TRAINING TO SUPPORT PROJECT IMPLEMENTATION

Western I ndonesia National Roads I mprovement Project 54 6.3.2 Annual Training Program Preparation of Financial Management Reporting esp. IFR training for 4 packages of AWP- 23, i.e: packages 05, 11, 13, and 17. Has been continued and planned to be delivered in second week of February 2015. This includes:  Identification of the prospective participants of the IFR training;  Identification and selection of the venue;  Preparation of training materials and methods to be used.  Analyzing, calculating the provisional sum allocated for training in the Amendment no. 1 and no. 2, possibility of spending it, revision required, etc.

6.3.3 Progress

 Proposal of Project Management Manual PMM Training for Contractors and Consultants was submitted to PMU on 19 December 2014 for approval.  The PMM Training for Contractors Consultants for packages 05, 11, 13, and 17 has been scheduled to be delivered in the fourthlast week of January 2015 possibly on 28,29,30.  IFR Training for packages 05, 11, 13, and 17 has been prepared to be delivered in second week of February 2015.

6.3.4 Activities Plan for next month January 2015

• Continuing to assist PMU in preparing and conducting PMM Training for Contractors and Consultants. • Preparation and Carrying out the next Financial Management and Reporting IFR training in February 2015 prospective participants, venue, training materials, correspondences, etc. . • Preparation of other training programs procurement training, environmental and social training, implementation of PMM training urgently needed in line with the physical progress of the project.

6.4 Anti Corruption Issues

6.4.1 Anti-Corruption Action Plan ACAP

The main duties of the Community Development Officer are implementation of Anti-Corruption Measures and Monitoring their Effectiveness. Provide assistance as required with the establishment of anti-corruption measures necessary to support the project and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and the DGH. The following tasks particularly need to establish procedures to be undertaken:  Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting and site visit, bids Western I ndonesia National Roads I mprovement Project 55 submission and bids opening, and the announcement of the bid winner. These CROs will be invited from local universities or other selected independent institutions, and will sign the attendance list for the procurementselection process.  Establishment of a Third Party Monitoring TPM mechanism, whereby the media and civil society groups can become involved in monitoring the progress of the project. This mechanism will include regular sharing of information with the media.  Establishment and Management of a Complaints Handling Mechanism CHM, which includes maintaining project complaint log and filing to monitor status of follow-up of each complaint. This mechanism will include provision for follow up investigations of substantial complaints by the Inspectorate General of Ministry of Public Works or third party audit to ensure independence and reliability of the system. The CTC assignment concerns the monitoring of the aspects of Anti-Corruption Action Plan ACAP implementation and where required act pro- active in resolving issues when such a matter arises. The Community Development specialist has a major role in monitoring performance and assists PMU in the set-up and follow-through of the Complaints Handling Unit CHU for the ACAP related incidents  Enhanced Disclosure Provisions and Transparency, Ministry of Public Work MPW will provide necessary information in the Project Implementation Plan PIP, Project Management manual PMM on their website, and in the bidding documents, such as contact point for complaint mail and e-mail address, phone, fax, text message. The contact will also include the Bank s Fraud and Corruption Hotline. MPW will hold Annual Accountability Meetings to enhance accountability and project information sharing with civil society. The PMM will provide guidelines on disclosure of information related to the project. MPW official website will display critical information on WINRIP to enhance both internal and external monitoring of the project

6.4.2 Community Representative Observers CRO

The Anti-Corruption Action Plan ACAP activities on Community Representative Observers CROs, was adjusted and supported the progress of procurement activities. The activity on the Community Representative Observers CROs during December 2014 was as follows: 1. On December 05, 2014 the elected CROs Ms. Hot Maria Angelina, ST and Ms. Hesti Aulia Sari, ST followed Pre-Bid Meeting and site visit for package 06 Pasar Pedati Kerkap and package 19 Lais Bintunan as invited by the Procurement Committee Pokja of Procurement Unit from BBPJN III for PIUSatker PJN Region I Bengkulu Province. 2. On December 16, 2014, the Community Development team CTC WINRIP has carried out the selection of CROs for Package 15: Sibolga Batas Tapanuli Selatan under PPK 12 Sibolga Cs Satker PJN II, Sumatera Utara. The meeeting was held in the BBPJN I, Jalan Sakti Lubis No.1 Medan. The meeting was conducted by Ir. Irwan, MT Ketua Pokja Procurement Committee of WINRIP for Sumatera Utara Province, and attended by elements of: Western I ndonesia National Roads I mprovement Project 56 a. Balai Besar Pelaksanaan Jalan Nasional National Roads Executing Agency BBPJN I Medan b. Satker PJN PIUs of National Roads Implementation Region II, Sumatera Utara Province. c. Pokja Pengadaan Procurement Committee for WINRIP Sumatera Utara Province, d. PPK 12 Sibolga Cs. e. CROs Candidates from Politeknik Negeri Medan State Polytechnic of Medan, f. CTC WINRIP Community Development Team Results of CROWPM Selection:  Elected CRO for Package 15: Sibolga Batas Tapanuli Seatan is Ernie Shinta Y. Sitanggang, ST, MT, and Ir. M. Koster Silaen, MT as the substitute CRO both from Politeknik Negeri Medan State Polytechnic of Medan After the selection of CRO, continued by the preparatory training for the elected CROs. The training was carried out by Community Development Officer of CTC WINRIP as the Facilitator. The Subject matters of the training were as follow: - Overview of the WINRIP project. - Anti-Corruption Action Plan ACAP in the Implementation of WINRIP - Scope of Duties of the CROs on the Procurement Process. - The CRO s Report and financing. 3. On December 29, 2014 the CROs of package 06 Pasar Pedati Kerkap and package 19 Lais Bintunan attended the Bid Opening Meeting as invited by the Procurement Committee Pokja of Procurement Unit from BBPJN III for PIUSatker PJN Region I Bengkulu Province. The activities progress of Community Representative Observers CROs from January 2013 until December 2014 , as shown in Appendix H1.

6.4.3 Third Party Monitoring TPM

The Third Party Monitoring, activities during December 2014 was focus on the subject as follow: 1. Selection of Third Party Monitoring for package 17 Simpang Gunung Kemala Pugung Tampak Lampung Province, on December 4, 2014. The selection meeting was held in PPK 08 office, Jalan. W. R. Mongonsidi No. 220 B, Lampung. The meeting was attended by element of PPK 08 and Satker PJN Region II Lampung Province, TPM Candidates from University of Lampung UNILA, Community Development Team of CTC WINRIP. The Results of this meeting was Ir. Y. Martono Hadi, MT elected as a Team Leader Main Observer, whereas Ofik Taufik Purwadi, ST., MT and Tasan Junaidi, ST., MT as the members. 2. On December 22, 2014 has held the selection of Third Party Monitoring TPM for WINRIP Package 11: Bantal - Mukomuko and Package 13: Sp. Rukis - Tj. Kemuning, in the Office of the Satker PJN I Bengkulu, Jl. Ir. Rustandi Sugianto Km 12+225 Pulau Baai, Bengkulu, with attendances:  Official Staff of Satker PJN Region I Bengkulu Province
