Western I ndonesia National Roads I mprovement Project 4 - 6 During the period April 2015 a modest progress of 7.77 has been attained, however the negative slippage still remain in critical condition as the progress is still 33.66 behind schedule. To date the actual progress of only 35.43 since the project started 16 month ago is of much concern than the slippage as only 36 or 260 calendar days are left to complete the remaining 65 of the works. The major work items that should be given more concentration in order to complete the project as scheduled are the drainage works 12.26 , granular pavement 18.07 and asphalt pavement 49.27 which have a combine total work value of 79.40 . However, only 31.37 of the 79.40 has been done to date. As there are only eight 8 months left of the contract time, Contractor have to produce at least a minimum 8 progress per month and onward to the completion date on January 9, 2016. Shown in ANNEX P-4 Executive Summary Report are the current problem and actions to be taken to attain substantial progress in order to catch-up with the schedule. Package No. 6 : Kerkap Ps. Pedati This contract package has just commenced during the middle part of last month March 2015. Actual physical work accomplished as of this reporting period is 0.33 out of 0.59 schedule or -0.26 negative slippage.. An accomplishment of 0.26 during the month represent the work progress on General and Routine Maintenance Work Items. ANNEX P-6 Executive Summary Report shows the complete details of the contract package. Package No. 11 : Bantal - Mukomuko This contract package commenced two 2 months ago today. The actual overall progress attained by the Contractor up to end of this period is 5.59 against 2.18 schedule. At this early stage of construction, the work progress is ahead of schedule by 3.41 For more details of the Contract Package, refer to ANNEX P-11 Executive Summary Report . Package No. 19 : Lais Bintunan This newly opened contract package started just one and a half 1.50 months ago. To date , the cumulative work accomplished is 1.75, out of the 1.92 scheduled at month s end, in other words the project progress is behind schedule by 0.17. Work activities were mainly focused on the General and Asphalt Pavement items. 4.5 Quality Assurance

The DSC will be responsible for quality assurance of materials and workmanship, certifying whether or not contractors have achieved the required results, as well as documentation and reporting based on the financial management plan. They will prepare a Quality Assurance system covering all subprojects, and continuously monitor the effectiveness of their supervision procedures. Following are current problems and issues relative to the execution of the works and quality assurance: Package No.1 a Permit for the base camp still not yet officially issued by the Provincial Government. b Even though permit to quarry material from quarry sites has already been issued by the local government, the amount of material from the quarry sites is of limited quantity. Contractor have to sourced the material requirement from other sources. c Contractor s laboratory personnel are not enough to conduct the daily test requirements. d Contractor have to extend the working hours to catch-up with work load backlog. Package No.2 a Insufficient manpower, equipment and cash flow. b Delayed laydown of asphalt pavement due to frequent breakdown of the Asphalt Maxing plant AMP. c Air Gadang Bridge has not yet started due to the redesign of the bridge sub-structures has not yet been approved. d Obstruction such as existing electrical and PDAM poles are not yet relocated. Package No.3 a Frequent breakdown of stone crusher greatly affected the production of aggregate requirements for base and asphalt mix. b Frequent breakdown of Asphalt Mixing Plant. c Inadequate number of teams to work on the construction of lined ditches. Package No.4 a Insufficient numbers of equipment. b Mismanagement between the joint operation partners. c Insufficient manpower to execute the works on drainage structures. Package No.6 a Field Engineering shall be completed as soon as possible. Package No.11 a Field Engineering shall be completed as soon as possible. 4.6 Environmental and Social Considerations

4.6.1 Current Overall Situation

A project category is assigned to each package as either Category A, B or C depending on the likely degree of influence on environmental issues with a brief explanation as follows: Category A project is one which will have a significant negative impact on the environment and may have an influence on areas outside the actual project area. A project classified as such requires an AMDAL ANDAL, RKLRPL study. Category B project is one which affects the people or the environment to some extent but with a smaller impact than a Category A. The required environmental analysis is a UKLUPL study only. Category C project has minimal effect on the people or environment and an environmental analysis is not required. SPPL are used to handle any minor problem which may arise. Details of packages that require environmental and social safeguard are given in Appendix E and the following Table 4.3 provides a summary of the work involved in the 21 WINRIP packages. All the 21 packages require environmental impact investigation. All 20 environmental studies need approval by Environmental Agency BLH and 5 AMDALEIA studies need the World Bank approval. And 21 social studies SLARAP and LARAP require the approval of the World Bank. Up to the end of April 2015, 20 of 20 packages 100 has received BLH approval and 5 of 5 packages AMDALEIA studies 100 NOL was already issued from the World Bank while all the 21 social studies LARAP were already issued No Objection Letter NOL from the World Bank. Western I ndonesia National Roads I mprovement Project 4 - 9 Appendix E shows the Progress of Environmental Safeguard Studies. 4.6.2 Environmental and Social Issues This section outlines the activities of the Social Impact Specialist and the Environmental Specialist during April 2015.

4.6.2.1 Environmental Issues

The RKPPL provided by the Contractors of packages No.1 Krui-Biha, No.2 Padang Sawah - Sp.Empat and No.3 Manggopoh Padang Sawah and No. 4 Ipuh-Bantal were completed. The RKPPL for the four 4 contract package were already issued No Objection Letter NOL from the World Bank. The External Monitoring Report of implementation AMDAL on package No. 1, 2, 3 and 4 provide by the CTC has been submitted to the WB on 29 April 2015.

1. Monitoring of Environmental Aspects During Construction

CTC provided monitoring forms to DSC for use in monitoring of environmental and social impacts. These forms are to be used every month by the DSC Environmental Specialist. CTC s environmental staffs actively advises DSC on environmental monitoring, DSC have directly carried out monitoring or to implement the Environmental and Social Analysis Management Plan for WINRIP. After finalizing the Standard Environmental Clauses, CTC assisted Sub Directorate of Environmental Affairs and Road Safety TLKJ to produce monitoring forms covering all aspects of the technical specifications, and introduced them to participants of environmental training including P2JN, Project Manager, DSC, Contractors, Team Work Pokja etc. There are 69 pages of forms, covering all aspects of construction. The DSC already submited to CTC the monitoring report for package No. 1 Krui-Biha, No.2 Sp.Empat Air Balam, incl. Air Gadang bridge, No.3 Manggopoh-Padang Sawah and No. 4 Ipuh Bantal until April 2015. However, the submitted reports were incomplete as no photograps were attached on the submitted reports.

2. Review Design Integration, Road Safety Aspects and Monitoring of Environmental Studies

Task 5.8.0 of CTC-2 TOR Implement the Environmental and Social Analysis Management PlanESAMP and paragraf 10.9 of the PMM requires ensuring that environmental management aspects of contracts have been implemented in accordance with AMDAL, UKLUPL, SPPL studies and Environmental issues will be integrated in the design and to prepare environmental mitigation on construction stage for contractor Contractor Program for Executing Environmental Management Plan CPEMPRKPPL. Therefore CTC will proposed that staff visit the site of projects subject to studies or issues, and ensure that the plans are being implemented. A schedule for
