The Presented Norms as Truth and the Intended Society‟s Behavior

come to America as well. He wants more support for his terms of office and by considering things like this he may grow wider support. Obama does not forget to put the American Creed as the underlying idea of his objectives. As written in the Declaration of Independence, liberty is a permanent aspect of human nature. Government is then the law maker and has the task to enforce the law and judge the law in particular cases. Obama implicitly promises insurance to the protection of human rights just like any other politicians who needs support for the programs. He reminds the people about Democracy as a way to protect the interest of individual when actually democracy is a mode of activity in which people can arrive at a conception of what their interests are. So, there is a big possibility that some rights are omitted due to larger interests. Obama also speaks about liberty. Liberalism in Obama‘s view holds the definition of negative freedom which means the absence of coercion by others. It is also the concept of opportunity which emphasis on what opportunity is open to the people. Obama seems to provide wide opportunity to the people but still the opportunity is always limited in numbers. At this point, what is allowed or not is decided by the people alone but by the one with power. Moreover, he preserves also the value of Equality which respects the basic moral rights of human to do whatever he chooses with whatever he legitimately owns as long as he does not violate the rights and property of others. One‘s will should not interrupt other‘s right and keep the importance of the good of union. Here, Obama speaks of Utilitarianism to legitimate some opposed program as a way to achieve a subjective greatest happiness for the greatest number. Nonetheless, sometimes, this can also mean suppressing the rights of few. Acting that way, it will result as Collectivism. Collectivism in this sense is a social pattern in which individual sees themselves as part of collectives and mostly stimulated by duties to the collectivity. Collectivists do not really rely on putting aside one‘s rights for prioritizing the ―common good‖ but group is seen to be more important than an individual so it is fine to sacrifice the individual for the greater group. Therefore, Obama knows how to create the notion of Responsibility with a definition he makes to be seen as if it is needed by the society. In his address, the Responsibility is ascribed to collectives as well as individuals according to the general rule. Responsibility will not be easily done without some kind of enthusiasm so Obama speaks his Optimism about the country in the address. It is marked by the willingness to undertake a task and get it done. It is characterized by eagerness to accept and meet challenges as well. He wants the citizen to focus on what is good rather than on what could go wrong. Optimism is seen as the driving force of the American Dream. Nevertheless, Obama points out the discernment of time and change. He several times stresses on present time. It shows how he gives the meaning of his current service for the progress of the country which will not last forever. Therefore, he calls for people‘s agreement on his program to maintain the stability of the governance during his terms of office.

c. The Mobilized Interests and the Potential Power Abuse

Political ideology deals with finding the most appropriate way to achieve the goal of organizing society. It is a collection of ideas which typically contains certain idea on what is considered to be the best form of the government and the economic system as support. Referring to the foregrounding norms in both addresses, Obama holds the liberalism as his political ideology with which he runs the democracy and bases the market economy system. Somehow, he shows the principle of utilitarianism which is fundamentally opposed to the constitutional framework of individual rights. Though, these mind sets are vital to support the pure democracy system of the United States. The citizens are valued equal to each other in the matter of rights and responsibilities. Citizens are given the idea of liberty and the freedom to act and to make use the sources or the properties or the skills in order to achieve individual‘s measure of happiness as long as it bears the common purposes and does not harm other‘s rights. In contrast, his utilitarianism view of political allows the people to do things for the greatest use of individuals and for the sake common interest in which it is possible to harm some individual rights. He does not show a fine line between both values. So, a rift that potentially used for legitimate one‘s action upon another based on what tendency that a purpose is made up occurs. Thus, a party with sufficient source of control will abuse the power. All the underlining norms are built by a political ideology which has the specific logic of the field of the production where one or two interests are served Common interests or purposes are already set in the point of view of the authority which are the government and the president as its representation. Here, Obama does not waste away the chance to present himself as the unifying element in the American political system. U.S. citizens have long had the belief that what president says is as the genuine architect of United States public policy. Trusted as the right one since winning presidential election, Obama has the power to control the behavior of the citizens to do what is directed serving the democracy. So it is even easier for Obama to be the nation‘s personal and moral reader and the only leader who can guide the nation to the fulfillment of the American Dream. The major interest found in Obama‘s first and second inaugural addresses are the economic recovery. It is even clearly mentioned in the fourth paragraph of the first address and continued to be considered as matter of struggle in the second address . The citizen‘s support for government programs in the economic recovery is the intended effect which can inferred from his addresses. Social problems figured in the addresses are made to be seen as the citizens and the government‘s concern. By accepting those problems as society‘s ills, citizens are made to believe that the government has tried a way to find the best solution. The solution offered by Obama as government representative is packaged in the Medicare and Medicaid and the Social Security Programs or called as ―Obamacare‖. These programs are then believed as a form of government‘s attention of the social welfare. Those programs are to ensure the rights of the citizens to act and minimize the risk that might occur from the taken action. Therefore, a set of attitude is needed in controlling society and restricting the action taken by the citizens when dealing with social issues. The government will be easier to rule the country if they can manage the people‘s behavior. So, the spirit of freedom and liberty are used to underline the norms to be logically accepted by the citizens if they want to attain what has been promised by such way of life. Thus, if the norms are presented as truth, the government will have no barrier in directing the citizens. Before going further, it is better to take a look at the facts of Obamacare cited from http:obamacarefacts.com . Obamacare‘s official name is Patient Protection and Affordable Care Act PPACA which was signed into law to reform the health care industry by President Obama on March 30, 2010 and upheld by the Supreme Court on June 28, 2012. Its goal is to give more Americans access to the affordable quality insurance and to reduce the growth in health care spending in the U.S. In facts, as cited from Obamacarefacts.com, Obamacare does not replace private insurance and does not regulate health care but it regulates health insurance. The goal, therefore, sounds well and helpful for Americans who has not had the health insurance but it also create some contradictions. In its implementation, as cited from Obamacare Pros and Cons, article by Kimberly Amadeo http:useconomy.about.com, Obamacare is success to give new healthcare benefits for Americans, preventive and wellness service, customer protections, cost assistance for middle class and small business, and also attention to quality over quantity. However, it also has the negative effects such as the raising taxes on small business, raising premium payment, and Obamacare
