Third Party Monitoring TPM Complaint Handling System CHS

Western I ndonesia National Roads I mprovement Project 42 During of February, 2014 the TPM activities were as follow:  Preparation of the invitation letter of Official in Charge Ketua Pelaksana Harian of PMU on socialization of the selection of TPM for Package 01: Krui – Biha, to the University of Lampung UNILA and to the University of Bandar Lampung UBL, and has been sent on February 07, 2014.  Preparation of the invitation letter of Official in Charge Ketua Pelaksana Harian of PMU on socialization of the selection of TPM for Package 02: Padang Sawah – Simpang Empat and package 03: Manggopoh – Padang Sawah, to the Politeknik Negeri Padang POLTEKNEG Padang and to the University of Bung Hatta Padang UBH Padang, and has been sent on February 13, 2014.  Preparation of the official letter of the Director of Planning as Chairman of PMU to University of Bengkulu UNIB about information of the Selection of TPM for Package 04: Ipuh - Bantal, and has been sent on February 19, 2014.  Implementation of TPM Selection Socialization for Package 01: Krui - Biha, has conducted on Friday, February 14, 2014, which was attended by 3 TPM candidates from University of Lampung UNILA and 3 TPM candidates from University of Bandar Lampung UBL, and Officials of the Project Management officials of Satuan Kerja Pelaksanaan Jalan Nasional Wilayah II Provinsi Lampung dan officials of PPK 08.  Implementation of TPM Selection Socialization for Package 02: Padang Sawah – Simpang Empat and package 03: Manggopoh – Padang Sawah, and has conducted on Tuesday, February 18, 2014, which was attended by 3 TPM candidates from Politeknik Negeri Padang POLTEKNEG Padang and 3 TPM candidates from University of Bung Hatta Padang UBH Padang, Officials of the Project Management officials of Satuan Kerja Pelaksanaan Jalan Nasional Wilayah I Provinsi Sumatera Barat and officials of PPK 09 PPK 10.  Formulating of Selection Team for Evaluation and Interview of TPM candidates, whose members consist of PMU Officials, Highway Engineer of CTC, Quality Assurance Specialist of CTC, Environmental Specialist of CTC, and Community Development Officer of CTC. The Progress of selected of Third Party Monitoring TPM Activities up to April 2014 and works plan is shown in Appendix H2.

6.4.4 Complaint Handling System CHS

The implementation of these activities will collaborate with MIS Specialist to develop the system to the WINRIP website. The web is being developing by MIS Specialist. These activities will be done about the end of the year 2013 until the beginning of year 2014. Establishment of Management of a Complaints Handling Mechanism System CHS which includes several components that needs to be prepared in connection with the management of CHS as follows: • Formation of the Complaints Handling Unit CHU. • Preparation of Complaints Register and the complaints address. • Preparation of Complaint Handling Procedure. Western I ndonesia National Roads I mprovement Project 43 • The completion of the Initial investigation of a complaint Procedure, and the procedure for the investigation of Complaints, as well as the conclusion of investigation. • The establishment of the Complaint Handling Commission Executing Agency. • Preparation of the device for Executing Agency. • The development of a code of conduct and actions for Implementing Institutions Implementing Agency Bidders, Suppliers, contractors and Consultants.  Support the PMU in the Management and Monitoring of the implementation policy in handling public complaints In the implementation of Complaint Handling System CHS essentially there are four main components as follows: • Data Entry. • Complaint Registration. • Complaint Assessment. • Field Investigation and Analysis. • Problem Solving and taking the Decision The activities of Complaint Handling System CHS during February, 2014 was in collaboration with the Management Information System Specialist in developing the framework of a complaint procedures on the web site of WINRIP and provided ACAP inputting data in the web site. The final draft of CHS has been finished at the end of February 2014, and ready to be operated. The Works Plan Activities for CHS is shown in Appendix H3.

6.4.5. Publication Disclosure

Activities for Public Disclosures and Transparencies will be done in lines on the training of Project Management Manual PMM and Financial Monitoring Report FMR or other relevant trainings. And inputting the data or upload the articles will be done to the website of WINRIP.. Progress of publication disclosure and transparency activities partly been done through training, as has been reported in section 6.3 above. The Works Plan Activities for Publication Disclosure is shown in Appendix H4.

6.5 Road Safety Audit

Since the Senior Road Safety Audit Engineer has been mobilized on 1 st May 2013, technical design review which is AWP2 and AWP-3 sub-projects in aspect of road safety has been implemented, and then Comment and Recommendation for the DED which were prepared and completed respectively by P2JN or DSC, have been made in response to Western I ndonesia National Roads I mprovement Project 44 recommendation of the links for betterment and their implementation under Annual Works ProgramsAWP-2,3, and consists of Quality Assurance Road Safety Audit of Technical Assistance for National Highway through site visiting, review of prepared drawing report, had an official meeting with stakeholder which is for Full design review and technical advisory. The CTC shall compile all the road safety recommendation in the road safety audit reports which shall be part of the technical reports. Project performance of road safety audit is as following component. • All activities which have been undertaken during this month. - Post Review, Site Visiting and Full Design Review for the DED Detailed Engineering Design which is prepared by P2JN and BINTEK. - Presentation meeting with the P2JN, PPK, BINTEK officials. - Technical Review and Road Safety Review Report for 7 Packages to Full-Review and Technical Assistance. - Technical Advisory for the DED which is 10 Packages prepared by DSC. • Current status of the project for technical field as of the end of this month.

6.5.1 All activities which have undertaken during this month Date

Activity 6 February 2014 Final Technical Advisory for DED which is 4 packages of AWP-2 in West Sumatera province in order to finalize technical quality review to the design preparation by DSC. Final Design Technical Review of 4 packages which are WINRIP AWP-2 in West Sumatera province has carried out by the CTC technical review team senior highway engineer, senior road safety auditor, highway engineer in order to assess and finalize the technical quality review to the design preparation which has prepared by DSC team. The CTC team has prepared additional Technical Design Road Safety CAM comment and recommendation for realistic improvement regarding DED in order to provide the last chance to the DSC team so as to change the design before actual construction of the road. These final recommendation which is to finalize technical quality assurance in aspect of highway and road safety for DED has been submitted on 5th February 2014. • Project List for Technical Advisory 4 Pacakges in West Sumatera - No.7 INDRAPURA - TAPAN Link No.019.0, West Sumatera Province - No.8 BTS.PARIAMAN - MANGGOPOH Link No.024.0 , West Sumatera Province - No.10 SP.EMPAT – SP.AIR BALAM Link No.034.1 , West Sumatera Province - No.12 KEMBANG - INDRAPURA Link No.017.2 , West Sumatera Province From10 February 2014 to 25 February 2014 Attendance the Meeting for Technical Analysis which is 4 packages of AWP-2 in Bengkulu Lampung province including New 2 packages and Progress Status Procurement plan at Ministry of Public Works. After site visiting, the CTC technical review team senior highway engineer, senior road safety auditor, highway engineer carried out technical analysis for existing road condition and comment which is to verify feasibility of replacement project which is needed to be replaced No.18 Mukomuko - Bts.Sumbar Link No.015.3 with Seblat–Ketahun and No.9 Rantau Tijang-Kota Agung Link No.026.1 with Betungan – Tais. This comment of technical analysis was submitted and hand it over on 22th October 2013 . And The CTC teamTeam leaders, senior highway engineer, senior road safety auditor, highway engineer joined the Ministry of Public Works meeting with the World Bank, the PMU to discuss about verification of proposed of replacement road for WINRIP Package official memo No. PMUWINRIPS2013010 which is to replace above mentioned packages for the appropriateness of maximum efficiency of the project and optimum distribution of the investment resources including
