TRAINING TO SUPPORT PROJECT IMPLEMENTATION

Western I ndonesia National Roads I mprovement Project 55  On the second day, the participants were guided to prepare IFR by filling out the appropriate form, computerized, with the real data of their own project. The Facilitator check the work of each participant, one by one, giving instruction, suggestion and guidance, until they were all able to prepare the IFR correctly.  Almost all of the attendances of this training have been working in financial and reporting matters. They were patiently and diligently following all sessions. The Facilitator facilitated the learning process properly. Cooperation between the Facilitator and the participants were very good. The training was, therefore, going along smoothly, and the Facilitator found at the end of the session, that all participants worked correctly in preparing IFR.  The training was officially closed at 15.45 by the CTC Financial Specialist, Mr. Y.D. Tarwanto, on behalf of the OIC of PMU, Ir. Agusta E. Sinulingga, MT, who was still busy and unable to leave the meeting with the Inspectorate General in other meeting room of BBPJN II Padang

6.3.3 Activities Plan for next month December 2014

• Continuing to assist PMU in preparing further socializationdissemination of the PMM when it has been officially approvedsigned by the World Bank and the Director General of Highways. • Preparing and scheduling the next Financial Management and Reporting IFR trainings next year 2015: packages PPK involved prospective participants, venue, training materials, correspondences, etc. • Preparing and carrying out proposed special PMM Application Training for Contractors and Consultants staffs prior to their mobilization to the respective packages. • Preparation of other training programs urgently needed in line with the physical progress of the project.

6.4 Anti Corruption Issues

6.4.1 Anti-Corruption Action Plan ACAP

The main duties of the Community Development Officer are implementation of Anti-Corruption Measures, and Monitoring their Effectiveness. Provide assistance as required with the establishment of anti-corruption measures necessary to support the project and monitor and report their Western I ndonesia National Roads I mprovement Project 56 effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and the DGH. The following tasks particularly need to establish procedures to be undertaken:  Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting and site visit, bids submission and bids opening, and the announcement of the bid winner. These CROs will be invited from local universities or other selected independent institutions, and will sign the attendance list for the procurementselection process.  Establishment of a Third Party Monitoring TPM mechanism, whereby the media and civil society groups can become involved in monitoring the progress of the project. This mechanism will include regular sharing of information with the media.  Establishment and Management of a Complaints Handling Mechanism CHM, which includes maintaining project complaint log and filing to monitor status of follow-up of each complaint. This mechanism will include provision for follow up investigations of substantial complaints by the Inspectorate General of Ministry of Public Works or third party audit to ensure independence and reliability of the system. The CTC assignment concerns the monitoring of the aspects of Anti-Corruption Action Plan ACAP implementation and where required act pro- active in resolving issues when such a matter arises. The Community Development Specialist has a major role in monitoring performance and assists PMU in the set-up and follow-through of the Complaints Handling Unit CHU for the ACAP related incidents  Enhanced Disclosure Provisions and Transparency, Ministry of Public Work MPW will provide necessary information in the Project Implementation Plan PIP, Project Management Manual PMM on their website, and in the bidding documents, such as contact point for complaint mail and e-mail address, phone, fax, text message. The contact will also include the Bank s Fraud and Corruption Hotline. MPW will hold Annual Accountability Meetings to enhance accountability and project information sharing with civil society. The PMM will provide guidelines on disclosure of information related to the project. MPW official website will display critical information on WINRIP to enhance both internal and external monitoring of the project

6.4.2 Community Representative Observers CRO

The Anti-Corruption Action Plan ACAP activities on Community Representative Observers CROs, was adjusted and supported the progress of procurement activities. The activity on the Community Representative Observers CROs during November 2014 were as follows: 1. On 26 November 2014 the Community Development Team of CTC WINRIP has carried out the selection of CROs for Package 06: Pasar pedati Kerkap and Package 19: Lais Bintunan under Satker PJN I, Bengkulu. The CRO selection was held in the office of Satker PJN PIUs of National Roads Implementation Region I Bengkulu, Jalan Ir. Rustandi Sugianto KM. 12+225 Pulau Baai Bengkulu, and the meeting was conducted by Ir. Bambang Widyanto, MT Kepala Bidang Pengendalian Sistem Pelaksanaan, Pengujian dan Peralatan. Head Devision of Implementation Western I ndonesia National Roads I mprovement Project 57 Management Systems, Testing and Equipment of BBPJN III Palembang, and attended by respresentatives of: a. Balai Besar Pelaksanaan Jalan Nasional National Roads Executing Agency BBPJN III Palembang b. Satker PJN PIUs of National Roads Implementation Region I, Province of Bengkulu. c. Pokja Pengadaan Procurement Committee for Satker PJN I Province Bengkulu, d. PPK 02, Package 06: Pasar Pedati Kerkap and Pakage 19: Lais Bintunan. e. CROs Candidates from University of Bengkulu UNIB, and f. CTC WINRIP Community Development Team Results of CROWPM Selection:  Elected CRO for Package 06: Pasar Pedati Kerkap is Mr. M. Fauzi, ST, MT, and Ms. Hot Maria Angelina, ST as the substitute CRO both from Universitas Bengkulu UNIB  Elected CRO for Pakage 19: Lais Bintunan is Ms. Hesti Aulia Sari, ST, and as the substitute CRO is Mr. Agung Febrianto,ST both from Universitas Bengkulu UNIB . After the selection of CRO, continued by the preparatory training for the elected CROs. The training was carried out by Community Development Officer of CTC WINRIP as the Facilitator. The subject matters of the training were as follow: - Overview of the WINRIP project. - Anti-Corruption Action Plan ACAP in the Implementation of WINRIP - Scope of Duties of the CROs on the Procurement Process. - CRO s Report and financing. 2. Preparation on selection of CROs for Package 15: Sibolga Batas Tapanuli Selatan, Province of North Sumatera. The activities progress of Community Representative Observers CROs from January 2013 until November 2014 , as shown in Appendix H1.

6.4.3 Third Party Monitoring TPM

The Third Party Monitoring, activities during November 2014 were focus on the subject as follow: 1. Preparation for the selecting process of TPM for four packages AWP-2 packages 05, 11, 13, and 17. 2. Sending the Information Letter about participation of Third Party Monitoring TPM on WINRIP, from Director of Planning, Directorate General of Highways to the Universities about TPM selection. 3. During November 2014 Community Development Team have been received the expressions of interest and the proposal from universities. University of Lampung interested to become the CRO on the package 17; University of Bengkulu interested to become the CRO on the package 11 and 13, and University North Sumatera interested to become the CRO on the package 05 .
