14.7 Regulations on Smoking
Aprimarygoaloftobaccoregulationistoreducesmoking-relateddiseasesandthegeneral harmtosocietyarisingfromsmoking.Thisincludestheearliermortalityofsmokers,the damagetothehealthofnon-smokers,andultimatelyalsothecoststobusinessandthe economyasawhole.Tobaccoregulationthereforehasthreeimportantobjectives: • Tostoppeoplefromstartingsmoking • To help people to stop smoking or to at least substantially reduce their tobacco consumption • Toprotectnon-smokersfromtherisksofpassivesmokingETS The results achieved in many industrialised countries, including Germany, have so far beenunsatisfactoryandinadequate [62] .
