all of subjects, they only need to take subjects—which the mark did not meet the pass mark and the inal project one. Bachelor of applied science in digital media technology for batch 8 started from January 2014 and it ended on December 2014, Batch 9 started from Januari 2015 and it ended on Desember 2015 The total number of enrolled students were batch 8 are 89 students. And batch 9 is 106 they were D3 alumni from several education institutions and came from various regions in Indonesia. Batch 8 Based on evaluation results of pre-defense on November 2014, it showed that all of the students passed the defense well and would be graduated on 26 February 2015.
