46 It is clear that in one text there are two speech act categories. It is the
combination of assertive and expressive categories. Most of the sentences in the text shows the assertive category. The speaker describes what a V-Day is. The
speaker also explains what happens in the parade. The speaker also shows the expressive category. The speaker expresses his happiness. It is clear that the
speaker uses sentence ‘I was so proud’. He is proud of Russia’s army presence in
the parade.
7. Theme G: Tighter System Clogs up Permit Issuance
Foreign workers have always been an issue, especially in the middle of economic slowdown. Besides sentiments from local workers, the problem usually
lies on residence and working permits issuance system which is much skewed with corruption. Indonesian government had launched online registration system with
Skype for working and staying permit for expatriates to eradicate this corruption issue. However, this newly-launched system seemed to be clogging up the permit
issuance itself. There were 9 texts from the readers of TYS column toward the issue. From Table 4.7, it is found 6 assertive, 6 directive, and 3 expressive
categories from all texts. The researcher finds out that assertive and directive have same point. The typical characteristic of TYS column in the theme is that both are
the most frequently employed speech act category in the theme. The text writers prefer to commit themselves to the truth of the proposition and want other people
to do an action. The text writers prefer to disagree with the policy and give the alternative solution to make the implementation of the policy better. They explain
47 how the machines and foreign workers will eliminate the local workers in the future.
Then, they also give what they and the government do to solve this problem. The researcher provides the examples of the findings below Table 4.7.

are the advantages and disadvantages of the implementation.
8. Theme H: Jakarta to Scrap Property Tax Next Year
Jakarta Governor Basuki “Ahok” Tjahaja Purnama decided to spare the low- and middle-income residents from the hardship amid the economic slowdown.
Jakarta’s low- and middle-income residents will be freed from property tax in 2016. There were five texts of the readers’ opinion regarding the issue.
