Terms of Reference for Capacity Building of Disaster Risk Reduction has been finalized and agreed between TLKJ and World Bank. Standard Bidding Documents SBD for ICB full e-procurement
method is under final preparation. Consultants for the other two 2 Technical Assistance are still to be procured.
6.3 TRAINING TO SUPPORT PROJECT IMPLEMENTATION
The work during this reporting month is actually inseparable continuation of what were prepared and done during previous month October 2014 summarized below:
• Continuing to assist PMU in the actions of perfecting the PMM document to be
ready for further socializationdissemination. •
Preparation and Carrying out the Financial Management and Reporting IFR training in November 2014 prospective participants, venue, training materials,
correspondences, etc. .
• Preparation of other training programs procurement training, environmental and
social training, implementation of PMM training urgently needed in line with the physical progress of the project.
The work during this reporting month was then focused on the following activities:
6.3.1 Updating the Project Management Manual PMM
• A copy of the Project Management Manual PMM was submitted to the PMU on
October 21, 20`14, after all the inputs, comments and suggestions were incorporated in the proposed revised Manual. Awaiting for the PMM being signed by the Director
General of Highways, and prior to the delivery of regular PMM Application Training for all parties involved in WINRIP implementation, CTC plans to propose to the PMU,
to firstly deliver the PMM for Contractors and Consultants personnel prior to their mobilization and before they come and start working in the respective packages. A
proposal is going to be prepared.
6.3.2 Annual Training Program
Preparation of Financial Management Reporting esp. IFR training for 4 packages
of AWP-1 has been continued and planned to be delivered in this month.
Some hotel in Padang were identified and contacted. One of them was selected and
booked. Unfortunately, it must then be cancelled, since the Director General of Highways then announced the new policy of the government, that from now on it
will be no official meetingworkshop held in hotel.

Preparation of training materials and methods to be used.
The IFR Training was then conducted in two 2 effective days: Wednesday 26
November 2014 to Thursday 27 November 2014. For the venue, we then use the meeting room of Balai Besar Pelaksanaan Jalan Nasional BBPJN II Padang, Jl. Jati
No. 109 Padang.
The training was officially opened by the Head of Administrative Division of BBPJN II
Padang, Ir. Djoko Prijanto Agung Pribadi, MT.
The training was attended by nineteen 19 persons of twenty-four 24 persons
invited 79,2 of target rate as shown in the following table:

Notes: ~ Lampung could only send one 1 person from Satker and none from PPK.
~ Bengkulu could send three 3 persons from Satker, none from PPK . ~ West Sumatera could allow all twelve 12 persons who wee invited, from 2
Satkers and 2 PPK. Moreover, BBPJN II Padang assigned their three 3 financial staffs to participate the training.
At the meeting with the Officials of BBPJN II Padang, the Head of Admin. Division as well as
the Financial Section Head said that actually they need to include 3 of their financial staff to join in the training, based on their experience since in last audit by BPK, when they were
asked also about the IFR by the BPK, while nobody of them had been trained or experienced to do it..
Complying with the objectives of the training, the methodological approach was stressed
on minimizing lecture and maximizing exercise and practice session. The first day of the course was for introducing IFR, explaining the standard forms to be used and how to use.
It was then continued with exercise: filling out the forms, computerized, with the data from the Facilitator.

On the second day, the participants were guided to prepare IFR by filling out the appropriate form, computerized, with the real data of their own project. The Facilitator
check the work of each participant, one by one, giving instruction, suggestion and guidance, until they were all able to prepare the IFR correctly.
Almost all of the attendances of this training have been working in financial and
reporting matters. They were patiently and diligently following all sessions. The Facilitator facilitated the learning process properly. Cooperation between the
Facilitator and the participants were very good. The training was, therefore, going along smoothly, and the Facilitator found at the end of the session, that all
participants worked correctly in preparing IFR.
The training was officially closed at 15.45 by the CTC Financial Specialist, Mr. Y.D. Tarwanto, on behalf of the OIC of PMU, Ir. Agusta E. Sinulingga, MT, who was still
busy and unable to leave the meeting with the Inspectorate General in other meeting room of BBPJN II Padang
6.3.3 Activities Plan for next month December 2014
• Continuing to assist PMU in preparing further socializationdissemination of the
PMM when it has been officially approvedsigned by the World Bank and the Director General of Highways.
• Preparing and scheduling the next Financial Management and Reporting IFR
trainings next year 2015: packages PPK involved prospective participants, venue, training materials, correspondences, etc.
• Preparing and carrying out proposed special PMM Application Training for
Contractors and Consultants staffs prior to their mobilization to the respective packages.
• Preparation of other training programs urgently needed in line with the physical
progress of the project.
