Letter NOL Standard Bidding Documents SBD for ICB full e-procurement method is under final preparation. A practical demonstration to present how the e-procurement system for the selection
of consultant actually works in practice for the selection process is tentatively scheduled next month.
Consultants for the other two 2 Technical Assistance are still to be procured.
6.3 TRAINING TO SUPPORT PROJECT IMPLEMENTATION
The work during this reporting month is actually inseparable continuation of what were prepared and done during previous month November 2014 summarized below:
• Continuing to assist PMU in preparing further socializationdissemination of the PMM
when it has been officially approvedsigned by the World Bank and the Director General of Highways.
• Preparing and scheduling the next Financial Management and Reporting IFR trainings
next year 2015: identifying packages PPK involved, prospective participants, venue, training materials, correspondences, etc.
• Preparing and Carrying out proposed special PMM Application Training for Contractors
and Consultants staffs prior to their mobilization to the respective packages. •
Preparation of other training programs urgently needed in line with the physical progress of the project.
The work during this reporting month was then focused on the following activities:
6.3.1 Continuing to socialize the socialization of the PMM
Preparing a Proposal for PMM Socialization Training for Contractors and Consultants prior to their mobilization. This training aims to improve the comprehension of the
Contractors and Consultants staffs who have to obey the provisionsrequirements included in the PMM, so that the project implementation will be going along smoothly.
The target group of the proposed training are mainly the Contractors and Consultants staff prior to their mobilization to packages of AWP-2 and AWP-3 which are in the phase
of signing the contract, and the related PPK., as shown in the following table Table 1. The Proposal of PMM Socialization Training for Contractors and Consultants was
submitted to PMU on 19 December 2014 for approval. Scheduling the PMM socialization training. The fist one is scheduled to be implemented
in the last week of January 2014, for packages 05, 11, 13, and 17. The second class is for packages 06, 15, and 19, scheduled in March 2015, and the third
class will be in the third week of April, for packages 07, 08, 10, and 12, The Tentative Schedule is in Table 2.

6.3.2
Annual Training Program
Preparation of Financial Management Reporting esp. IFR training for 4 packages of AWP- 23, i.e: packages 05, 11, 13, and 17. Has been continued and planned to be delivered in
second week of February 2015. This includes: Identification of the prospective participants of the IFR training;
Identification and selection of the venue; Preparation of training materials and methods to be used.
Analyzing, calculating the provisional sum allocated for training in the Amendment no. 1
and no. 2, possibility of spending it, revision required, etc.
6.3.3 Progress
Proposal of Project Management Manual PMM Training for Contractors and
Consultants was submitted to PMU on 19 December 2014 for approval.
The PMM Training for Contractors Consultants for packages 05, 11, 13, and 17 has been scheduled to be delivered in the fourthlast week of January 2015 possibly on
28,29,30.
IFR Training for packages 05, 11, 13, and 17 has been prepared to be delivered in second week of February 2015.
6.3.4 Activities Plan for next month January 2015
• Continuing to assist PMU in preparing and conducting PMM Training for Contractors and
Consultants. •
Preparation and Carrying out the next Financial Management and Reporting IFR training in February 2015 prospective participants, venue, training materials,
correspondences, etc. . •
Preparation of other training programs procurement training, environmental and social training, implementation of PMM training urgently needed in line with the physical
progress of the project.
6.4 Anti Corruption Issues
6.4.1 Anti-Corruption Action Plan ACAP
The main duties of the Community Development Officer are implementation of Anti-Corruption Measures and Monitoring their Effectiveness. Provide assistance as required with the establishment
of anti-corruption measures necessary to support the project and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between the World Bank and
the DGH.
The following tasks particularly need to establish procedures to be undertaken: Selection of Community Representative Observers CROs of civil society groups to attend the
procurements process on key procurement steps including pre-bid meeting and site visit, bids
