TRAINING TO SUPPORT PROJECT IMPLEMENTATION

Western I ndonesia National Roads I mprovement Project 6 - 7  Most chapters the PMM were updated in compliance with new nomenclatures, new decisions and circulars, including the DGH Circular No. 02SEDb2016 that replaced the previous Circular No.18SEDb2012 regarding the Procedure of Contract Modification. Chapter 2 has not been updated yet, awaiting for the DGH decree concerning the new PMU organization. The last draft of updated was submitted to PMU to be considered for socializing the PMM except chapter II.

6.3.3 Activities Plan for next month July 2016

 Continuing to update the PMM related to the new organization structure of the Ministry of Public Works and Housing as well as the DGH new regulation, NCB procurement , and the experiences of implementing the project up to now as required, to have a Final Draft of PMM Revision 2.  Continuing to ask for confirmation of the mobilization of contractors and consultants staff of the respective packages for scheduling the implementation of the related training programs.  Making preparation of the implementation of training programs for the rest packages., as being scheduled.  Implementing the 5 th IFR Training for packages 14, 20, and 21 in the 3 rd week of July in Padang.

6.4 Anti Corruption Issues

6.4.1 Anti-Corruption Action Plan ACAP

The main duties of the Community Development Officer are to implement the Anti-Corruption Measures, and Monitoring their Effectiveness. Provide assistance as required with the establishment of anti-corruption measures necessary to support the project, and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and the DGH. The following tasks particularly need to establish procedures to be undertaken:  Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting and site visit, bids submission and bids opening, and the announcement of the bid winner. These CROs will be invited from local universities or other selected independent institutions, and will sign the attendance list for the procurementselection process.  Establishment of a Third Party Monitoring TPM mechanism, whereby the media and civil society groups can become involved in monitoring the progress of the project. This Mechanism will include regular sharing of information with the media.  Establishment and Management of a Complaints Handling Mechanism System CHS, which includes maintaining project complaint log and filing to monitor status of follow-up of each complaint. This mechanism will include provision for follow up investigations of substantial Western I ndonesia National Roads I mprovement Project 6 - 8 complaints by the Inspectorate General of Ministry of Public Works or third party audit to ensure independence and reliability of the system. The CTC assignment concerns the monitoring of the aspects of Anti-Corruption Action Plan ACAP implementation and where required act pro- active in resolving issues when such a matter arises. The Community Development Officer has a major role in monitoring performance and assists PMU in the set-up and follow-through of the Complaints Handling Unit CHU for the ACAP related incidents  Enhanced Disclosure Provisions and Transparency, Ministry of Public Work MPW have been provided necessary information in the Project Implementation Plan PIP, Project Management Manual PMM on their website, and in the bidding documents, such as contract point for complaint mail and e-mail address, phone, fax, text message. The contact will also include the Bank s Fraud and Corruption Hotlines. MPW will hold Annual Accountability Meetings to enhance accountability and project information sharing with civil society. The PMM will provide guidelines on disclosure of information related to the project. MPW official website will display critical information on WINRIP to enhance both internal and external monitoring of the project

6.4.2 Community Representative Observers CRO

The Anti-Corruption Action Plan ACAP activity on Community Representative Observers CROs aspect are as follow:  The selection and establishment of CROs for all 19 packages was completed on November 2015. In June 2016 the CROs for Packages 10 and 16 are awaiting the issuance of the announcement of the tender winner of the World Bank and MPW, and this document is for the attachment of their Observation Report on Bid-Opening process. The activities progress of Community Representative Observers CROs from January 2013 until June 2016 , as shown in Appendix H1.

6.4.3 Third Party Monitoring TPM

The Third Party Monitoring TPM component activity during June 2016 are as follow:  Community Development team carried out Preparatory Training for TPM of package 07 Indrapura Tapan and package 08 Batas Kota Pariaman Manggopoh in West Sumatera Province, in Padang on June 9, 2016. The Training was held in Meeting Room BBPJN II Padang, Jalan Jati No. 109 Padang, and opened by Kepala Bidang Peralatan dan Pengujian Mr. Kamal Abdul Naser on behalf of the Head of BBPJN II Padang, and accompanied by PPK 15 Mr. Paides Tabril. The Objectives of this training are to provide the basic information necessary to support the implementation of the project, so that the TPM personnel can implement monitoring in accordance with the provisions and procedures prescribed. Completed the training, participants are expected to: - Explaining about ACAP and its implementation; Western I ndonesia National Roads I mprovement Project 6 - 9 - Describe the scope of monitoring on the construction works by the TPM; - Describe provisions on reporting and financial accountability. The training contents include: - Anti-Corruption Action Plan - ACAP from PMM Chapter. 11; - The scope of TPM responsibility; - Introduction of Disclosure and Transparencies, Complaint Handling System CHS, and Website of WINRIP, - Monitoring on management of the contract implementation; - Monitoring on implementation of the Roads Construction Management, Technical Works, Environmental and Social Aspects; - Monitoring Implementation Reporting by TPM, and - Financial Accountability; The main target group is the TPM team of Package 07 from State Polytechnic of Padang and TPM team of Package 08 from Bung Hatta University UBH Padang, as well as of other elements related to the construction project, namely National Roads Implementation Agency BBPJN II Medan, SatkerPIU of National Roads Implementation; PPK related package; DSC Consultant and Field Supervision Consultant. Manaf, Assistant Community Development Officer Ms. Astrini Primanita and two official from Satker PAP2PHLN Mr. Marjan and Mr. Heru F.  Community Development team monitored the TPM activity on package 05 Simpang Rampa Poriaha and package 15 Sibolga Batas Tapanuli Selatan in North Sumatera Province, on June 20 - 22, 2016.
