6.3.2 Progress

 The fourth IFR Training delivered In April 2016. Twenty-three 23 prospective participants were invited, and twenty-one 21 persons attended the training, It means achieving a 91,30 attendance rate.  The two other trainings: PMM Application Training and RKPPL Training, have been prepared to be delivered in May and early June 2016 respectively..

6.3.3 Activities Plan for next month May 2016

 Implementing the PMM Application Training and the RKPPL Training for Packages 07, 08, 10 and 12.  Continuing to update the PMM and other training materials as required.  Continuing to ask for confirmation of the mobilization of contractors and consultants staff of the respective packages.

6.4 Anti Corruption Issues

6.4.1 Anti-Corruption Action Plan ACAP

The main duties of the Community Development Officer are to implement the Anti-Corruption Measures, and Monitoring their Effectiveness. Provide assistance as required with the establishment of anti-corruption measures necessary to support the project, and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and the DGH. The following tasks particularly need to establish procedures to be undertaken:  Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting and site visit, bids submission and bids opening, and the announcement of the bid winner. These CROs will be invited from local universities or other selected independent institutions, and will sign the attendance list for the procurementselection process.  Establishment of a Third Party Monitoring TPM mechanism, whereby the media and civil society groups can become involved in monitoring the progress of the project. This Mechanism will include regular sharing of information with the media.  Establishment and Management of a Complaints Handling Mechanism System CHS, which includes maintaining project complaint log and filing to monitor status of follow-up of each complaint. This mechanism will include provision for follow up investigations of substantial complaints by the Inspectorate General of Ministry of Public Works or third party audit to ensure independence and reliability of the system. The CTC assignment concerns the monitoring of the aspects of Anti-Corruption Action Plan ACAP implementation and where required act pro- active in resolving issues when such a matter arises. The Community Development Officer has a Western I ndonesia National Roads I mprovement Project 6 - 8 major role in monitoring performance and assists PMU in the set-up and follow-through of the Complaints Handling Unit CHU for the ACAP related incidents  Enhanced Disclosure Provisions and Transparency, Ministry of Public Work MPW have been provided necessary information in the Project Implementation Plan PIP, Project Management Manual PMM on their website, and in the bidding documents, such as contract point for complaint mail and e-mail address, phone, fax, text message. The contact will also include the Bank s Fraud and Corruption Hotlines. MPW will hold Annual Accountability Meetings to enhance accountability and project information sharing with civil society. The PMM will provide guidelines on disclosure of information related to the project. MPW official website will display critical information on WINRIP to enhance both internal and external monitoring of the project

6.4.2 Community Representative Observers CRO

The Anti-Corruption Action Plan ACAP activity on Community Representative Observers CROs aspect is as follow:  The selection and establishment of CROs for all 19 packages was completed on November 2015. In April 2016 the CROs for Packages 14, 16, 20 and 21, are awaiting the issuance of the announcement of the tender winner of the World Bank and MPW, and this document is for the attachment of their Observing Report on Bid-Opening process. The activities progress of Community Representative Observers CROs from January 2013 until April 2016 , as shown in Appendix H1.

6.4.3 Third Party Monitoring TPM

The Third Party Monitoring TPM component activity during April 2016 was as follow:  Community Development team monitored the TPM activity on package 04 Ipuh Bantal and package 11 Bantal Mukomuko in Bengkulu Province, on April 6 8, 2016. The monitoring activities agenda was as included, coordination with PPK 01 Mr. Dicky Erlangga and TPM Team for Package No. 04 Ipuh - Bantal about TPM monitoring plan for 3rd phase of field observation and PPK 01 plan to check Contractor readiness to enter PHO stage, and discussion about next monitoring plan for package 11 concerning the local community issues gathered by TPM while conducting site observation; and problems faced by Contractor especially those related to local community. This monitoring is focused on the package of 04 and 11, but the TPM of packages 06 and 19 needed an assistance in coordination with the PPK 02 relating to the monitoring phase I and a monitoring plan for phase II, thus Community Development Team used this opportunity to coordination with TPM package 06 and 19 along with the PPK 02. Coordination with PPK 02 Mr. Ferry Sutimarjaya and TPM Team of Package 06 and 19 were discussion about status of Package 06 that still waited for technical justification; physical progress of both packages which are partially obstructed by land acquisition problems; problems faced by Contractor especially those Western I ndonesia National Roads I mprovement Project 6 - 9 related to local community; clarification of some findings from TPM site monitoring; and TPM plan for the next site monitoring. After coordination meeting with PPK 01 and PPK 02 the Community Development Team continued meeting with TPM Team of Package 04 and 11 in TPM Office to discuss about: • TPM monitoring results to Package 04 11 and check their report. • Review invoice report to be reimbursed second reimbursement for Package 04 and first reimbursement for Package 11 At early morning before coordination meeting with PPK, the TPM team of Package 19 was requested to meet the Community Development Team in the hotel to discusse inform about: • Mechanism of TPM site monitoring. • Format of TPM monitoring report • Format of financial accountability invoice report. • Back up data which should be provided to meet reimbursement process.  On April 20 22, 2016, Community Development team was monitored the TPM activity on package 02 Padang Sawah Simpang Empat and package 03 Manggopoh Padang Sawah in West Sumatera Province. The monitoring activities agenda was as included coordination with PPK 10 Mr. Agung Setyawan was about TPM monitoring result, and PPK 10 also has checked Contractor readiness to enter PHO stage. After coordination meeting with PPK 10 the Community Development Team continued meeting with TPM Team of Package 03 Manggopoh Padang Sawah from University Bung Hatta Padang to check and review the 2 nd stage and 3 rd stage of their monitoring report, as well as financial accountability invoice reports to be reimbursed second and third reimbursement. In afternoon the Community Development Team continued meeting with TPM Team of Package 02 Padang Sawah Simpang Empat from State Polytechnic of Padang with the same agenda i.e. to check and review their 1 st and 2 nd stage of monitoring report, as well as financial accountability invoice report to be reimbursed first reimbursement. This monitoring is focused on monitoring TPM activity for the package of 02 and 03, but representatives of Andalas University asked about TPM mechanism due to their interest to be involved as TPM team in the next package of WINRIP, so Community Development Team also used this opportunity to coordinate and discussion informally with them about: Scope of Work of TPM, Requirements of TPM team, Selection mechanism of TPM, and incumbency of Institution and TPM team Therefore the Socialization meeting is needed and which would be conducted in the next week after.  Note of TPM activities during April 2016:
