ABSTRACT
BOY DEWA PRIAMBADA. Evaluation of IT Governance at the Library of Indonesian Agency for Agricultural Research and Development Using
COBIT Framework . Under Direction of FIRMAN ARDIANSYAH and
FAOZAN. The purpose of this research is to perform measurements toward the IT utilisation
in the libraries management using the COBIT framework. This research conducted an evaluation the IT utilisation by the Indonesian Agency for
Agricultural Research in library management. Evaluation restricted to the control process with the priority scale obtained by using the method of AHP. The control
process is managing quality, enable operation and use, manage the physical environment, and provide IT governance. From the results of the evaluation is
known that the current maturity level is level 3 defined, while the level of maturity expected the institution is level 4 managed and measurable. Gap on
maturity level can be grave implications for the overall management of the library. Corrective measures that can be done is as follows: 1. Library management
conducted by professional, semi-professional personnel, and non-professional library staff, 2. The library personnel just do the work in accordance with the main
task, 3. Library manager is obliged to report its activities to the head of the UKUPT-related and PUSTAKA.

RINGKASAN
BOY DEWA PRIAMBADA. Evaluasi Tata Kelola TI pada Perpustakaan Badan Litbang Pertanian Menggunakan Kerangka Kerja COBIT.
Dibimbing oleh FIRMAN ARDIANSYAH dan FAOZAN. Perpustakaan yang diselenggarakan Badan Litbang Pertanian merupakan
perpustakaan berbasis TI. Perpustakaan Badan Litbang Pertanian ini merupakan jaringan perpustakaan Unit kerja UK dan Unit Pelaksana Teknis UPT lingkup
Badan Litbang Pertanian yang tersebar di seluruh propinsi. Dalam pengelolaan perpustakaan berbasis TI tidak terlepas dari dukungan TI. Agar perpustakaan yang
diselenggarakan oleh Badan Litbang Pertanian dapat memenuhi kebutuhan pengguna dalam hal keandalan, ketersediaan, aksesibilitas, maupun kegunaan baik
diakses secara online maupun offline sehingga sumberdaya informasi yang dimiliki dapat diketahui dan dimanfaatkan oleh pengguna, perlu ditunjang dengan
tata kelola TI yang terstruktur dengan baik.
Penelitian ini bertujuan untuk melakukan pengukuran terhadap pemanfaatan TI dalam pengelolaan perpustakaan dengan menggunakan kerangka kerja COBIT.
Dari hasil pengukuran tersebut diharapkan dapat diidentifikasi kondisi tata kelola TI pada saat ini, kesenjangannya dengan kondisi ideal, dan perbaikan untuk
peningkatan efisiensi dan efektifitas pemanfaatan TI yang selaras dengan rencana pencapaian yang ditargetkan oleh instansi.
Penelitian ini bersifat evaluatif terhadap keempat domain dalam kerangka kerja COBIT. Pengumpulan data dilakukan dengan wawancara dan kuesioner.
Namun sebelumnya, dilakukan penentuan proses kontrol yang terkait dengan ketersediaan layanan dengan menggunakan metode skala prioritas AHP.
Berdasarkan perhitungan tingkat kepentingan menggunakan AHP didapatkan proses kontrol yang penting untuk dievaluasi yaitu manage quality, enable
operation and use, manage the physical environment, dan provide IT governance
Dari hasil perhitungan tingkat kematangan diketahui bahwa tingkat kematangan yang berjalan diinstansi saat ini adalah pada level 3 yaitu
didefinisikan, dimana prosedur distandarisasi dan didokumentasi kemudian dikomunikasikan melalui pelatihan. Sedangkan tingkat kematangan yang
diharapkan oleh instansi sesuai dengan visi, misi, dan tantangan masa depan adalah pada level 4 yaitu dikelola, dimana proses dimonitor dan diukur
menggunakan indikator kinerja yang telah ditetapkan sebelumnya. Perbedaan ini menyebabkan terjadinya kesenjangan tingkat kematangan antara kondisi saat ini
dan kondisi yang diharapkan oleh instansi.
Kesenjangan tingkat kematangan ini dapat berimplikasi buruk terhadap pengelolaan perpustakaan Badan Litbang Pertanian secara keseluruhan. Untuk
memperbaiki tingkat kematangan saat ini sesuai dengan tingkat kematangan yang diharapkan, langkah-langkah perbaikan yang dapat dilakukan oleh Badan Litbang
Pertanian adalah sebagai berikut: 1. Memiliki kebijakan untuk menempatkan sumberdaya manusia yang berkompeten dalam pengelolaan perpustakaan yang
terdiri atas tenaga profesional, tenaga semi profesional, dan tenaga non profesional perpustakaan, 2. Tidak melibatkan pengelola perpustakaan pada
kegiatan non perpustakaan terutama bagi petugas yang belum menjadi pejabat fungsional pustakawan sehingga waktu yang dimilikinya efektif digunakan untuk
melakukan pekerjaan sesuai dengan tupoksinya, dan 3. Mewajibkan pengelola perpustakaan untuk memberikan laporan baik kepada kepala UKUPT terkait
maupun PUSTAKA yang diberi mandat sebagai unit kerja pembina perpustakaan Badan Litbang Pertanian.
