this division is lack of thinking about our world, because our world is the composition contains many different non-human the various nonhumans Murdoch, 1997. Actor network theory is a
sociological  theory,  focusing  on  social  and  Technology  technoscience  interwoven heterogeneous  networks  heterogeneous  networks.  This  theory  holds  that  science  and
technology  are  the  actors    are  actors  Actors    Acant,  human  or  nonhuman  arguably  network consisting of the creation and maintenance of the link. The purpose of technology is to achieve
its  own  motivation  and  interest  interests,  and  to  complete  the  link  between  action  elements constituting the network. If  you can successfully create bigger and more powerful  actors in the
network will be able to  maintain a presence in the community.  An actor-network may lack all the characteristics of a technical network -it may be local, it may have no compulsory paths, no
strategically  positioned  nodes  Latour  1996.  However,  Actor  network  theory  is  a  materialistic theory,  which  emphasizes  interaction  among  the  participants,  including  the  network  of  human
and  non-human  technology  formed.  Each  of  the  actors  are  subject  deserves  attention.  Actor Network Theory ANT is increasingly used as an analytical framework to social issues research.
ANT  is  rapidly  making  its  mark  as  a  practical,  challenging  and  intriguing  tool  for  studying organization.  The  use  of  ANT  in  the  children  protection  and  welfare  has  increasingly  been  the
object of study in recent years.
3. Research Method 3.1 Research Design
This study used action research to explore the difficulties of this service may be encountered in preschoolers’  protection  and  proposed  action  after  reflection  on  the  protection  of  preschool
children. The study is divided into four stages, at each stage, the researchers in addition to the method  of  focus  groups,  informal  interviews,  and  document  analysis  to  understand  the  service
process,  preschooler  protection,  and  propose  solutions  for  difficult  policy  for  preschoole
rs’ protection  .  Finally,  the  researchers  propose  suggestions  and  reflection  on  the  protection  of

remind  ourselves  is  what  kind  of  institutions  and  historical  context  to  issue  what  kind  of language and statements, to shaping a dependent under the discourse of subject positions and
how about the middle of the emotional forces start mobility and autonomy. 3.2 Research Procedures
The purpose of the research presented in this article is to analysis the social network of children protection  and  welfare.  In  this  paper  we  adapted  ANT  as  a  constructivist  approach  in  that  it
avoids  essentialist  explanations  of  events  or  innovations.  ANT  for  children  protection  and welfare is associated with the equal treatment of human parents, policeman, neighbor, and social
workers  and  non-human  actors  monitor  technology,  policy,  government,  and  related  laws. ANT  assumes  that  all  entities  in  a  network  can  and  should  be  described  in  the  same  terms.  In
light  of  these  concerns,  this  article  has  three  purposes:  a  to  provide  an  ANT  of  children protection  and  welfare;  b  to  report  on  connections  in  children  protection  and  welfare  in  the
ANT;  and  c  to  recommend  promising  ANT  analysis  paradigms  of  children  protection  and welfare.    So  in  the  context  of  the  research  questions  of  consciousness,  theoretical  sampling
method to select respondents. Theoretical framework based on the guidelines of the actors of the network, this study cannot simply access the part of children and their parents, must also include
