However, a Considerable challenge remains to extend participation through to the end of junior high school, in line with national legislation that requires all children to complete nine years of basic education. Access to junior high school has been improved in the past few years with a surge in new school-building, and the introduction of dana BOS Bantuan Operasional Sekolah-School Operating Assistence Funds, which has alleviated the financial barriers that prevent many children from continuing with their education. However, major regional variability remains, in terms of both participation and learning outcomes. Starting from the hypothesis that continued participation at school is closely linked to the quality of the education provided, this research focuses attention on issues of educational quality in a disadvantaged province: Nusa Tenggara Timur. Recent figures on pass rates for junior high school leavers in NTT revealed that around half of the students had failed to pass the national exam. Quality of education can be influenced by a range of factors but this research is concerned mainly with the matter of human resource capacity and development of teachers. Most primary school and many junior high school teachers have never received university level training as teachers. Efforts to ‘skill up’ the existing teacher pool while waiting for new graduates to come through make in-service training and professional development initiatives extremely important. However, the effectiveness of these training courses will depend greatly on how many teachers they reach, how frequently teachers are able to attend, the content and method of instruction, follow-up and monitoring to see whether teachers have absorded the course content. It is hoped findings will provide valuable input into local and national debates on models for development of human resource capacity among teachers
