clause subject construction + predicate. Because clause is explained noun, so it is often called adjective clause, and because it relate to clause, it is called relative

d. Noun Headword + To Infinitive
Some nouns can be followed by a to-infinitive. Many of these nouns have been formed from adjectives or verbs normally followed by a to-infinitive:
