METEOROLOGI RISET ILMU KEBUMIAN

204 Sekretariat Perizinan Penelitian Asing Kementerian Riset Dan Teknologi DIREKTORI PENELITIAN ASING DI INDONESIA 2010 established, ensuring that the national research institutes – in this case in Indonesia –are continuously involved in the research process. Central questions: Based on a literary study which was conducted in the second half of year 2009 and taking results of previous research projects on megacity issues into considerations, four central questions are in the focus: 1. Which are the geo-factors that are shaping megaciies and what relaion do they have to each other? 2. To what extent are the megaciies in general and the two megaciies in paricular exposed to risks regarding global change and which strategies for adaptaion, prevenion and miigaion are already in place? 3. Which geo-factors inluences vulnerability and resilience in megaciies and in what way? 4. Which structures and processes can help miigaing and managing megaurban crises and which scenarios can be developed? Hence, if torrential rainfall occurs over these megacities, a large number of people and social activities are suffered from flood andor related hazards seriously. Such hazardous torrential rainfall events were frequently observed in Jakarta city and its surrounded area JABODETABEK in boreal winter season December-January-February: DJF in many areas. Wu et al. 2007 analyzed enviromental conditions during the torrential rainfall occured over the JABODETABEK in January-February 2007 and suggested that an interaction between the monsoon cold surge across the equator role to generate and maintain and diurnal local circulation over the northwestern part of Jawa Island played an essential role to generate and maintain convective systems which produced much amount of rainfalls. Many previous studies examined the diurnal variations in Jakarta by using a boundary layer radar BLR installed in Serpong, PUSPIPTEK, and aerological sounding data, and then founded their characteristics in detail Hashiguchi et al. 1995; Hadi et al. 2000, 2002; Araki et al. 2006. However, these studies focused on the diurnal local circulations mainly in dry season and not examined much about those in rainy season and their relation with torrential rainfall events. Whereas, previous studies using both satellite and ground based radars examined multi-scale structures of diurnal convective activities and their relation with local circulations in Sumatera Island which interaction occurs much rainfall in the coastal region e.g., Mori et al. 2004; Kawashima et al. 2006; Sakurai et al. 2009, and showed an importance of continuous radar observations for coastal convective activities which cause torrential rainfall. Yamanaka et al. 2008 has deployed three wind profiler radars WPRs and two Doppler radars along the equator of Indonesia by the Hydrometeorological Array for ISV-Monsoon AUtomonitoring HARIMAU project funded by Japan Earth Observing System EOS Promotion Program JEPP, and a C-band Doppler radar CDR was installed at Serpong, PUSPIPTEK and the started continuous observation since December 2008. The CDR must be a quite powerful tool to study diurnal convective activities and local circulations which may cause torrential rainfall over the JABODETABEK as well as a new WPR installed also at Serpong in coming December 2009. The first World summit of the Regions, held in Saint Malo in October 2008, led several United Nations’ agencies such as UNDP United Nations Development Programme and UNEP United Nations Environment Programme and some Regions’ associations such as NRG4SD to gather to fight climate change at the regional level. At the close of this meeting, the signature of the programme “Towards carbon neutral and climate change resilient territories” also called TACC programme” confirmed this common will. TACC programme’s main objectives are, on one hand, the development of regional capacities in Developing Countries Countries in transition and, on another hand, the implementation of an ITCP Integrated Territorial Climate Plans to enable these regions to address the double challenge of climate change adaptation and mitigation and to access the financial platforms introduced under the aegis of the United Nations Framework Convention on Climate Change UNFCCC commonly known as the Carbon O.2.1 Ms. Charlote M.P.
