For that purpose, disaggregation data are collected by months and regions Sumatera, Java, Bali and Nusa Tenggara, Kalimantan and Sulawesi. Econometric model is formulated as a simultaneous equations and estimated using Two Stages Least Squares 2SLS method. Rice policy aims not only to protect producer and domestic prices stabilization but also to provide rice to specified target-group of consumers through reserves and distribution mechanism. The results revealed that the model is able to well discribe the variation impact of rice policy in national and regional level. Furtheremore, this result supported previous finding indicated that the rice producer in some regions are unlikely benefited from the rice policy especialy during harvested period. Therefore, government intervention in terms of stabilizing price needs to be reviewed to reach it’s targeted objectives. I. PENDAHULUAN

1.1 Latar Belakang

Beras merupakan bahan pangan pokok bagi penduduk Indonesia pada umumnya, khususnya sebagai sumber penyediaan energi dan protein. Neraca Bahan Makanan NBM Indonesia menyebutkan bahwa kelompok padi-padian memberikan sumbangan sebesar 64.02 persen dari total ketersediaan energi 2,919 kalori per kapita per hari dan sebesar 46.65 gram per kapita per hari dari ketersediaan protein Badan Ketahanan Pangan, 2008. Pengeluaran rumahtangga untuk kelompok padi-padian diperkirakan mencapai 11.37 persen, sedangkan pengeluaran rumahtangga di pedesaan sebesar 16.65 persen dari total pengeluaran rumahtangga Susenas 2006 Badan Pusat Statistik, 2006. Beras merupakan komoditi yang fluktuasi harganya sering menjadi sorotan publik sehingga pemerintah dan masyarakat berkepentingan terhadap harga komoditi beras yang relatif stabil Sumaryoto, 2009. Mengingat peran beras sebagai komoditi strategis tersebut, maka beras merupakan komoditi yang sarat akan intervensi kebijakan pemerintah termasuk kebijakan stabilisasi harga gabah petani dan harga beras konsumen. Kebijakan sudah dilakukan sejak tahun 1968 saat pemberlakuan harga dasar. Pelaksanaan kebijakan stabilisasi harga gabah dan harga beras dilakukan dengan cara mengelola buffer stok melalui pengadaan gabah di tingkat petani pada saat panen raya dan penyaluran pada saat musim paceklik. Pengelolaan pengadaan dan penyaluran diserahkan pada Bulog untuk melaksanakan kebijakan pembelian gabah petani dan operasi pasar murah OPM. Kebijakan harga dasar berfungsi untuk meningkatkan rata-rata harga gabah petani. Kebijakan ini bertujuan untuk meningkatkan pendapatan petani dan mempersempit kisaran fluktuasi harga gabah melalui pengadaan sebesar harga dasar yang telah ditetapkan untuk meningkatkan stabilistas harga gabah yang diterima petani terutama saat panen raya Indonesia memiliki variasi agroekosistem di masing-masing wilayah sehingga mengakibatkan perbedaan potensi produksi padi suatu wilayah dan perbedaan pola panen padi yang disebut sebagai variasi antar waktu panen padi. Pola panen wilayah Sumatera dan Jawa berbeda dengan pola panen wilayah lainnya. Periode panen raya di wilayah Bali dan Nusa Tenggara berlangsung singkat yaitu bulan Maret-Mei. Wilayah ini tidak mengalami masa panen gadu sehingga periode bukan panen berlangsung lebih lama. Wilayah Kalimantan memiliki dua periode puncak panen bulan Maret dan Agustus dan memiliki 2 periode panen raya yaitu Februari-Mei dan Juli-Oktober. Pola panen Sulawesi juga memiliki dua periode 2 periode panen raya yaitu Maret-Juni dan Juli-Oktober. Hal ini menyebabkan produksi padi nasional tidak dihasilkan merata antar wilayah dan antar waktu sepanjang periode satu tahun. Sepanjang periode satu tahun terdapat kondisi surplus produksi beras Indonesia pada bulan Februari-Mei dan kondisi cukup sampai dengan bulan Agustus. Perimbangan produksi, ketersediaan dan kebutuhan beras mengalami defisit memasuki antara bulan September-Januari. Infrastruktur fisik wilayah juga memiliki kondisi yang berbeda-beda pula. Perbedaan ini akan mempengaruhi harga gabah dan harga beras di pasar masing-masing wilayah. Variasi antar waktu dan antar wilayah tersebut merupakan faktor penting yang harus dipertimbangankan pemerintah dalam menerapkan suatu kebijakan perberasan termasuk kebijakan stabilisasi harga gabah produsen dan harga beras konsumen. Perimbangan Produksi, Ketersediaan dan Kebutuhan Beras Indonesia Meskipun secara aggregat tahunan dan aggregat nasional tujuan kebijakan stabilisasi harga gabah tercapai, tetapi di tingkat wilayah kebijakan tersebut justru dapat mengakibatkan pendapatan petani semakin menurun. Kisaran fluktuasi harga gabah semakin lebar pada periode tertentu seperti periode panen raya nasional Februari-Mei sehingga dapat merugikan produsen padi di wilayah tersebut. Harga rata-rata gabah petani Indonesia sebesar Rp. 2,240 per kilogram gabah pada periode Februari-Mei 2008 sedangkan harga gabah petani setiap wilayah berbeda-beda. Harga gabah petani Bali dan Nusa Tenggara serta Sulawesi berada di bawah harga dasar sebesar Rp. 2,200 per kilogram gabh. Harga gabah petani Bali dan Nusa Tenggara Rp. 1,999 per kilogram sedangkan harga gabah petani Sulawesi adalah sebesar Rp. 1,918 per kilogram.
