Pengaruh Tata Kelola Pemerintahan dan Infrastruktur Terhadap

pemerintah daerah kabupaten dan luar Jawa, sehingga kualitas pemerintah daerah tidak timpang. Penguatan kualitas institusi lokal diwilayah tertinggal diperlukan mengingat tata kelola merupakan syarat perlu necessary condition bagi pengelolaan ekonomi daerah, dan banyak daerah di kabupaten dan luar Jawa yang sebenarnya mempunyai potensi sumber daya alam yang melimpah tetapi belum dikelola dengan baik karena kurangnya kapasitas Pemda. 2. Untuk pembangunan infrastruktur harus ada keberpihakan political will. Pemerintah daerah harus menambah belanja publik guna meningkatkan penyediaan infrastruktur dan mendorong pertumbuhan. Pemerintah pusat dapat mendorong pemerintah daerah untuk meningkatkan alokasi belanja infrastruktur, misalnya dengan instrumen DAK atau pemberian insentif dalam hal alokasi dana perimbangan bagi daerah yang mengalokasikan belanja infrastruktur tertentu. 3. Pemerintah daerah dapat mendorong pertumbuhan ekonomi dengan menghilangkan perda yang meningkatkan biaya bagi pelaku usaha.

6.3 Saran Penelitian Lanjutan

Mengingat adanya keterbatasan pada penelitian ini, maka berikut adalah saran penelitian lebih lanjut mengenai tata kelola pemerintahan: 1. Hubungan tata kelola pemerintahan dan pertumbuhan ekonomi bersifat kompleks, untuk itu perlu dieksplorasi hubungannya melalui jalur lain, seperti jalur investasi maupun perdagangan. 2. Jika data tersedia data dapat ditambah cakupan kabupatenkota dan jenis infrastrukturnya. 3. Untuk menangkap adanya hubungan simultan, pada penelitian selanjutnya dapat digunakan metode lain seperti analisis jalur atau SEM structural equation model .
