Selanjutnya, pemerintah membentuk Badan Pengelola Dana Perkebunan melalui PP 242015, Perpres 612015,
dan Permen Keuangan 113PMK.012015 yang bertugas mengelola pungutan ekspor minyak sawit mentah sebesar
USD 50 per ton dan produk turunannya antara USD 10 per ton – USD 40 per ton. Dana hasil pungutan akan digunakan
untuk sejumlah hal diantaranya untuk pengembangan biodiesel dan produsen biodiesel akan mendapat
dukungan sekitar Rp600-700 per liter, tergantung harga CPO dunia. Dengan tambahan dana on-top dari dana
subsidi pemerintah diharapkan sasaran pemanfaatan biodiesel dapat tercapai.
Pada tahun 2014, Kementerian ESDM juga menetapkan kebijakan penugasan kepada PT Pertamina Persero dan
PT PGN Persero untuk menyediakan dan mendistribusikan BBG untuk transportasi. PT Pertamina Persero mendapat
tugas untuk membangun 22 unit SPBG dan 7 unit Mobile Refueling Unit
MRU, serta menyediakan gasnya termasuk untuk 23 unit SPBG eksisting. Selanjutnya, PT PGN Persero
mendapat tugas untuk membangun 12 unit SPBG dan 2 unit MRU, serta menyediakan gasnya termasuk untuk 1
unit SPBG dan 1 unit MRU eksisting. Total alokasi gas bumi untuk seluruh SPBG dan MRU tersebut mencapai 48,2
MMCFD atau ekuivalen dengan 556.284 kl bensin atau 504.060 kl minyak solar.
Dalam rangka diversiikasi energi di sektor rumah tangga, pemerintah membangun jaringan gas ke rumah tangga
untuk mensubstitusi konsumsi minyak tanah dan atau LPG dengan gas bumi. Dengan Permen ESDM 202015 dan
Kepmen ESDM 3337.K12MEM2015 menugaskan kepada PT PGN Persero untuk melaksanakan pengoperasian
jaringan distribusi gas bumi untuk rumah tangga yang dibangun oleh pemerintah. Terdapat 11 lokasi distribusi
dengan 43.337 sambungan rumah tangga.
2.6.4 Konservasi Energi
Pemerintah menetapkan Permen ESDM 182014 tentang pembubuhan label tanda hemat energi untuk lampu
swaballast sebagai pengganti Permen ESDM 062011. Permen ESDM ini dibuat sebagai penyempurnaan
permen sebelumnya. Permen ESDM 182014 mengatur Furthermore, the government established the Fund

Ministry of Finance Regulation 113PMK.012015 which in charge to manage crude palm oil export tax of USD 50 per
tonne and its derivatives between USD 10 per tonne - USD 40 per tonne. The levy would be used for the development
of biodiesel and the biodiesel producers will be supported of approximately 600-700 rupiah per liter, depending on
CPO world’s price. With the additional funds on-top of government subsidies the targets of biodiesel utilization are
expected to be achieved.
In 2014, the MEMR also establishes the assignment policy to PT Pertamina Persero and PT PGN Persero for the supply
and distribution of gas for transportation. PT Pertamina Persero has the task to build 22 units of gas fueling stations
SPBG and 7 units of Mobile Refueling Units MRU, as well as providing the gas supply including for the 23 existing
SPBG units. Furthermore, PT PGN Persero has the task to build 12 units SPBG and 2 units of MRU, as well as providing
the gas supply including for the existing 1 unit of SPBG and 1 unit of MRU. Total allocation of natural gas for the entire
SPBG and MRU reached 48.2 MMCFD or equivalent 556,284 kl gasoline and 504,060 kl automative diesel oil.
In order to diversify the energy use in household sector, the government built gas pipeline network to household district
to substitute the consumption of kerosene or LPG with natural gas. MEMR Regulation 202015 and MEMR Decree
3337.K12MEM2015 assigned PT PGN Persero to carry out the operation of the distribution network of natural
gas for households. There are 11 distribution locations with 43,337 household connections.
2.6.4 Energy Conservation
The government set the MEMR Regulation 182014 on aixing labels on energy-saving swaballast lamps. This
MEMR Regulation was created as a reinement of prior MEMR Regulation 062011. MEMR Regulation 182014
