Di tahun 2013, Pemerintah mengeluarkan beberapa peraturan yang terkait dengan aktivitas migas, yang secara garis besar
mengandung 3 tiga hal penting sebagai berikut:
1. Pergantian BP Migas menjadi SKK Migas. melalui Peraturan Presiden no. 9 Tahun 2013 tentang
Penyelenggaraan Pengelolaan kegiatan Usaha Hulu minyak dan gas Bumi, Pemerintah membubarkan Badan Pelaksana
minyak dan gas Bumi BP migas dan membentuk satuan Kerja Khusus minyak dan gas Bumi sKK migas. Pengalihan
fungsi ini berdampak pada proses birokrasi dan administrasi di internal sKK migas yang mempengaruhi lamanya proses
persetujuan rencana Kerja dan anggaran rKa KKKs yang pada akhirnya menyebabkan keterlambatan tender
pengadaan barang dan jasa.
2. Penggunaan Produk Dalam Negeri. menteri esDm mengeluarkan Peraturan menteri esDm no.15
tahun 2013 tentang Penggunaan Produk dalam negeri pada Kegiatan Usaha Hulu minyak dan gas Bumi. Peraturan ini
bertujuan untuk mendukung dan menumbuh kembangkan produk dalam negeri dan inovasi teknologi produk dalam
negeri serta meningkatkan penggunaan produk dalam negeri.
3. Pembebasan PPN dan Bea Masuk Impor untuk Kegiatan Eksplorasi dan Eksploitasi Hulu Minyak dan Gas Bumi.
Pemerintah melalui Peraturan menteri Keuangan 70PmK.0112013 tanggal 2 april 2013 telah membebaskan
kegiatan eksplorasi dan eksploitasi minyak dan gas bumi dari Bea masuk impor dan Pajak Pertambahan nilai PPn
dan Pajak Penjualan atas Barang mewah untuk mendorong peningkatan kegiatan eksplorasi dan kegiatan eksploitasi
untuk meningkatkan produksi minyak dan gas bumi nasional.
Kejadian Penting di industri Hulu migas indonesia Pada Tahun 2013:
1. Pemerintah Menawarkan 18 Wilayah Kerja Migas. sebanyak 18 wilayah kerja WK minyak dan gas bumi putaran
i tahun 2013 ditawarkan. Pemerintah mengundang investor yang memiliki kemampuan keuangan dan teknologi untuk
ikut berpartisipasi. Wilayah kerja migas yang ditawarkan ini terdiri dari 2 WK migas yang ditawarkan melalui reguler
tender dan 16 WK migas melalui penawaran langsung atau joint study. Dari 16 WK migas yang ditawarkan hanya 6 WK
yang diminati dengan 5 pemenang lelang untuk tiga tahun masa eksplorasi berupa studi gg dengan total investasi
komitmen eksplorasi sebesar UsD56,4 juta.
2. Persetujuan Tiga Rencana Pengembangan. Pada mei 2013, sKK migas mengeluarkan tiga persetujuan
rencana Pengembangan, yaitu Jangkrik north east Field, Kutai Basin Deep Water, dan Tangguh Field. Total investasi
persetujuan rencana Pengembangan lapangan-lapangan tersebut mencapai UsD16,3 juta dan memberikan pendapatan
pada negara sebesar UsD2,3 miliar.

in 2013, the government issued a number of regulations relating to the oil and gas sector, which outline 3 three important issues
as follows:
1. BP Migas was replaced by SKK Migas. Through the issuance of Presidential Decree no. 92013 on
the management of Upstream oil and gas, the government dissolved the Upstream oil and gas executive agency BP
migas and formed the Upstream oil and gas regulatory special Task Force sKK migas. This transfer of functions
impacted the bureaucratic and administrative processes within sKK migas, therefore affecting the length of the approval
process regarding Work Plans Budgets WPB KKKs, which in turn led to delays in the procurement of goods and services.
2. The Use of Local Products. The minister of energy and natural mineral resources issued
energy and mineral resources ministerial Decree no. 152013 on the Use of local Products in Upstream oil and gas activities. The
regulation aims to support and cultivate the expansion of domestic products and innovation technology surrounding domestic
products as well as increasing the use of domestic products.
3. The exemption of Value Added Tax VAT and Import Tax for the Exploration and Exploitation of Upstream Oil and Gas.
The government, through Finance ministerial no. 70 PmK.0112013 dated 2 april 2013, exempted oil and gas
exploration and exploitation activities from import Tax and Value added Tax VaT and sales Tax on luxury goods to boost
exploration and exploitation activities in order to increase national oil and gas production.
signiicant events in indonesia’s Upstream oil and gas industry in 2013:
1. The Government Offers 18 Oil and Gas Working Areas. The government opened the irst bid in 2013 for 18 oil and
gas working areas. The government invited investors with suficient inancial and technological capabilities to join the
bidding process. These 18 working areas consisted of two that were offered through a regular tender and 16 that were offered
through direct offers or joint studies. of these 16 working areas, 6 successfully attracted investor interest and 5 winners
were announced and secured three-year exploration rights in the form of a gg study with a total committed investment for
exploration amounting to UsD56.4 million.
2. Approval of Three Development Plans. in may 2013, sKK migas issued approval for three Development
