Inquiry learning development carried out by the steps of learning through explanation of learning objectives, dividing the inquiry or user manual lab work, assigning students to carry out the inquiry, to monitor the implementation of the inquiry and conclude the inquiry together. Explanation of learning objectives and divide inquiry or user manual practicum through debriefing activities and assistance with student assistants. Inquiry learning is done assigning students to carry out inquiry into sixteen titles lab and lab work done every four titles through seminars monitoring lab results so that students can reflect on the learning experience. During the learning takes place, students are given the opportunity to gain experience of learning to identify mismatches example by testing requirements, incompatibility test results and their propensity data outside the specifications. Results of learning reflection could be concluded that, (1) every step of the experiment followed by manual safety, (2) the equipment or instrumentation and materials given specification refers to quality assurance testing, (3) the work procedures can be developed using standard or nonstandard methods incorporating aspects of the verification or validation of the method, (4) learning modules can be equipped with a procedure to check and monitor the quality of solution, (5) analysis of the data furnished by the calculation of validation or verification methods and manual data presentation which refers to the quality control testing and ( 6) testing is done by using a test sample that is applicable and current.
2. Development of Assessment Tools The instrument performance learning to use performance criteria contained in the unit

1. The results of validation of self-assessment showed that instrumentation developed ratings have compatibility with the substance requirements, construction and language. 3. The Influence of Inquiry Learning with Video Tutorials to Achieving Competence
Inquiry learning with video tutorials helping student competency achievement. The measurement of competence in the aspect of knowledge is based on the results of the written response test scores, while aspects of attitudes and skills measured by test scores response practices. Competence is an assessment of the knowledge, attitudes and skills that can be measured. The process of inquiry learning is done through a series of experiments that must be supported by an understanding theoretical concepts that get in the classroom. Learning lab is focused on achieving the competency of working attitude spawned standardized work culture and skills should be supported with reasonably sufficient of knowledge.
The data supporting the achievement of student competency can be measured through

The achievement of competence on the third unit of competency is 78.52%. During the learning process lab, students are given learning tasks in preparing the working solution including set up, calibrate and use solution. The level of achievement in these units was 77.30% and 79.51%. Elements of competency has been achieved both on the competence units MSL973002A prepare a working solution is to use laboratory chemicals, glassware and equipment safely and make solution.
Learning outcomes showed competency elements that should be developed is to check the availability of the solution. The elements of competence to be improved is to interpret, determine testing requirements, as well as receiving and setting an example.
