6.6.3. LARAP for Package No. 03 : Manggopoh – Padang Sawah

The report was concurred by the World Bank on 4 January 2013. The draft Monitoring LARAP Report was prepared and submitted by the CTC to PMU on 27 March 2013. The report was then submitted to the Bank on 2 April 2013 and approved by the Bank on 18 April 2013. The package is ready for civil works contract implementation. The Bank visited the site on 21 to 22 May 2013 regarding compensation payment process, interview with PAPs sampling only and other information related to the land acquisition.

6.6.4. LARAP for Package No. 04 : Ipuh – Bantal

The report was concurred by the World Bank on 10 December 2012. The Monitoring LARAP Report is being prepared by the CTC. A site visit to Subproject Ipuh-Bantal in Bengkulu Province was conducted by Environmental Specialist during 13 – 15 March 2013 to check the status of land to be acquired, to estimate of land area which is affected by the project and to identify the type of land asset affected by project to carry out interview with PAPs, to get information related land acquisition process and to check the current status of the Appraisal Team readiness for payment of the land acquisition. The CTC found that the land and asset of PAPs have not been paid by the project. Until the end of April 2013, the land acquisition process is still ongoing.

6.6.5. CTC Site Visit Related to the Land Acquisition

CTC conducted site visit to packages No.6 Lais – Bintunan, 11.6 km, No.11 Bantal – Mukomuko, 50.1 km, No.13 Sp.Rukis – Tj. Kemuning, 56 km, No.19.Psr. Pedati – Kerkap, 24.5 km, No.18 Mukomuko – Batas Sumbar, 25.8 km, Seblat -Ketahun, 42.45 km, Betungan-Tais, 42.40 km in Bengkulu province on 18 to 21 June 2013 . CTC checked the following current situation for: i road existing condition, ii status of land to be acquired, iii estimate of land square will be affected by project, and iv type of land asset affected by project During interview with seperate of PAPs sampling, the CTC found that a the land and asset of PAPs have not been paid by the project, and b the current status the project in preparing LARAP studies and organize for public consultation.

6.7 Management Information Systems

The Information Management Specialist has been mobilized. He started his assignment on the beginning of May 2013. During this month, he developed a letter database system as described in section 5.3.2 above. Letter Database System The second step of management information system preparation is providing a letter database system. This system will help all administration issue in the WINRIP. This system will include: i Recording all of letters information into the database system, ii Grouping letters into different of categories and folders that making it easy to find out later, and iii the hard copy of letters will be stored in the letter shelves, and the soft copy will be saved into the File Storage server Monthly Progress Report June 2013 Western I ndonesia National Roads I mprovement Project 39 System development methodology is described in the following figure.
