3.1 Pergeseran Esensi Politik Bebas-Aktif
Terkait pada masalah hubungan internasional Indonesia, tentu saja termakhtub dalam politik luar negeri Indonesia yang memiliki prinsip bebas-aktif,
apabila dikaji dari aspek aktualisasinya saat ini, relevan dengan apa yang disampaikan oleh Marshall Clark dalam jurnalnya yang berjudul Indonesia Post-
colonial Regional Imagin ary :from a ‘neutralist’ to ‘all-direction’ Foreign Policy
yang menyatakan bahwa,

Westernism of Indonesia’s first president, Sukarno. The New Order foreign policy orientation was focussed on endorsing the formation of ASEAN in 1967, in a new

policy initiative explicitly based on the lessons drawn from Indonesia’s confrontational behavior under Sukarno. Just as Indonesia under Suharto sought to
establish domestic stability after the social and political chaos of the immediate post- colonial period, Indonesia also sought to turn ASEAN into a regional ally to
promote regional stability, thusminimizing potential threats to national security. The post-New Order period, however, has seen Indonesia concentrically expand its
foreign policy outlook beyond its immediate region, with a particular eye to US approval. As this paper argues, post-
authoritarian Indonesia’s postcoloniality – albeit a condition more related to the cultural and economic imperialism of high capitalism
and American expansionism than the trauma of the Dutch colonial era – continues to
play an important role in the ongoing development of its regional imaginary.
Dalam kutipan tersebut, Clark menjelaskan bahwa perbedaan kebijakan luar negeri regional yang signifikan antara kepemimpinan Presiden Soekarno
dengan Presiden Soeharto. Soekarno yang pada masa kepemimpinannya terkenal dengan wacana
– wacana nasionalisme, dekolonisasi dan anti-westernisasi bertransformasi secara signifikan menjadi aktor utama dalam mempromosikan
stabilitas regional dengan mengajak negara – negara di kawasan untuk
bekerjasama. Salah satu langkah Soeharto pada saat itu ialah dengan ikut menjadi
perintis dibentuknya ASEAN pada tahun 1967 yang ditandai dengan penandatanganan Deklarasi Bangkok.
Penjelasan lebih lanjut ialah, Indonesia yang sebelumnya pada masa Soekarno memiliki prinsip kebijakan luar negeri yang netral, yaitu kebijak an luar

88 negeri yang independen atau bebas dari intervensi asing berubah bentuk menjadi
kebijakan luar negeri yang bebas mengikuti arus global maupun regional pada masa Soeharto.
3.2 Rendahnya Tingkat Ekonomi Indonesia
