The final draft of Complaint Handling System the framework of the complaint procedures on the web site of WINRIP and provided ACAP inputting data in the web site has been finished
at the end of February 2014, and ready to be operated.
The CHS activities during March 2014 was developed the User GuideOperation Manual of Complaint Handling System CHS application, through website http:www.winrip-ibrd.com.
The CHS Activities is shown in Annex H3.
6.4.5. Publication Disclosures
Publication and disclosure is an attempt to increase transparency of information to the public, so the public can easily to access information about the project WINRIP. Some
components of publication and disclosures are as follows: a announcing the information about the project through newspapers, and dissemination of leaflets, b installation of the
project information boards, c the provision of space project information booth, d providing important information that can only be accessed by public with submitted an officially
applications to the authorities, and e the provision of information in the website which can be accessed via the internet.
Information provision dissemination about the Public Disclosures and Transparencies will be done in lines on the training of Project Management Manual PMM, Procurement
training, Interim Financial Report IFR and other relevant trainings. Another way is to inputting the informationdata or to upload the articles into the website of WINRIP.
Up to now, the activities of the public disclosures and transparencies still slightly significant progress, because it has never been held the dissemination or training on PMM. Information
on this subject in passing has been delivered through procurement training, and the provision of CROs and TPM activities.
The Works Plan Activities for Publication Disclosure is shown in Annex H4.
6.4.6. Problem and Solutions
The problem is there is not available of the financing post in CTC WINRIP contract for implementation the Anti-Corruption Action Plan ACAP components, so there is uncertainty
on the future activities of ACAP.
The financial components of ACAP are as follow: 1
Selection activities cost of Community Representative Observers CROs; 2
Operational expenses of CROs; 3
Selection activities cost of Third Party Monitoring TPM; 4
Preparatory training for selected TPM and related project stakeholders 5
Operational expenses of TPM; and 6
Duty Travel cost for Community Development Officer in monitoring the handling of ACAP components to the site.

The Alternative solution is to propose the Technical Justification for additional financing on the implementation of the Anti-Corruption Action Plan ACAP components in Amendment 2
of CTC Contract.
6.4.7. Action Plan for Next Months
The Activities plan for future months of 2014, in order of priority are as follows: 1. Helping the Company PT. Perentjana Djaja to prepare the draft of the Technical
Justification for additional financing on the implementation of the Anti-Corruption Action Plan ACAP components in Amendment 2 of CTC Contract.
2. Reporting the Minutes of Selection of the TPM which was conducted by interviewing the TPM candidates and evaluating the proposals from the prospective TPM.
3. Carrying out the preparatory training to the elected TPM, which will be followed also by the related project implementer components PIU, PPK, Supervision Consultant DSC,
and Contractor. 4. Provision Decree of the Director of Planning, Directorate General of Highways
concerning Establishment of Third Party Monitoring for four packages of AWP-1 WINRIP.
5. Preparing Letter of Employment Agreement between the TPM of four packages of AWP- 1 with CTC WINRIP on behalf of PMU WINRIP.
6. Inputting or upload the data, documents and reports of CROs and TPM into the website. 7. Disseminate of Anti-Corruption Action Plan to all stakeholders who associated with the
WINRIP project through the PMM training. 8. Conducting socialization of CRO selection for the packets that will immediately be
conducted the procurement of construction services, especially for Procurement Committee of North Sumatra province Balai BPJN I Medan, for package 17: Simpang
Rampa - Poriaha and package 15: Sibolga – Batas Tapanuli selatan.
Note: For activities point 3, 4 and 5 are dependent upon the amendment 2 of CTC contract,
related to the availability of funds for the implementation of ACAP components, especially for the delivery of CRO and TPM.
