Hendityo Abstrak I propose to study conversations about Indonesian national identity within civil society. Within the field of political philosophy, the study of conversations about political ideas is called constructivist analysis, because such conversations are thought to have the power to construct, reconstruct, or deconstruct ideas. Though many journalists have examined the construction and reconstruction of concepts of national identity within Indonesia, there have been few scientific approaches to the subject in English. Given Indonesia’s importance in the international relations of the 21st century, this is unacceptable. My proposal aims to fill this gap in the research agenda through a through going constructivist analysis of ideas about Indonesia national identity. This is a task for which I am particularly well prepared, having studied under leading constructivist theorist at Oxford University in the United Kingdom, and at George Washington University in the United States. I plan to carry out this research by interviewing a broad variety of figures within civil society. At the conclusion of my research, I aim to publish an article in a peer-reviewed, generalist journal of international relations theory, such as International Security, or as a chapter in a book on the international relations of East Asia. Both approaches would be designed to bring attention to the state of civil society conversations within Indonesia. Hendityo Abstrak Since the end of the Cold-War era, the term ‘good governance’ has emerged as a new paradigm for development. This term was born out of the World Bank’s 1989 report which characterized the crisis in Sub-Saharan Africa as a “crisis of governance” World Bank 1989:xii. This report claims that a root cause of poverty in Sub-Saharan Africa is the recipient countries’ poor governmental practice and calls for an improvement of governance. Following the publication of this report, a set of criteria for ideal governance was established, which countries seeking aid would commit themselves to achieve. International development agencies, such as the World Bank, the International Monetary Fund IMF, Asian Development Bank ADB and United Nations Development Programme UNDP, have continued to play a dominant role in defining the concepts of good governance which serve as a gatekeeper to legitimating international aid and assistance. Yet given that governance is an intricate, largely normative, concept, we cannot help asking important questions: who decides what is ‘good’ for whom? Is this universal concept applicable to individual countries? Do they conceptualise this normative agenda in the same way as it defined by international development agencies, and if not, is there any scope for recipient countries to understand and define the concept in their own terms? With this in mind, my research investigates how this new consensus on development is applied at the local level in Indonesia. My research question mainly stems from two assumptions: the concept of ‘good’ could be differently understood in different countries and among various actors; second, the binary oppositions in the current discourse e.g. efficient inefficient, accountableunaccountable, or transparentcorrupt blind us to the multiplicity of meanings of good governance at the local level where they are often operationalised. The second presumption is motivated by a recent trend in anthropology regarding development where considerable attention has been given to the divergent ways of consuming modernity at the local level Arce and Long 2000; Booth 1994; Crewe and Harrison 1997; Fardon 1995; Gardner and Lewis 1996; Grillo and Stirrat 1997; Hobart 1993; Long 1999; 2001. In terms of analyzing development policies or projects, this approach attempts to illuminate the complexities of modernity beyond the old binary opposition moderntraditional or globallocal by seeking to understand how various actors reconfigure Western-oriented ideas of modernity based on their local situations. 279 Sekretariat Perizinan Penelitian Asing Kementerian Riset Dan Teknologi DIREKTORI PENELITIAN ASING DI INDONESIA 2010 Considering that building good governance is accepted as a fundamental aspect of modernity and indeed modernization as re-worked by the post Washington Consensus, an ethnographic methodology sheds lights on the application of good governance by local actors. Based on these assumptions, it is my intention to explore how divergent actors in Indonesia re-address good governance on their own terms. In Indonesia, there have been two main projects recently to improve governance: The National Self Reliant People’s Empowerment Program PNPM supported by the president of Indonesia and the Initiatives for Local Governance Reform Project ILGRP funded by the World Bank. A case study will be conducted in several areas where both projects are implemented. Taking Long’s actor-oriented methodology, I will attempt to elucidate how various local actors re-construct the concept of good governance which is driven by donor agencies. This will shed light on the way in which the dominant World Bank-led discourse is challenged by local actors’ re-interpretation in their local settings. While globalization is often demonized as essentially destructive force, it indeed entails a number of opportunities. One is the prospects for reviewing and eventually discarding long held stereotypes and misperceptions between social actors be it global regions, nation states or ethnic group through more and accelerated communication, higher levels of information and intensified social exchange that allow for the transmission of ideas, norms and values with possible effect of challenging the cognitive status quo. Whether this is the case in the relations between Asia and the West is to be explored in the project focusing on Indonesia. Based on the assumption that as interaction among actors becomes increasingly intensified due the processes of globalization, various norm and ideas have also been transmitted, affecting actors identity and interest. This research project explores the impact of social interaction of Indonesian International Relation IR scholar, who have been exposed to international norms and western foreign policy ideas through overseas education and direct contact with western peers. Of particular interest is the extent to which these scholarship have contributed 1 the construction of the images of the west, and 2 the understanding of international relations, such as international cooperation. This project relies on a combination of qualitative methods, including process tracing, and content analysis. The goal of this research is to examine the programs established by the Indonesian government, Indonesia NGOs and the local police in Central Sulawesi in the aftermath of 281 Sekretariat Perizinan Penelitian Asing Kementerian Riset Dan Teknologi DIREKTORI PENELITIAN ASING DI INDONESIA 2010 the Malino Accord to promote peace building, and reconciliation. While much has been written about communal conflict in Central Sulawesi, Maluku, and North Maluku between 1999-2002 by such scholars as Jacques Bertrand and Lorraine Aragon, comparatively few studies have addressed the progress the Indonesia government and NGOs have made in capacity building and reconciliation initiatives. This study aims to fill this important gap. The central guiding for this research asks how the Indonesian government, the Indonesian police, and national, provincial and local NGOs have attempted to foster reconciliation and promote peace building in Central Sulawesi. It would seek to identify the various programs that have been enacted and evaluate the extent to which those programs have been successful. By interviewing those officials responsible for the conceptualization and implementation of these programs and initiatives as well as those participations in those programs, we can draw attention to the successes of those programs. This research will be conducted in partnership with two Indonesian academics, Dr. Ihsan Ali Fauzi from Paramadina University and Dr. Samsu Rizal Panggabean, from Gadjah Mada University. We seek permission to conduct research in Central Sulawesi and Jakarta. We would spend 2 weeks conducting interviews, and 4 weeks conducting interviews in Jakarta and synthesizing our research findings. Since Dr. Ihsan Ali Fauzi and Dr. Samsu Rizal Panggabean have already done field research in Central Sulawesi on prior occasions, we only require 2 weeks to conduct our interviews there. We planto do the field research together and publish several articles from its findings. We believe the findings will be of assistance to the Indonesian government as well. Goucher College has agreed to fully fund this research. We hope this will be a first step toward developing further scholarly partnerships as well as programs for students between Goucher and Paramadina and Gadjah Mada. This project will be conducted in Indonesia and the Philippines for one year, to allow the time to properly identify individuals who would be willing to share their worldviews with the researcher, the carrying out of comprehensive data documentation and their analysis and to include the best collection of the relevant political system, social events or legal cases regarding to election. Likewise, careful research will also be carried out to select the appropriate theoretical debates, political and legal practices and social expressions, which best represent this interest of election monitoring. The project aims to provide a fair understanding of NAMFREL and KIPP-whether they are reflected in the highly theoretical published works of academic authors to the social movements characterized by activism to the stakeholders of election such as election commission, political parties, lawyers, legal aid, NGO’s and voters who are witnessing the role of NAMFREL and KIPP since the formation till present.
