6.6.3. Package No. 03: Manggopoh – Padang Sawah Social Issues:
The Larap report of package for Manggopoh - Padang Sawah West Sumatera Province has already approved by the World Bank dated 4 January 2013, and the monitoring report has
been submitted to the World Bank from PMU dated 2 April 2013. The World Bank has reviewed the report dated 18 April 2013 require revision to be provided by DGH.
According to the World Bank request, CTC revise a monitoring report, and submit to PMU dated 18 June 2013. A monitoring report has been submitted to the World Bank from PMU
dated 21 June 2103, and approval from the World Bank dated 26 June 2013. The project has the remaining of 15 affected people not yet received compensation from Local
Government. Now CTC waiting a proof of the compensation payment for 15 affected people from local government. Contract signing for the package of Manggopoh – Padang Sawah
dated 6 Dec 2013.
Environmental Issues:
Official Letter from Director of Implementation Affairs Rgion I to Kepala Balai Besar Pelaksanaan Jalan Nasional II dated 17 December 2013 regarding request submitted the
SPPL. Then on 27 December 2013 SPPL document already sent to Director of Implementation Affairs Rgion I with Official Letter from Kepala Balai Besar Pelaksanaan
Jalan Nasional II. The SPPL document was submit to the World Bank on 20 January 2014.
6.6.4. Package No. 04: Ipuh – Bantal Social Issues:
The Larap report of package for Ipuh – Bantal was approved by the World Bank dated 10 December 2012. CTC collected the compensation payment for 157 from the total of 217
PAPs from Head of Satker PJN II Bengkulu Province during 18 – 19 December 2013. A monitoring report of the package for Ipuh – Bantal already submitted to the World Bank
dated 24 December 2013, and now waiting a comment from the World Bank.Contract signing for the package of Ipuh – Bantal dated 14 Nov 2013.
Environmental Issues:
CTC has received copy document a SPPL report as the environmental safeguards of the package for Ipuh – Bantal from Environmental Agency BLHD and P2JN Bengkulu.
Regarding to the implementation of the Review Mission on December 9 to 11 December 2013 in Provinces of Bengkulu and comments from the World Bank Environmental Expert
related to the safeguards environmental documents for package No 4: Ipuh Bantal, then based on observations in field and the regulations required environmental safeguards
more then SPPL.

Therefor the PMU has requested considerations technical from to Head of Subdirectorate of Environmental and Road Safety by the formal letter dated 16 Desember 2013 and the
Subdit Environmental Affairs and Road Safety letter on 30 January 2014 was recommended that package No. 4 Ipuh-Bantal should apply UKLUPL.
6.6.5. Package No. 05: Sp. Rampa – Poriaha Social Issues:
The Larap report of package for Sp. Rampa – Poriaha North Sumatera Province has already submitted to the World Bank from PMU dated 30 August 2013. The World Bank has
reviewed the report dated 16 September 2013 require revision to be provided by DGH.
According to the World Bank request, CTC revise a Larap report, and submit to PMU dated 29 October 2013. Larap report has been submitted to the World Bank from PMU dated 6
November 2103, and approval from the World Bank dated 12 November 2013 that the documents disclosed at PMU website.
Referring to letter from the World Bank, Director of Planning submit a official letter to Director of Implementation Affairs Region I dated 18 November 2013 regarding approval of the report
from the World Bank to be informed to Balai III PalembangSatker in Lampung Province. Now, PMUCTC is waiting report of implementation of the Larap from Head of Satker II
Lampung Province.
Environmental Issues:
The UKLUPL already sent to the World Bank from PMU dated 30 September 2013.
6.6.6. Package No. 06: Psr. Pedati – Kerkap Social Issues:
CTC received a Larap report of package for Pasr. Pedati – Kerkap from Balai IIIPalembangPMU dated 7 October 2013. CTC has reviewed to finalization the Larap report
during November 2013, and submitted to PMU dated 29 October 2013. The Larap report already submitted to the World Bank from PMU dated 13 November 2013 and approval the
World Bank dated 20 November 2013 with some comments.
Follow up the World Bank review and PMU letter, now the Larap report is being revision process by CTC. A revision of the Larap report had been submitted to the World Bank dated
9 January 2014 and approval from the WB dated 16 January 2014 with request to provide 1 the Laraps are signed by Local Government, 2 using the form provided in Laraps in the
monitoring report, and 3 land appraisal value used as reference for conducting negotiation.Now, the WB request is under preparation by Satker I Bengkulu.
