Perjalanan

Perseroan bermula dari sebuah bank umum, yakni PT Bank Persyarikatan Indonesia yang diakuisisi oleh PT Bank Bukopin Tbk untuk dikembangkan sebagai bank syariah. PT Bank Persyarikatan Indonesia didirikan berdasarkan Akta No. 102 tertanggal 29 Juli 1990 dihadapan Notaris Dr. Widjojo Wilami, S.H., di Samarinda, Kalimantan Timur, dengan nama PT Bank Swansarindo Internasional.

Setelah memperoleh izin operasi syariah dari Bank Indonesia (BI) pada 27 Oktober 2008, pada 9 Desember 2008 Perseroan resmi menjalankan kegiatan operasional dengan prinsip syariah. Selanjutnya, pada 11 Desember 2008, Perseroan diresmikan oleh M. Jusuf Kalla, Wakil Presiden Republik Indonesia (periode 2004-2009).

Selaku pemegang saham mayoritas, PT Bank Bukopin Tbk senantiasa menunjukkan komitmen kuat baik melalui penambahan modal maupun upaya-upaya lain. Salah satunya melalui meng-alih kan Hak dan Kewajiban Unit Usaha Syariah (UUS) PT Bank Bukopin Tbk ke dalam badan usaha Perseroan pada 10 Juli 2009.

Pada industri perbankan syariah nasional, Perseroan mengambil posisi sebagai bank yang fokus pada UMKM. Adapun bidang usaha yang menjadi segmentasi usaha adalah pada bidang pendidikan, kesehatan, migas, telekomunikasi, transportasi, pariwisata, konstruk si, dan perda-gangan umum. Mengingat fungsi intermediasi perbankan tak hanya sebatas pembiayaan semata, maka Perseroan juga memperkuat sisi pendanaan melalui penghimpunan dana dari masyarakat baik dari perorangan maupun perusahaan-perusahaan yang ada di Tanah Air. Sebagai respons positif sekaligus untuk menja-wab tantangan dunia usaha yang terus berkem-bang dewasa ini, pada 2010, Perseroan telah melakukan penambahan divisi baru yaitu Divisi Konsumer yang memfokus kan usaha pada pembiayaan konsumtif untuk sektor perumahan dan kendaraan bermotor roda empat.

the Company began as conventional bank namely PT Bank

Persyarikatan Indonesia which acquisited by PT Bank Bukopin Tbk to develop as Islamic bank. PT Bank Persyarikatan Indonesia founded based on deed No. 102 dated on July 29, in the presence of Notary Dr. Widjojo Wilami, S.H., in Samarinda, East Kalimantan, with the name of PT Bank Swansarindo Internasional.

After obtaining the operating permit as sharia from Central Bank of Indonesia (BI) on October 27, 2008, then on December 9, 2008 the Comp-any officially start operations with Islamic prin-cip les. Subsequently, on December 11, 2008, the Company inaugurated by M. Jusuf Kalla, Vice President of the Republic of Indonesia (2004-2009 period).

As a majority shareholders, PT Bank Bukopin Tbk has always shown a strong commitment both through capital increase and other measures. One of them via the transfer of Rights and Obligations Islamic Business Unit (IBU) PT Bank Bukopin Tbk into the body of the Company on July 10, 2009.

In Islamic banking industry, the Company has took position as bank that focus on micro small medium enterprises (MSMEs) financing. As for the business sectors that become operating segment are on education, health, oil and gas, telecommunications, transportation, tourism, construction, and general trading. Given the banking intermediary function not only limited to financing alone, the Company also

strengthens the funding through fund raising from the public either from individuals or existing companies in the country.

As a positive response to answer business world that keep on growing, in 2010, the Company has added new division which is Consumer Division that focus in consumer financing in housing and cars.

Seiring dengan pengembangan usaha yang dilakukan, Perseroan juga terus berupaya mela-ku kan penguatan di bidang sum ber daya insani (SDI), baik secara kualitas (kompetensi dan inte-gritas) maupun kuantitas. Pada 2010, Perseroan telah melakukan penambahan 199 (seratus sembilan puluh sembilan) karyawan di berbagai bidang. Selain itu, pada periode 2010 Perseroan juga telah berhasil men cetak lulusan-lulusan Officer Develop ment Program (ODP) sebanyak 40 (empat puluh) orang yang lang sung

ditempatkan menjadi officer potensial di Kantor Pusat serta beberapa Kantor Cabang.

Di bidang Teknologi Informasi (TI), Perseroan juga melakukan pengembangan teknologi per-bankan yang diselaraskan dengan pengem bang-an produk-produk e-bbang-anking dbang-an payment gateway yang berbasis syariah.

Saat ini, Perseroan telah memiliki Kantor Pusat yang beralamat di Jl. Salemba Raya No.55, Jakarta Pusat, 7 (tujuh)Kantor Cabang (KC), 4 (empat) Kantor Cabang Pemban tu (KCP), dan 29 Kantor Layanan Syariah (KLS) yang tersebar di seluruh wilayah Tanah Air. Dengan dukungan infrastruktur (teknologi infor masi dan jaringan) yang memadai dan SDI yang profesional serta dapat diandalkan, Perseroan senantiasa optimis-tis mampu memberikan pelayanan yang prima sekaligus menjawab kebutuhan masyarakat yang erat kaitannya dengan jasa-jasa perbankan dan keuangan yang berdasarkan sistem syariah di negeri ini.

Along with the business development, the Company has also give an effort in strengthen their human resources, in quality (competency and integrity) as well as quantity. In 2010, the Company has added 199 (one hundred ninety nine) new employees in all secors. Aside of that, in 2010, the Company has also succeded to graduate 40 (forty) officer in Officer

Development Program (ODP) that immediately assigned to become potential officer in Head Office and also Branch Offices.

In Information and Technology (IT), the Company has also developed banking technology that accelerate in e-banking and payment gateway with Islamic banking base.

Right now, the Company has already have Head Office in Jl. Salemba Raya No. 55, Central Jakarta, 7 (seven) Branches Offices, 4 (four) Sub Branches Office and 29 (twenty nine) office channeling that spread nationwide. With the support of adequate infrastructure (information technology and network) and also professional human resources, the Company always optimist that they could give good services along with the need in society that closely related with banking services and financial based on Islamic system in this country.

Pada

2010, secara kolektif, kualitas pela-yanan perbankan syariah nasional mengalami pe ning katan yang cukup signifikan. Hasil riset yang dilakukan oleh Marketing Research Indone-sia (MRI) bekerjasama dengan Majalah Infobank menunjukkan pelayanan prima perbankan syariah berhasil meraih nilai yang cukup tinggi. Ini merupakan bukti bahwa dari waktu ke waktu, perbankan syariah memang memiliki spirit dan komitmen yang tinggi dalam hal pengimple men-tasian pelayanan prima kepada nasabah. Penca-paian pelayanan prima secara kolektif tersebut sudah pasti dikontribusi oleh pelayanan prima yang diberikan oleh masing-masing pelaku usaha bank syariah di dalamnya. Salah satunya adalah pelayanan prima yang diimplementasikan oleh Perseroan.

Sepanjang 2010, Perseroan telah berupaya semak simal mungkin memberikan pelayanan terbaiknya terhadap segenap nasabah. Konsis-tensi dalam hal pelayanan yang mampu meng-ako modasi dan melebihi ekspektasi nasabah pada prosesnya turut meningkatkan performa dan kinerja usaha Perseroan selama periode tersebut.

Kesungguhan Perseroan dalam hal penca paian target usaha dan konsistensi dalam hal pelayanan terhadap nasabah merupakan kata kunci Perseroan dalam menerjemahkan proses usahanya selama 2010. Dewasa ini, prestasi gemilang yang berhasil dicapai Perseroan dalam meningkatkan performanya tersebut telah menjadi barometer bagi industri perbankan syariah di Tanah Air.

Konsistensi Perseroan dalam memberikan pela-yanan terbaiknya terha dap nasabah pada akhir-nya berhasil mendapat kan apresiasi yang tinggi dari pelbagai kalangan di industri perbank an nasional. Perseroan juga telah mengimplementasikan service excellent sesuai dengan ekspektasi nasabahnya. Penghargaan-penghargaan yang berhasil diraih Perseroan selama periode 2010 adalah sebagai berikut :

1. Pada 5 Maret 2010, dalam ajang “International Business and Company Award 2010”, Perseroan mendapatkan penghargaan sebagai The Best Company in Banking Shariah of The Year.

2. Pada 29 Juli 2010, dalam acara “Bisnis Indonesia Award 2010”, Perseroan sukses meraih penghargaan sebagai Bank Syariah Terbaik.

dan syukur kita panjatkan kepada Allah SWT, pemilik dan pemelihara alam semesta, kare-na atas segala karunia-Nya jualah hingga saat ini nikmat yang kita rasakan tidak pernah berhenti. Pemegang saham yang terhormat,

Kondisi ekonomi global pada 2010 secara umum mengalami ekspansi, setelah sebelumnya berturut-turut mengalami kontraksi akibat krisis keuangan global pada 2008 dan 2009. Tahun 2010 merupakan tahun pemulihan ekonomi di seluruh kawasan dari krisis yang merebak sejak semester kedua tahun 2008. Pemulihan tersebut salah satunya didorong oleh kinerja ekonomi negara-negara emerging market di kawasan Asia. Sebagai salah satu negara emerging market di kawasan Asia, kinerja ekonomi Indonesia ter-bilang sangat baik. Meskipun laju pertumbuhan inflasi di atas target yang ditetapkan pada 2010, namun angkanya masih tetap terkendali pada kisaran satu digit yaitu sebesar 7%. Pertumbuhan ekonomi nasional yang sebesar 6%, dan nilai tukar rupiah terhadap dolar Amerika Serikat (AS) terkendali pada rentang Rp9.010 per US$, merupakan bukti bahwa kinerja ekonomi nasional pada 2010 jauh lebih baik dari dua tahun sebelumnya.

Kondisi perekonomian nasional, merupakan momentum penting bagi industri perbankan syariah untuk melakukan ekspansi usaha. Baik dalam penghimpunan dana pihak ketiga (DPK) maupun penyaluran pembiayaan. Berdasarkan data Bank Indonesia (BI), volume usaha, pembia-yaan yang diberikan (PYD), dan DPK perbankan syariah secara year on year (yoy) akhir 2010, masing-masing mengalami pertumbuhan sebesar 47,55%, 45,42% dan 45,46%.

Efektifitas intermediasi bank syariah juga masih tetap terjaga, dengan financing to deposit ratio (FDR) pada akhir 2010 yang mencapai 89,67%.

Global economic conditions in 2010 generally experienced expansion, after the previous consecutive contraction due to the global financial crisis in 2008 and 2009. The year 2010 was a year of economic recovery across the region from the crisis that broke out since the second half of 2008. Recovery is among others was driven by the economic performance of emerging market countries in Asia.

As one of the emerging market countries in Asia, Indonesia’s economic performance is fairly good. Although the growth rate of inflation above the target set in 2010, but their numbers still remain subdued at single digit range that is equal to 7%. National economic growth at 6%, and the rupiah against the US dollar (US) controlled in the range of Rp9,010 per US$, this is to prove that national economic performance in 2010 is much better than the previous two years.

Economic conditions nationwide, is an important moment for the Islamic banking industry to expand the business. This is

including both third-party funding (DPK) and the distribution of financing. Based on data from Bank Indonesia (BI), the volume of business, financing facilities (PYD), and Islamic banking deposits in a year on year (yoy) by the end of 2010, respectively grew by 47.55%, 45.42%, and 45.46%.

Effectiveness of Islamic banking intermediation will still be maintained, with financing to deposit ratio (FDR) in the end of 2010 which reached

Di usia yang terbilang sangat muda, prestasi yang dicapai Perseroan relatif sangat baik. Total aset Perseroan pada 2010 meningkat sebesar 11,09% atau menjadi sebesar Rp2,194 triliun, dari tahun sebelumnya yang sebesar Rp1,975 triliun. Pencapaian tersebut mencerminkan market share Perseroan sebesar 2,25% terhadap total volume usaha perbankan syariah nasional yang mencapai Rp97,519 triliun.

Kami menilai, komitmen penuh yang diberikan oleh PT Bank Bukopin Tbk sebagai pemegang saham mayoritas diwujudkan dengan menambah setoran modal untuk menjadikan Perseroan sebagai bank syariah dengan pelayanan terbaik. Dewan Komisaris menilai, Perseroan sudah memenuhi dan menjalankan seluruh ketentuan perbankan seperti yang digariskan BI. Selain itu, kami me lihat manajemen selama ini sudah menjalankan komitmen, baik kepada BI, stakeholder, maupun pihak ketiga.

Ke depan, Perseroan akan tetap fokus pada pengem bangan sumber daya insani (SDI) dan pelayanan. Saat ini, Perseroan telah merekrut SDI berkualitas melalui program officer development program (ODP). Perseroan telah mencetak lulusan ODP yang langsung menjadi officer potensial sebanyak 40 orang yang telah tersebar di beberapa cabang BSB. Dalam waktu dekat Insya Allah akan diselenggarakan kelas ODP II yang saat ini sudah dalam tahap final proses rekrutmen.

Pengembangan berikut bagi lulusan ODP adalah proses percepatan pengembangan atau Talent Development bagi karyawan yang sangat poten-sial, setelah dilakukan Talent Mapping. Diharap-kan, ke depan, seiring dengan perkembangan bisnis Perseroan, karyawan potensial tersebut dapat segera mengisi posisi Middle Management. Dengan program ini, diharapkan, SDI Perseroan

In the near future, the Company planned to held ODP class II who are now in the final stage of the recruitment process.

Next development for ODP graduate is accelerating the process of development or Talent Development for a potential employee, after the process of Talent Mapping. Hopefully, in the future, along with the Company business development, the potential employees could immediately fill the position of Middle

Kami melihat, pada 2011 masih banyak peluang pengembangan produk dan bisnis Perseroan. Ada delapan sektor usaha yang menjadi target market Perseroan ke depan, yaitu telekomunikasi, pendidikan, kesehatan, migas, transportasi, pariwisata, konstruksi, dan perdagangan umum.

Dari sisi produk, kami berencana mengembang-kan produk syariah baru, apalagi sebenarnya produk syariah dikenal sangat variatif. Dewan Komisaris juga melaporkan, bahwa selama 2010, Perseroan telah mengimplementasikan good corporate governance (GCG) dengan lebih baik. Saat ini, kelengkapan kelembagaan komite sebagaimana yang dipersyaratkan oleh ketentuan GCG, telah menjalankan fungsinya masing masing. kita mencermati kinerja yang dicapai Perseroan selama 2010, sudah selayaknya kita bersyukur kehadirat Allah SWT atas segala karunia dan ridho-Nya. Seiring dengan

membaiknya kondisi perekonomian nasional dan global, Perseroan juga berhasil mencapai kinerja yang sangat baik.

Makro Ekonomi

Secara makro, sistem keuangan global dan regional di 2010 sudah semakin membaik. Meskipun menghadapi sejumlah tantangan, tetapi perekonomian nasional tetap tumbuh dengan baik. Indonesia merupakan sedikit diantara negara-negara di Asia yang berhasil mencatat pertumbuhan positif. Setelah mengalami pertumbuhan sebesar 4,5% pada 2009, pada 2010 perekonomian Indonesia berhasil tumbuh positif sebesar 6%.

Industri perbankan nasional pun demikian. Meskipun cukup banyak tantangan yang dihadapi seperti kebijakan kenaikan giro wajib minimum (GWM) sebesar 3% di akhir 2010, namun perbankan tetap mampu melewati tantangan tersebut dengan baik. Ini artinya, perekonomian dan perbankan Indonesia memiliki daya tahan yang cukup baik.

Jika dibandingkan dengan 2008 dan 2009, kinerja perbankan pada 2010 masih jauh lebih baik. Kredit perbankan pada akhir 2010 berhasil tumbuh sebesar 22,80%, jauh di atas pertum-buhan pada periode yang sama 2009 yang sebesar 9,96%. Dalam periode yang sama, dana pihak ketiga (DPK) juga mengalami pertumbuhan yang lebih tinggi, yaitu sebesar 18,54%. Di waktu bersamaan, perbankan juga berhasil men cetak laba sebesar Rp57,309 triliun atau tumbuh sebesar 26,76% dari tahun sebelumnya.

we look at the performance achieved by the Company during 2010, righteously we are grateful to Allah SWT for all His gifts and blessings. Along with the improving national and global economic conditions, the Company also managed to achieve excellent performance.

Macro Economy

At the macro level, global and regional financial system in 2010 had been improved. Despite facing some challenges, the national economy is still growing well. Indonesia is among the few countries in Asia which has recorded positive growth. After experiencing a growth of 4.5% in 2009, in 2010 the Indonesian economy had positive growth of 6%.

This also happen in national banking industry. Despite considerable policy challenges such as increasing minimum reserve requirements (MRR) of 3% at the end of 2010, but banking industry still able to get through this challenge well. This means that Indonesia’s economy and banking has good enough durability.

Compared with 2008 and 2009, banking performance in 2010 was much better. Bank credit at the end of 2010 managed to grow by 22.80%, well above growth in the same period in 2009, which was 9.96%. In the same period, third-party funds (TPF) are also experiencing higher growth, amounting to 18.54%. At the same time, banking was also able to gain profit of Rp57.309 trillion, or grew by 26.76% from previous year

Prospek dan ketahanan ekonomi Indonesia yang semakin membaik, mulai menarik minat investor asing. Meskipun masih terbatas pada bidang-bidang usaha resource-based seperti pertam-bangan. Hal tersebut terlihat dari aliran foreign direct investment (FDI) yang sebesar US$12,6 miliar, hampir tiga kali lipat dari tahun 2009 yang hanya US$4,9 miliar.

Menerjemahkan Momentum

Seiring membaiknya kondisi ekonomi nasional, pelaku di industri perbankan syariah juga sema kin bertambah. Jika pada 2009 hanya ada 6 bank umum syariah (BUS), maka pada akhir 2010 berdasarkan data Bank Indonesia (BI) jumlah BUS bertambah menjadi 11 bank, dengan unit usaha syariah (UUS) sebanyak 23 unit, dan bank per-kreditan rakyat syariah (BPRS) sebanyak 150. Selain volume usaha yang terus tumbuh secara signifikan, yakni sebesar 47,55% pada akhir 2010, aktivitas funding dan financing perbankan syariah pada 2010 juga jauh lebih baik dibanding tahun 2009. Pengelolaan risiko di industri perbankan syariah pun semakin baik. Hal tersebut tercermin pada non performing financing (NPF) perbankan syariah yang menurun menjadi 3,02% di akhir 2010 dari 4,01% pada 2009.

Membaiknya kinerja industri perbankan syariah tersebut, tidak lepas dari kepercayaan masyara kat terhadap sistem perbankan syariah yang semakin meningkat kualitasnya. Dari waktu ke waktu, kinerja industri perbankan syariah terus menunjukkan perbaikan yang cukup signifikan. Ada sejumlah faktor yang membuat pertum buhan perbankan syariah pada 2010 cukup tinggi. Pertama, program edukasi dari perbankan syariah sudah membawa hasil, sehingga semakin banyak masyarakat Indonesia yang mengenal produk-produk perbankan syariah. Kedua, jumlah bank umum syariah baru semakin bertambah dan cukup banyak investor yang berminat

meningkatkan investasinya di industri perbankan syariah. Ketiga, permintaan dan minat masyarakat terhadap jasa keuangan perbankan syariah semakin besar. Tren yang berkembang sekarang, cukup banyak anggota masyarakat dan korporasi yang mendiversifikasikan pengelolaan dana mereka secara syariah. Persepsi secure dan

Prospects and resilience of the Indonesian economy is getting better and it start to attract foreign investors. Although still limited in business fields such as mining and resource based approaches. It was seen from the flow of foreign direct investment (FDI) of US$12.6 billion, nearly triple the year 2009 which was only US$4.9 billion.

Translating Momentum

Along with national economy improvement, practitioners in Islamic banking industry has also grown. If in 2009 only 6 Islamic banks, then at the end of 2010 based on data from Central Bank number of Islamic bank increased to 11, with Islamic business units are 23, and Islamic rural banks are 150.

Besides the volume of business that continues to grow significantly, which is equal to 47.55% by the end of 2010, funding and financing activities of Islamic banking in 2010 was also much better than in 2009. Risk management in Islamic banking industry even better. This was reflected in the non-performing financing (NPF) in Islamic banking which decreased to 3.02% at the end of 2010 from 4.01% in 2009.

The improved performance of the Islamic banking industry could not be separated from the public confidence to the more qualified Islamic banking system. From time to time, the performance of Islamic banking industry continued to show significant improvement. There are a number of factors that make the growth of Islamic banking in 2010 is quite high. First, educational programs of Islamic banking has brought results, thus more people in Indonesia know Islamic banking products. Second, the number of new Islamic banks were grown and quite a lot of investors who were interested in increasing its investment in Islamic banking industry. Third, demand and public interest in Islamic banking for financial services increases. Following the new trend, There were numbers of community members and

34. Manajemen Risiko

Dalam menjalankan kegiatannya, Bank senantiasa berhadapan dengan risiko yang merupakan risiko bawaan dalam setiap kegiatannya antara lain dalam bentuk risiko kredit, risiko likuiditas, risiko pasar dan risiko operasional sehingga diperlukan pengelolaan Bank yang baik (Good Corporate Governance) dan pengelolaan risiko yang terintegrasi dan berkesinambungan. Sistem pengendalian risiko di PT Bank Syariah Bukopin mulai disesuaikan dengan mengacu pada ketentuan Bank Indonesia dan ketentuan intern PT Bank Syariah Bukopin, antara lain menyusun Pedoman/Sistem Operasional Prosedur Manajemen risiko dan melakukan secara berkesinambungan sosialisasi kepada seluruh jajaran PT Bank Syariah Bukopin agar manajemen risiko dapat terimplementasi sebagaimana diharapkan, dan melakukan revisi berbagai buku Pedoman/Sistem Operasional Prosedur melalui kerjasama dengan pihak konsultan. Dengan diterbitkannya peraturan Bank Indonesia mengenai Penerapan manajemen Risiko Bank Umum maka program kerja bank dalam manajemen risiko diarahkan dan dikembangkan sesuai dengan pedoman Bank Indonesia tersebut.

Sebagai lembaga intermediary, PT Bank Syariah Bukopin ikut menyalurkan fasilitas pembiayaan dan tidak dapat dipungkiri akan berhadapan dengan risiko sebagai akibat kegagalan counterparty dalam memenuhi kewajibannya. Untuk mengeliminir risiko maka Bank dalam menyalurkan pembiayaan tetap selektif dan mengacu pada prinsip pemberian kredit yang sehat dan prinsip kehati-hatian secara konsisten, memantau dan mengevaluasi perkembangan kolektibilitas pembiayaan, penyelamatan kredit berkala sesuai ketentuan. Membentuk Penyisihan Penghapusan Aktiva Produktif (PPAP) untuk mengcover aktiva produktif bermasalah. Sebagai tindakan preventif dilakukan peningkatan kualitas sumber daya menusia melalui pelatihan dan pendidikan pengelola kredit baik secara intern maupun ekstern.

34. Risk Management

In conducting it activities, the Bank always come face to face with risks that are in nature in every activities in form of credit risks, liquidity risks, market risks and operational risks, therefore a good corporate governance, continuous and integrated risk management is essential.

Risk management system in PT Bank Syariah Bukopin is in accordance with Bank Indonesia regulations and internal regulations of PT Bank Syariah Bukopin, which is composing a guidelines/Risk Management Procedure Operational System and continuously socializing to every level of PT Bank Syariah Bukopin to ensure a well implementation of risk management and revising various manual book/ operational procedure system through cooperation with consultant.

Credit Risk

With the publication of Bank Indonesia regulation on implementation of commercial banks risk management, the Bank programs in risk management are directed and developed in accordance with the regulations. As intermediaries’ institution, PT Bank Syariah Bukopin facilitates credit distribution and will surely face the risks due to failure of counterparty in settling its obligations. To eliminate the risks, the Bank facilitates credit selectively and referring to principles of a healthy credit i nancing and cautiousness, consistently monitor and evaluate progress in credit collectability, credit redemption periodically according to the regulations. Establishing provision of earning assets liabilities write-of (PPAP) to cover troubled earning assets. Enhancement of human resources quality through trainings and education in credit management internally and externally are taken as a preventive action.

Risiko likuiditas

Bank sangat mementingkan penjagaan kecukupan likuiditas dalam memenuhi komitmennya kepada para nasabah dan pihak lainnya, baik dalam rangka pemberian kredit, pembayaran kembali simpanan nasabah, maupun untuk memenuhi kebutuhan likuiditas operasional.

Bank menjaga likuiditas dengan mempertahankan jumlah aktiva likuid yang cukup untuk membayar simpanan para nasabah, dan menjaga agar jumlah aktiva yang jatuh tempo pada setiap periode dapat menutupi jumlah kewajiban yang jatuh tempo. Aktiva likuid bank terutama terdiri dari penempatan pada bank-bank lain dan lembaga keuangan lainnya, SBI, giro pada Bank Indonesia dan kas. Apabila Bank memerlukan likuiditas, dengan segera Bank dapat menarik cadangan dana dalam giro pada Bank Indonesia, menjual SBI dengan perjanjian pembelian atau mencari pinjaman di pasar uang antar bank di Indonesia. Cadangan utama Bank terdiri dari cadangan Giro Wajib Minimum dan kas di kantor-kantor cabang.

Saat ini peraturan Bank Indonesia mewajibkan bank-bank di Indonesia untuk menjaga (Giro Wajib Minimum) secara harian, dalam bentuk simpanan tanpa bunga pada Bank Indonesia sekurang-kurangnya sebesar 5% dari kewajiban pihak ketiga bukan bank dalam Rupiah.

Pengendalian likuiditas senantiasa dilakukan dengan cara melaku-kan keseimbangan antara sumber-sumber dana dan pemanfaatan-nya, sehingga benar-benar masih dalam limit risiko yang dapat diterima dan memberikan kontribusi berupa proi t yang wajar, yang pengelolaanya oleh Divisi Treasury dan Tim Alco (Asset Liability Commitee).

Risiko pasar

Risiko pasar merupakan risiko yang timbul dari pergerakan tingkat suku bunga maupun nilai tukar yang ada di pasar dari portofolio yang dimiliki oleh Bank, sehingga pengendalian risiko pasar hanya melalui mekanisme penempatan dana pada bank lain dengan mempertimbangkan tingkat suku bunga dan kesehatan bank yang menawarkan.

Pengelolaan risiko operasional dilakukan dengan terus melaku kan penyempurnaan atau penyesuaian sistem dan prosedur,

The Bank is concerned over the importance of reservation of liquidity adequacy in fuli lling its commitment to the customers and other parties, in credit i nancing, return of customers’ deposits and to cater the need of operational liquidity.

The Bank reserve its liquidity by reservation of total adequate assets to deliver the customers deposits and to maintain that the number of assets due in every period cover the due numbers of obligations.

The Bank liquid assets consist of placement with other banks and other i nancial institution, SBI, current accounts with Bank Indonesia and cash. In the event Bank needs liquidity, the Bank may withdraw fund reservation in current accounts with Bank Indonesia, sales of SBI with a sales agreement or inter banks borrowings. The Bank’s main reservation consist of minimum obliged current account and cash in branch oi ces.

Currently Bank Indonesia regulations obligate banks in Indonesia to reserve daily minimum obligated current accounts, in form of no interest deposits in Bank Indonesia at least 5% of non banking third parties obligations in rupiah.

Liquidity management always conducted in a balance manner between fund resources and its use to keep within the acceptable risk limit and contributed in proi ts managed by the treasury division and assets liability committee.

Market risk

Market risk represents risk that arises from movement of interest level and exchange rate I the market of the Bank’s portfolio. Therefore market risk management is conducted only through mechanism of fund placements with other banks by considering the interest level and the health of the proposing bank.

36. Kelangsungan usaha

Di tahun 2010 dengan ditetapkan arah kebijakan pengembangan perbankan syariah oleh Bank Indonesia serta adanya dukungan dari pemerintah dengan dikeluarkannya peraturan perpajakan yang lebih kondusif sepanjang tahun 2010, industri perbankan syariah nasional tumbuh dengan volume usaha yang cukup tinggi yaitu sebesar 43,99% dengan pertumbuhan dana yang dihimpun sebesar 39,16% dan pembiayaan 34,85%. Pertumbuhan tersebut juga dicapai oleh Bank dengan angka pertumbuhan aset sebesar 9,46%, pembiayaan 19,05% dan dana pihak ketiga 21,74% hingga per akhir bulan Desember 2010.

Sejalan dengan pencapaian kinerja 2010, Bank membuat rencana bisnis tahun 2011-2013 yang disusun dengan mempertim-bangkan perkembangan usaha dan kondisi internal Bank serta faktor-faktor eksternal seperti pertumbuhan perekonomian nasional tahun 2011 yang diproyeksikan sebesar 6,4%, tingkat inl asi 5,3%, serta indikator-indikator ekonomi lainnya yang dapat mendukung perkembangan usaha perbankan syariah.

36. Business Performance

In 2010 developments policy direction of sharia banking has been set by Bank Indonesia and with the support from the government by the issuance of more favorable tax legislation during the year 2010, the national sharia banking industry grew by a relatively high business volume that is equal to 43.99% with growth in funds raised amounted to 39.16% and 34.85% of financing. Growth was also achieved by the Bank with an asset growth rate of 9.46%, 19.05% of financing and third party funds up to 21.74% as of end December 2010.

In line with achieving 2010 performance, the Bank made a business plan for the year 2011-2013 prepared by considering the development of business and internal conditions of the Bank and external factors such as national economic growth in 2011 is projected at 6.4%, 5.3% of inflation rate, as well as other economic indicators that can support the development of sharia banking business.

- Pada tahun 2011 Bank menargetkan pertumbuhan aset sebesar 27% atau tumbuh sebesar Rp574.990.000.000, pembiayaan 34% atau tumbuh sebesar Rp545.320.000.000, dana pihak ketiga 35% atau tumbuh sebesar

Rp537.680.000.000 dan laba sebesar Rp12.420.000.000, disisi permodalan merencankan penambahan modal Rp100.000.000.000.

- Pengembangan usaha dalam jangka pendek diarahkan untuk pertumbuhan pembiayaan dan usaha terutama segmen UMKM, meningkatkan penghimpunan sumber dana masyarakat, memperkuat permodalan, meningkatkan kualitas aktiva produktif serta perkuatan Sumber Daya Insani (SDI), outlet, pelayanan, teknologi informasi, dan meningkatkan kualitas pengendalian risiko dan kepatuhan. Pengembangan usaha dalam jangka menengah diarahkan pada pengembangan usaha konsumer, mikro dan pengingkatan fee based.

37. Opini Dewan Pengawas Syariah

Berdasarkan surat No. 06/DPS/BSB-JKT/XII/2010 tanggal 23 Desember 2010, No. 05/DPS-BSB/VI/2010 tanggal 28 Juni 2010, No. 04/DPS-BSB/III/2010 tanggal 31 Maret 2010, No. 03/DPS-BSB/ III/2010 tanggal 31 Maret 2010 dan No. 001/DPS-BSB/I/2010 tanggal 16 Januari 2010, Dewan Pengawas Syariah Bank (DPS Bank) telah memberikan opini sehubungan dengan operasional dan produk Bank. Dalam opini tersebut DPS Bank berpendapat bahwa secara aspek operasional dan produk Bank telah mengilkuti fatwa-fatwa dan ketetapan syariah yang dikeluarkan oleh Dewan Syariah Nasional Majelis Ulama Indonesia.

Short Term Objective

Based on letter No. 06/DPS/BSB-JKT/XII/2010 dated December 23, 2010, No. 05/DPS-BSB/VI/2010 dated June 28, 2010, No. 04/DPS-BSB/III/2010 dated March 31, 2010 , No. 03/DPS-BSB/III/2010 dated March 31, 2010 and No. 001/DPS-BSB/I/2010 dated January 16, 2010, the Bank Sharia Supervisory Board has given its opinion on the Bank operational aspects and products. The Bank’s operation and product were in compliance with fatwa and sharia regulations prepared by National Sharia Board of Indonesian Ulama Council.
