2.6.2 Konservasi Energi
Berdasarkan Southeast Asia Energy Outlook, September 2013, terlihat bahwa pertumbuhan ekonomi Indonesia gagal mendorong pemanfaatan teknologi eisien, sehingga intensitas energi TOEkapita selama tahun 1980, 1990, 2000, dan 2011 relatif konstan. Hal ini terjadi karena konsumen energi menggunakan teknologi konvensional, pelaksanaan konservasi energi belum berlangsung secara terencana dan masif, serta masih adanya harga energi yang disubsidi. Kebijakan konservasi energi yang tertuang dalam Rencana Induk Konservasi Energi Nasional RIKEN masih produk lama karena disusun oleh Badan Koordinasi Energi Nasional pada tahun 1995. Kebijakan RIKEN sebagai pengganti RIKEN 1995 sudah disusun pada tahun 2005 dan 2011 tetapi tidak jadi ditetapkan oleh Kementerian ESDM. Pada RIKEN 1995 belum jelas roadmap, kelembagaan, dan penanggung jawab kegiatan. Policy of maximum utilization of hydropower capacity of 10 MW is regulated through the MEMR Regulation 122014. RIKEN Policy as a replacement for the RIKEN 1995 was drafted in 2005 and 2011 but still not designated by the MEMR.
