Supaya perkebunan energi ini efektif dan dapat menciptakan multiplier efect
yang besar terhadap perekonomian nasional, maka harus menganut prinsip-prinsip di bawah
ini:
• Investasi perkebunan dilakukan oleh pemerintah atau
BUMN •
Investasi pabrik kelapa sawit, biodiesel, methanol atau bioreinery bisa dilakukan oleh swasta.
• Perkebunan kelapa sawit diusahakan secara geograis
berjauhan dari perkebunan kelapa sawit konvensional. •
Pasar yang terpisah antara industri CPO yang sekarang ada dan industri biodiesel yang akan diciptakan.
• Perkebunan
dikelola sesuai
prinsip-prinsip pembangunan yang berkesinambungan.
In order for this energy plantations to be efective and has a large multiplier efect on the national economy, it must
adhere to the principles below:
• Investments on plantation made by the Government or
state-owned enterprises •
Investment on palm oil mill, biodiesel, methanol or bioreinery can be done by the private sector.
• The cultivated oil palm plantations are geographically
far apart from conventional oil palm plantations. •
Markets are separated between existing CPO industry and the biodiesel industry to be created.
• Plantations are managed according to the principles of
sustainable development.

penjualan bensin subsidi dan 83 penjualan minyak solar subsidi pada tahun 2011 dialokasikan untuk memenuhi
kebutuhan SPBU, khususnya kendaraan darat. Konsumsi bensin dan minyak solar untuk kendaraan darat dapat
disubstitusi dengan menggunakan bahan bakar gas BBG. Penggunaan BBG di kendaraan darat sudah dimulai sejak
tahun 1987 dan mengalami pasang surut disebabkan oleh berbagai faktor, seperti jarak tempuh kendaraan lebih
pendek, daya angkut berkurang, safety precautions lebih ketat, power kendaraan berkurang, kit konversi masih
diimpor, jumlah SPBG terbatas, margin SPBG tidak menarik, waktu pengisian lebih lama, persepsi masyarakat yang
keliru, bensin dan minyak solar masih disubsidi, harga jual BBG murah, dan bengkel BBG terbatas.
Dari berbagai kendala tersebut, jumlah SPBG yang terbatas dan harga jual BBG yang rendah merupakan
faktor utama dari kurang optimalnya pemanfaatan BBG. Untuk itu, Kementerian ESDM telah menetapkan Permen
ESDM 082014 yang menugaskan Badan Usaha untuk melaksanakan penyediaan dan pendistribusian BBG selama
lima tahun. Penugasan kepada badan usaha dapat disertai dengan pembiayaan oleh negara. Harga jual gas bumi diatur
dalam Keputusan Menteri ESDM 226.1.K12MEM2013, yaitu minimum sama dengan harga keekonomian lapangan
plan of development - POD dan maksimum sebesar 4,72 MMBTU.

use of CNG in land vehicles has been started since 1987 and experienced the ups and downs caused by various factors,
such as shorter vehicle mileage, reduced carrying capacity, more stringent safety precautions, reduced power vehicles,
imported conversion kits, limited number of gas refueling stations, proit margins of the refueling station is not
attractive due to low selling price of CNG, longer refueling time, subsidy on petrol and diesel, and the limited CNG
workshop.
From these constraints, the limited number of gas refueling stations and low selling price of CNG are the major factor for
the non-optimal utilization of BBG. To that end, the MEMR has determined Regulation 082014 that assigns enterprises
to carry out the supply and distribution of gas fuel for ive years. Assignment to the business entity may be accompanied
by funding by the state. The selling price of natural gas is set in the MEMR Decree 226.1.K12MEM2013, which is equal
to the minimum economic price ield plan of development - POD and a maximum of 4.72 MMBTU.
