Indcator of the effort to restore the water catchments area wll be based on achevement that the rver water parameters are above the standard • Formaton of detal plannng concernng the agrculture development polces wth consderaton on ecosystem n order that sustanable agrculture could be mplemented. Ths has to be dscussed together by Department of Agrculture, Department of Forestry, Naton Land Admnstraton, State Mnstry of Envronment, Department of Publc works, nteror Mnstry and Natonal Development Plannng Agency. Then the agrculture development could be executed n an ntegrated approach; • Develop the program to mprove the farmer’s ncome and the effort to market the agrculture product. Ths could be done by gvng easer access to market prce nformaton, easy access for credt applcaton, and the avalablty of transportaton access; • Advocacy and socalzaton of clmate change and the forecast mpact • Reevaluateforecast land shrnkage because of the mpact. • Arrangement of producton system partcularly the food producton n the context of food securty.

3.2.3 Marine, Coastal and Fisheries Sector

In isheres sector, the objectve of the clmate change adaptaton agenda s to support the achevement of the vson of isheres management n Indonesa, namely “Sustanable and Responsble Management of Marne and Fsheres Resource for Unty and Welfare of the Indonesan Ctzen”. Ths vson wll be acheved by: 1 Improve the welfare of isherman communty, ish cultured farmer, and other coastal communty; 2 Increase the role of marne and isheres sector as a source for economc growth; 3 Mantan and ncrease the carryng capacty as well as the envronment qualty of fresh water, coastal, small slands and seas; 4 Increase the naton ntellgent and health through 68 the ncrease of ish consumpton; and 5 Increase the role of Indonesan seas as a naton unier and ncrease the marne culture of Indonesa. About 140 mllon or 60 of the total populaton lves nsde the radus of 50 km from the shorelne and spread n 42 ctes and 182 dstrcts. About 48 mllon or about 23 of the populaton lves below the poverty lne. The ncrease of only one meter wll submerge 405,000 ha of coastal area and snk about 2,000 low lyng sland as well as the coastal reef area. Clmate change s also change the sea temperature; change the current pattern, wnd and ranfall pattern. Warmer sea water could prevent plankton breedng and reduce the avalablty of food for ish. Several ish speces possbly wll mgrate to other area where the temperature condton and food s better. Ths certanly wll have an mpact to the achevement of development target n isheres sector. Clmate change agenda s expected to be capable n decdng the save area for human settlement. Several acton plans should be mplemented to develop the reslent n ths sector. These are • Conduct nventory to all structures buldng n the coastal area to antcpate the mpact to sea level rse and hgh tdal wave that could mpact those buldng and plannng the effort to rearrange the coastal area whch have hgh rsk to the mpact of sea level rse. If needed, the reconstructon of buldng on the coastal area s conducted by consderng the sea level rse and the occurrence of hgh waves. Take a notce to the average sea level rse n Indonesa s 0,8 mmyear and an area of 100-130 m tmes the hghest wave s a protected area; • Plantng the mangrove or other coastal plants n the coastal area. Ths s conducted by nvolvng the coastal communty or isherman. For example at Batang Pekalongan dstrct, mangrove plantng actvty has been conducted by isherman ncludng the supply of seeds, plantng and mantanng. In those area at the same tme small crabs has been spread so the isherman wll take cares the mangrove as well as the crab. After the mangrove well growth, the number of ish also ncreases so the isherman does not need to sal far offshore. • Implementng related ntegrated coastal management ICM wth restoraton of rver water catchments area wth the objectve to ncrease the communty’s ncome. In plannng and mplementaton of ths ICM, the local government related wth the coastal and rver water catchments area should be nvolved. • There should be gudance and awareness to the isherman and coastal communty n general about early warnng system on the event of clmate 69 change and the utlzaton of weather nformaton for marne actvtes. • Fshng shp that reslent to weather change and hgh wave as well as envronmentally frendly equpment for capture isheres has to be developed. • The need to conduct research concernng the mpact of clmate change to the cultured isheres. It s estmated that the clmate change wll reduce 20-30 of the ish speces. In the other sde there s need to develop ish speces that reslent and adaptve to clmate change. • Fshermen housng should be constructed wth consderaton on the ncrease of sea level to ts desgn nclude santaton and clean water system. The early warnng system and evacuaton place should be buld also to prepare for sea water level ncrease and the occurrence of hgh wave. • Natonal research to study the potental and to ncrease the CO 2 absorpton from marne sector by plankton, coral reef and sea weed etc. • Formulaton of a dsaster strategc mtgaton plan related to extreme events such as tropcal storms and hgh waves wave clmate • The use of mappng and more accurate data and nformaton of vulnerable and rsks at coastal areas and small slands to exposure of clmate change.
