Merespon konsep tol laut tersebut, gagasan reformasi logistik kemaritiman yang disampaikan oleh IPC menyentuh
hal-hal yang mendasar bagi perbaikan layanan dan fasilitas serta quick
wins. Di antaranya, meliputi perbaikan hard and soft infrastructure
, konigurasi ulang lahan pelabuhan serta penambahan alat yang dapat meningkatkan kapasitas
di Pelabuhan. Sebagai salah satu contoh, kapasitas Pelabuhan Tanjung Priok pada tahun 2009 sebesar 3,6
juta TEUs dengan proyeksi pada tahun 2015 akan menjadi 10 juta TEUs, hanya dengan melakukan rekonirgurasi
lahan dan perbaikan dari sisi operasi. Berarti mengalami peningkatan sebesar 178 dibandingkan sebelumnya.
Saat ini IPC, telah melakukan perbaikan baik dari sisi soft dan hard infrastructure. Untuk sisi soft infrastructure,
merupakan hal yang tidak kalah penting dan langkah paling cepat yang dapat dilakukan, mulai dari change
management, sistem birokrasi yang disederhanakan hingga penyediaan truck booking system, sistem pengelolaan
kontainer OPUS, Auto Gate serta layanan pelabuhan 247 bagi semua pihak dan instansi yang terlibat di dalamnya.
Sedangkan dari sisi hard infrastructure, IPC mencanangkan
pembangunan pelabuhan baru, pengembangan pelabuhan yang ada serta remodeling pelabuhan yang
ada dimana program ini membutuhkan dana kurang lebih Rp 31,41 triliun untuk periode 2015-2019.
Perseroan juga telah menyelesaikan 4 studi lanjutan soft side dari tahun sebelumnya. Detail dari studi dan program
yang dilakukan adalah sebagai berikut:
1. Economic impact of infrastructure and equipment
development in IPC towards regional and national economy
Studi ini dimaksudkan untuk melihat seberapa besar dampak ekonomi yang dihasilkan dari investasi IPC
dalam pengembangan infrastruktur pelabuhan, yang meliputi: infrastruktur utama berupa dermaga,
lapangan penumpukan, kapal pandu dan tunda, alat bongkar muat di dermaga ship to shore crane,
lapangan yard crane maupun alat produksi pendukung terhadap perekonomian regional dan
nasional.
Dari studi tersebut diketahui bahwa pada tahun 2013, IPC secara total telah menyumbangkan gross
value added sebesar Rp7,2 triliun terhadap PDB Indonesia
Responding to the sea toll road concept, maritime logistics reform idea which was conveyed by IPC touches all basic
things for service and facility improvements as well as quick wins. The idea involves hard and soft infrastructure
improvements, land use reconiguration for sea port and equipment addition to increase capacity in the ports. Port
of Tanjung Priok had 3.6 million TEUs capacity in 2009. It is projected that in 2015, the capacity will increase to
10 million TEUs, just by land use reconiguration and increasing operational improvement. That means there is
an increase by 178 compared to previous capacity.
Currently, IPC has conducted improvement of soft and hard infrastructure. For soft infrastructure, it is equally
important and the quickest step that can be done, covering from change management, simpliication of bureaucracy
system, until provision of truck booking system, OPUS container management system, Auto Gate as well as 247
port service for all parties and institutions involved within the port.
On hard infrastructure side, IPC pledged to construct and build new port, develop and remodel existing port.
All eforts in this area will need funding of more or less Rp31.41 trillion for 2015-2019 period.
The Company has also completed 4 follow-up studies soft side since last year. Details of the studies and programs
