6.2.3 Road Sector Institutional Development
This component consists of technical assistance for capacity building for the new environmentrisk mitigation and road safety unit to enhance its capacity for disaster risk
assessment and planning, risk mapping of land-slides, coastal erosion, earthquake and floods, analysis of alternative road designs for road segments passing through critical
environmental assets and vulnerable areas.
It is planned so far that there will be three 3 consultant services for: •
Capacity Building of Disaster Risks Reduction •
Capacity Building for Environmental Management •
Capacity Building for Road Safety Draft of the respective Terms of Reference has been being finalized by the Sub-Directorate
of Environment and Road Safety outlining the proposed scope activities for the component.
During preparation of this Report, the procurement for consultants under this component has not yet been started. Preparation for the procurement would be coordinated by the
PMU, the DGH Procurement Team and the CTC.
6.3 Training
The work during this reporting month has been focused on the following activities:
6.3.1 Continuing to assist the PMU in updating the Project Management Manual through the following activities:
• Arranging all the CTC professional staffs to examine the existing Project Management
Manual PMM document, to find out something requiring correction, modification, addition, change, or improvement, then to write their suggestions on given form. Copy of
the PMM and ‘Updating Information Form of PMM’ were previously submitted to the PMU and distributed to the professional staffs.
• Arranging an internal meeting to discuss their suggestions. Asking them to help each
other to provide additional recommendation, some corrections, or improvement. •
Arranging some meeting for them with the Working Group Kelompok Kerja – Pokja of PMM Updating andor the PMU, personally or in small group, to consult, discuss, clarify,
and confirm their recommendations. It is expected that some additional suggestion, or correction or modification will be obtained in this meeting.
• Assisting the PMU in organizing a workshopplenary session for the PMU, the Working
Group for PMM Updating Kelompok Kerja Pokja Pemutakhiran PMM, and the CTC. •
Two 2 days workshopplenary session for updating the PMM was held from the 18
th
up to and including the 19
th
of March, 2014 in AMBARA Hotel Jakarta. It was attended by the Officers and staffs of the PMU, the Working Group for PMM Updating Kelompok

Kerja Pokja Pemutakhiran PMM, and the CTC. The consultants CTC presenteddelivered their previously prepared suggestions, hoping the audience will
respond, examine, criticize, and discuss the suggestions from various point of view, and being concluded with the best and mutually agreed suggestions for improvingupdating
the PMM. Some modifications, additions as well as changes were suggested during the workshop.
• Assisting the PMU in editing and finalizing the updating of the Project Management
Manual based on proposed improvement modification resulted from the workshop, and hopefully will be finished next month April.
6.3.2 Annual Training Program
Examining some existing documents and information from previous projects SRRP, DGRI TrainingEIRTP-1, EIRTP-2: TOR, training report, training modules, etc.
Inquiring and asking for clarification concerning various aspects related to training delivery, e.g.: course programs, standard procedures and mechanism of training
operation within the CTC WINRIP, target groups and their requirements, etc.
Proposing for adding the position of a sub-professional staff, i.e. Assistant Training Specialist or Training Technician to be included in the Amendment No. 2.
Preparing Summary of Training Program tentative and Training Course Synopsis.
Consulting with relevant Specialists concerning the Course Synopsis to define the important points of contents meeting the project needs and therefore should be included.
6.4 Anti‐Corruption Issues
6.4.1 Anti-Corruption Action Plan ACAP
The main duties of the Community Development Officer are implemented of Anti-Corruption Measures, and Monitoring their Effectiveness. Provide assistance as required with the
establishment of anti-corruption measures necessary to support the project, and monitor and report their effectiveness based on the Anti-Corruption Action Plan ACAP agreed between
the World Bank and the DGH.
The following tasks particularly need to establish procedures to be undertaken:
Selection of Community Representative Observers CROs of civil society groups to attend the procurements process on key procurement steps including pre-bid meeting
and site visit, bids submission and bids opening, and the announcement of the bid winner. These CROs will be invited from local universities or other selected independent
institutions, and will sign the attendance list for the procurementselection process.
