CTCDGH • Submission of status reports at regular intervals as per local law. Please copy the Bank on the submission of these reports. For Package No.4, UKLUPL submitted to WB on November 14, 2014 and environmental permit on January 12, 2015. 35 Replacement packages for package No. 9 Rantau Tijang Kota Agung and package No. 18 Mukomuko Batas Sumbar Biha Bengkunat and Sibolga Sorkam CTCDGH • If DGH wants to try to include them in this project, design works need to start immediately since no new bidding processes can be started after March 31, 2015 otherwise works implementation will go beyond the closing date. However, before starting the design works under the project, DGH needs to confirm that they will finance the works with ABPN budget in case the technical and economic evaluation is not satisfactory or the bidding for civil works cannot start 31before March 31, 2015. In addition, DGH needs to provide the Bank with the technical and economic evaluation for the new sections by the end of November at the latest the Bank is available to meet at your convenience to discuss the scope of this Western I ndonesia National Roads I mprovement Project 50 evaluation. 36 Submit MTR report to Bank as per request email of November 7, 2014 PMU • Submitted on January 2015 37 Send to the Bank the budget for the whole project using actual costs for ongoing contracts and latest version of cost estimate PMU • Submitted on January 2015 6.1.3 Performance Indicators GOI and the World Bank have agreed on a set of Key Performance Indicators KPIs to measure the project s performance in achieving its stated development objectives. These KPIs are provided in the World Bank s Project Appraisal Document PAD, together with baseline data and targets. The annual targets for KPIs that are indicated in the Project Appraisal Document are based on the initial Project Implementation Schedule as shown in Appendix I. The CTC is concentrating on the establishment of precise definitions, calculation methods and data collection procedures to monitor the KPIs.

6.2 Implementation Support Components

6.2.1 Core Team Consultant CTC

The CTC is responsible to provide support to the PMU and DGH in the management of the Project, based in Jakarta. The CTC tasks include financial and progress monitoring and reporting, information management and dissemination, quality assurance and performance review for the Design and Supervision Consultants DSC, implementation and monitoring of the anti-corruption action plan, support for project monitoring and evaluation, and support for implementation of a training program to support project management and implementation. The CTC contract No. 06-20CTCTALN80431112 was signed on 5 November 2012 by both DGH and a Joint Venture of PT. Perentjana Djaja, Yongma Engineering Co.Ltd., and PT. Epadascon Permata Engineering Consultant. The main CTC activities during December 2014 are as follows: • Continue assistance to PMU as and when required. • Prepare and submit Monthly Progress Report for November 2014. • Finalized of International Competitive Bidding full e-proc documents for Package No.15 Sibolga Batas Tapsel. • Attended the opening of bids for the of National Competitive Bidding full e-proc for Package 6 Ps. Pedati Kerkap and Package No. 19 Lais Bitunan. • Monitoring LARAP implementation of various Packages. • Monitoring of implementation of environmental mitigation measures. • Monitoring of financial status and disbursements. • Conducted technical design review of DED safety audit . Western I ndonesia National Roads I mprovement Project 51 • Prepared issued letters to PMU and DSC. • Prepared reports and materials for PMU s preparation of reports for the upcoming World Bank mid-term review meeting on January 2015. • Assisted Procurement Committe POKJA in preparing Bid Evaluation Reports BER. • Attended general coordination meetings concerning progress and problems of procurement. • Attended various meetings with PMU, TLKJ and World Bank. • Assisted in the selection of CRO and TPM. • Monitoring of Implementation Package 04 Bengkulu.

6.2.2 Design and Supervision Consultant DSC

The Design and Supervision Consultant DSC will be responsible for design of WP 2 and WP 3 civil works and supervision of all civil works. They will have the role of Engineer under a FIDIC-type contract. The tasks include the preparation and maintenance of a quality assurance plan, validation and updating of designs, supervision of all civil works, environmental and social monitoring and management, and support for financial and progress monitoring and reporting. The DSC will also be responsible for quality assurance of materials and workmanship, certifying whether or not contractors have achieved the required results, as well as documentation and reporting based on the financial management plan. They will prepare a Quality Assurance system covering all subprojects, and continuously monitor the effectiveness of their supervision procedures. The team will be contracted and managed by DGH through the Bina Marga Regional Office Balai II, and will be based in Padang, West Sumatera. DSC contract was negotiated in Balai Besar Pelaksanaan Jalan Nasional II Balai-II of DGH. The negotiation result and draft contract have been sent to WB on 25 March 2013 for review and approval. The Bank issued no objection letter on the negotiation results and draft contract with letter dated 19 April 2013.

6.2.3 Road Sector Institutional Development

This component consists of technical assistance for capacity building for the new environmentrisk mitigation and road safety unit to enhance its capacity for disaster risk assessment and planning, risk mapping of land-slides, coastal erosion, earthquake and floods, analysis of alternative road designs for road segments passing through critical environmental assets and vulnerable areas. It is planned so far that there will be three 3 consultant services for: • Capacity Building of Disaster Risks Reduction • Capacity Building for Environmental Management • Capacity Building for Road Safety Terms of Reference for Capacity Building of Disaster Risk Reduction has been finalized and agreed between TLKJ and World Bank. The TOR to be submitted to the Bank for request of No Objection Western I ndonesia National Roads I mprovement Project 52 Letter NOL Standard Bidding Documents SBD for ICB full e-procurement method is under final preparation. A practical demonstration to present how the e-procurement system for the selection of consultant actually works in practice for the selection process is tentatively scheduled next month. Consultants for the other two 2 Technical Assistance are still to be procured.

6.3 TRAINING TO SUPPORT PROJECT IMPLEMENTATION

The work during this reporting month is actually inseparable continuation of what were prepared and done during previous month November 2014 summarized below: • Continuing to assist PMU in preparing further socializationdissemination of the PMM when it has been officially approvedsigned by the World Bank and the Director General of Highways. • Preparing and scheduling the next Financial Management and Reporting IFR trainings next year 2015: identifying packages PPK involved, prospective participants, venue, training materials, correspondences, etc. • Preparing and Carrying out proposed special PMM Application Training for Contractors and Consultants staffs prior to their mobilization to the respective packages. • Preparation of other training programs urgently needed in line with the physical progress of the project. The work during this reporting month was then focused on the following activities:

6.3.1 Continuing to socialize the socialization of the PMM

 Preparing a Proposal for PMM Socialization Training for Contractors and Consultants prior to their mobilization. This training aims to improve the comprehension of the Contractors and Consultants staffs who have to obey the provisionsrequirements included in the PMM, so that the project implementation will be going along smoothly.  The target group of the proposed training are mainly the Contractors and Consultants staff prior to their mobilization to packages of AWP-2 and AWP-3 which are in the phase of signing the contract, and the related PPK., as shown in the following table Table 1.  The Proposal of PMM Socialization Training for Contractors and Consultants was submitted to PMU on 19 December 2014 for approval.  Scheduling the PMM socialization training. The fist one is scheduled to be implemented in the last week of January 2014, for packages 05, 11, 13, and 17. The second class is for packages 06, 15, and 19, scheduled in March 2015, and the third class will be in the third week of April, for packages 07, 08, 10, and 12, The Tentative Schedule is in Table 2.
