ABSTRACT The growth and development of city bring impacts to the environment. One of the source impact is municipal solid waste, which is increase along with the growth of population and slums area and makes it more difficult to handle. Jakarta, as a metropolitan city in Indonesia also have the same case, municipal solid waste problems. Jakarta produces solid waste 6,525 tons daily, and 70 of it is delivered to TPST Bantargebang, Bekasi. The existence of TPST Bantargebang brings serious impact to this important element: environment, include society nearby. Because of poor handling, the area and population around TPST Bantargebang had been already polluted by the municipal solid waste. Even, TPST Bantargebang is now using integrated waste processing technology, which is developed from open dumping system and Sanitary Landfill System – implemented since its first operation. This integrated technology is designed to solve various of environment problems in this landfill area. The capacity of TPST to receive all Jakarta’s garbage would reach its limit soon, and this become a serious problem to The Government of DKI Jakarta as well as Bekasi Government. The relation between both government also become a serious problem since TPST belong to Jakarta’s Government but under territory of the Government of Bekasi. Integrated waste processing technology have to implemented soon, because without it, the society nearby will live in polluted water, soil and air. To find an integrated and sustained TPST’s solution, we needs to approach from the stakeholders’ viewpoints. No longer government, nor society nearby, nor incumbent investor, nor NGO forced its own ways to be implemented in TPST, but together they have to bring solutions from their own perspectives to achieve win-win solutions. The solution will be environment and society oriented and will transform the TPST to be an integrated and sustained sanitary landfill by combining sanitary landfill method with other modern technology, such as a plastic recycle industry, composting, gasificationpyrolisis technology, landfill gas and anaerobic digestion technology which produces power electricity. The aim of this research is to create a sustained integrated scenario that will optimize the environment management in TPST Bantargebang Bekasi. Optimizing of sustained integrated environment management in this landfill is implemented through 8 eight programs: society empowerment, good scavenger handling, to set scavenger cooperation, TPST to be a profit centered industry, optimizing sanitary landfill, development of existing infrastructure, implementing new waste processing technology and developing integrated zone.
