pengembangan industri hilir kehutanan seperti industri kertas dan lain-lain, harus diarahkan pada pengembangan usaha yang banyak melibatkan masyarakat dan
badan-badan usaha kecil ataupun menengah di sekitar lokasi atau pabrik. Secara ringkas kerangka pemikiran dampak implementasi kebijakan
prioritas pemerintah dalam revitalisasi sektor berbasis kehutanan, untuk mengembalikan peran dan kontribusi sektor kehutanan dalam perekonomian,
menciptakan lapangan kerja dan kesempatan berusaha bagi masyarakat, meningkatkan pendapatan masyarakat dan negara serta menjadi benteng
pengamanan hutan, dapat dilihat pada Gambar 8.
3.2. Hipotesis
1. Sektor berbasis kehutanan mempunyai peranan yang besar terhadap peningkatan nilai tambah regional, penyerapan tenaga kerja dan pendapatan
masyarakat di provinsi Jambi. 2. Pembangunan ekonomi berbasis kehutanan mampu memperbaiki distribusi
pendapatan rumahtangga baik itu antar kelompok maupun antar wilayah desa dan kota di provinsi Jambi.
3. Implementasi kebijakan revitalisasi industri kehutanan mempunyai pengaruh yang besar terhadap perekonomian wilayah provinsi Jambi.
