Preparation and building capacity of the core team which is re- sponsible in development of the profile. To prepare the core team,
Proyek Pesisir provide training and other activities to improve individual capacity and group. Based on geographical scale and scope of adminis-
trative areas, approach for building team capacity varied among field sites. Training materials and strategy is adjusted to the characteristics of
participants.
Data collection In principle, the strategy for data collection is similar among field sites, i.e., collection and review on secondary data, field
surveys, comparison between field survey and secondary data, data vali- dation, and consultative meetings with source agencies . However, strat-
egies for collection are different among field sites, due to differences in geographic scale and administrative area. Data collection for village is
intensive for village’s profiles in North Sulawesi. Whereas for develop- ment coastal profile of Lampung, intensive data collection was carried
out in hot-spot areas. Strategies in data collection for Balikpapan Bay is a combined strategy of Lampung and North Sulawesi approach.
Length of time required to complete a profile Geographical area, details of data, core-team readiness and validation process determine
length of time to complete each profile. Capacity and workload of project management may extend the time, as it is experience by PP SULUT.
Validation process involved various stakeholders and is very important because a profile will contains commitment and agreement on current
situation and prioritized problems which addressed by management plan. North-Sulawesi village profiles and Balikpapan Bay profile required more
or less 2 two years to complete while Lampung provincial coastal pro- file required 1 one year.
9. What is the strategy to encourage community and stakeholder par- ticipation in profiling activities.
Community and stakeholders participation was encouraged through pub- lic meeting in public education with materials obtained from their envi-
ronment, implementation of early actions, establishment of partnership with stakeholders, collaboration with local key persons, positioning project
programs as stakeholders program. From contacts with community and stakeholders, project allocated suf-
ficient time for communication and carefully listen to community and stakeholders. In principle, project tried to accommodate community
needs. Project always tries to apply best strategy in explaining project ideas but is ready to make discussion if there is some differences.
Types of strategies are adjusted to types of meeting and participants of the meetings. For community in the villages, visual examples are inten-
sively used because they are more effective in explaining issues. Seminar and workshop types of meeting are commonly used for staffs from gov-
ernment agencies and representatives of stakeholders.
10. What is the main constraints of profile development
Main constraints faced during profiling activities for Balikpapan Bay and coast of Lampung are low accuracy of secondary data, size of geo-
graphic areas, technical problems GIS hardware and software, insuffi- cient capability of local stakeholders in coastal management, limit of
time and negative perception of community on profiling activities. In general, similar constrains are also found for development of village
profiles in North Sulawesi. However, development of village profiles do not require GIS facilities because sizes of villages are relatively small
and village information can be sufficiently presented without advanced technology.

SOME LESSONS LEARNED FROM PROFILING ACTIVITIES What is a good strategy to build stakeholder participation?
Approach and strategy to build stakeholder participation in profiling activity are:
a introducing usefulness of project activities to community and stake- holders, b building cohesive understanding among stakeholders, c po-
sition stakeholders as partners in project activities, d dissemination of profile concept and results of profiling to public.
What is a strategy to collect data and information efficiently, ef- fectively and comprehensively?
It should be started by: a deciding specification of data before data collection, b selecting key person as one of primary sources of infor-
mation in collection and verification, c building both formal and infor- mal relationship with stakeholders, sources of information, d conduc-
tion special studies on issues by involving expert team, e involving ex- isting experts according to needs of profiling.
How should confirmation and verification of data be carried out? By cross checking data or information from various sources, discussion
in workshops and meetings attended by stakeholders and sources of data.
How should profile be socialized among public? Through mass-media, both printed and electronics, television and radio
broadcast, newspaper, tabloids and scientific journals.
What should the composition of expert team for profiling? The composition of the team should consider scope and types of issues
of coastal resources management, area coverage, time and fund avail- ability.
What is the best strategy a profile can be accepted by stakeholders?
Good collaboration with planning agency, universities and other rel- evant institutions, will make the profile easily accepted and its updating
in the future will be easier. Who is supposed to be responsible for updating profile in the fu-
ture? Responsible agency for profile updating is determined by scope of geo-
graphical and administrative area. For example, updating of village pro- file is responsible of village and district level governments. Updating of
provincial profile is responsible of provincial government. Updating of ecological area which crosses the administrative boundaries is re-
sponsible of involved governmental agencies in the profiling. In any updating activity, staff members from local university. .
What is the appropriate format of a profile document? Good criteria for a profile document are easily understood by readers,
contents are artistically interesting, informative and objective. There- fore a profile must be designed according to target audiences, scopes of
issues and management area.
Who is supposed to provide funding for profiling? In principle, profiling can use funds from many sources. In our ex-
amples, most of funding was provided by Proyek Pesisir. Other re- sources were obtained from local government, community, NGO, uni-
versities, private companies, and others. Its composition depends on commitment of stakeholders.
What is the use of profiling? Profiling is useful to build stakeholders participation in the next step of
management process, to improve community knowledge on their envi- ronment, to provide information for regional development planning,
