THREE PONGKOR COMMUNITY EMPOWERMENT PROGRAM (SO1)

In accordance with its nature, mineral reserves on earth are part of natural resources that can not be renewed and will expire when they are constantly used. This fact will happen in the UBP Gold in Pongkor, Nanggung District, Bogor Regency, West Java Province. From research that has been conducted, it is estimated gold reserves in Pongkor will be no longer economical in less than 10 years. For this reason, Antam has begun to prepare for the time to halt operations at UBP Gold, including preparing the continuity of activities for communities surrounding the mine site.

Together with local community leaders, the UBP Gold initiated the Working Group of Movement to Develop Nanggung Indah, Prosperous, Religious and Trustworthy or abbreviated with ‘Pokja Gerbang Nirwana’. This working group led by community representatives from 10 villages in Nanggung District. Initially, the working group’s activities were focused group discussion (FGD). But UBP Gold then formed a partnership with a number of parties to provide development assistance for some facilities, which in part has been realized in 2010. Among these are the construction of micro-hydro power gplant in Kampung Cilanggar, Bantar Karet Village, and management trainings for activator of goat farming, bokhasi fertilizer production, and the introduction of new business such as vegetable farming.

UBP Gold also introduces the establishment of Conservation Village Model (MKK) in five villages located within the area Mount Halimun Salak National Park (TNGHS), namely Kampung Ciguha, Kampung Cimanganten, Kampung Pongkor, Kampung Kopo and Kampung Pagangbon. MKK is intended for people in the five villages so they are still able to have a job and develop the economy without exploiting the protected forest. In 2010 from the initiation of MKK formation, four stages have been realized, namely design and management of program implementation, assessment of MKK location, proactive local studies, and MKK participatory spatial planning workshop. Meanwhile activity has been completed in 2010 were the restoration and observation of the region through various training activities. From the trainings, a new idea emerged to seek alternative sources of income for residents outside the timber and mining, such as:

S aya menjadi gurandil atau penambang emas tradisional di Pongkor selama dua tahun, mulai tahun 2007, selepas lulus dari Universitas Islam Negeri (UIN)

Sunan Gunung Jati. Sebenarnya saya waktu itu sudah menjadi guru madrasah, tetapi desakan kebutuhan hidup dan ajakan teman-teman memaksa saya ikut bekerja menjadi gurandil. Sebagai gurandil, lebih banyak duka ketimbang suka, apalagi kalau modal sudah keluar besar sementara emas sedikit didapat atau kadarnya rendah. Belum lagi was-was dan rasa bersalah, karena menjadi gurandil jelas melanggar aturan.

Di lapangan saya sempat bertemu dengan petugas dari UBP Emas Pongkor, yang waktu itu melakukan sosialisasi program Model Kampung Konservasi (MKK). Saya sempat menolak keberadaan mereka, dan mendebat apa yang mereka sampaikan. Tapi lama-kelamaan, saya sadar kalau yang mereka bilang itu benar adanya. Pekerjaan sebagai gurandil bukan pekerjaan menjanjikan dan alam pun bisa rusak. Saat itulah saya mulai ikut terlibat dalam kegiatan sosialisasi MKK. Benar-benar situasi tak mudah, karena para gurandil lain mengira saya telah ‘disuap’. Mereka juga bersikeras tetap menjadi gurandil karena tidak punya keahlian lain dan tidak berpendidikan.

Walau susah, tapi perlahan program MKK mulai berjalan. Antara lain dengan bantuan dana bergulir untuk pemeliharaan kambing maupun domba. Selain itu jumlah penggiat MKK juga bertambah menjadi

10 orang. Tentu saja kami berharap program ini bisa meyakinkan para gurandil lain dan warga masyarakat di sekitar Pongkor. Karenanya kami masih memerlukan pendampingan dalam hal keterampilan tata kelola ternak kambing yang baik. Dengan demikian kegiatan pemeliharaan kambing tidak hanya sebatas sampingan, dan seharusnya menjadi usaha utama. Bila program ini sudah berjalan maka bisa mengurangi kegiatan gurandil masyarakat.

I became gurandil or traditional gold miners in the Pongkor for two years, starting in 2007, after graduating from the State Islamic University (UIN) Sunan Gunung Jati.

Actually I was at that time already a madrassa teacher, however the demand of living needs and my friends’ call had forced me to work as gurandil. As gurandil, there was more grief than joy, especially when the capital had spent but only little gold was gained or of low quality. Not to mention the anxiety and guilt, because becoming gurandil clearly violated the rules.

On the field I had met with officials from the UBP Gold Pongkor, who was to disseminate the Conservation Village Model (MKK) program. I had refused their existence, and argued what they conveyed. But gradually, I realized that what they said was true. Working as gurandil was not a promising job and could damage the nature. That was when I began to get involved in MKK dissemination activities. It was not an easy situation, because the other gurandil thought I had been bribed. They also insisted to remain as gurandil because they have no other skills and no education.

Although difficult, but MKK program gradually began to run. Among others with a revolving fund assistance for raising goats and sheep. Aside from that, the number of MKK activists also increased to 10 people. We certainly hope this program can convince the other gurandil and residents around Pongkor. Therefore we still need assistance in management skills of good goat farming. Thus, the goat farming activities are not only a side business, and it should become the main business. When the program is already running then it could reduce the community’s gurandil activity.
