meningkatkan produktivitas faktor total usaha tambak. Faktor-faktor yang mempengaruhi TFP usaha tambak bandeng selain efisiensi teknis adalah
umur, pengalaman, dummy mangrove di saluran, dummy kepemilikan dan akses keuangan. Sedangkan TFP bandeng – udang windu dipengaruhi oleh
polutan nitrogen. 3.
Rata-rata polutan nitrogen pola monokultur adalah 511.17 kg perunit usaha tambak dan pada pola polikultur rata-rata polutan nitrogen adalah 312.79 kg
perunit usaha tambak. Rata-rata polutan fosfor usaha tambak monokultur adalah 253.96 kg perunit dan pada polikultur sebesar 143.62 kg perunit.
8.2 Saran dan Implikasi Kebijakan
1. Produksi usaha tambak berlangsung dalam kondisi perairan yang telah
tercemar bahan organik dan biofilter alami berupa mangrove dalam kondisi yang tersebar di hamparan tambak, tanggul, saluran air dan pantai serta
tumbuh jarang-jarang tidak rapat. Sehingga perlu dilakukan tindakan perbaikan lingkungan yang serempak di semua lini dan dilakukan terus
menerus. Bantuan infrastruktur dan produksi perlu diberikan secara merata di semua kecamatan pesisir pantai utara sehingga memberi pengaruh nyata
terhadap produktivtas tambak. 2.
Koordinasi antara lembaga dinas teknis dan penyuluh, harus segera dicairkan dan diaktifkan, mengingat peran penyuluh menjadi sangat penting dalam
perubahan teknologi yang mampu meningkatkan produktivitas melalui pengembangan teknologi yang memiliki dua tujuan yaitu mengurangi polutan
dan meningkatkan produksi. Melalui penyuluh yang mumpuni sekolah lapang yang dibutuhkan petambak dapat diwujudkan, kelompok tambak menjadi
hidup dan dapat berkiprah dalam meningkatkan produksi. 3.
Penelitian empiris polutan di bidang perikanan masih sangat sedikit, sementara hasil-hasil penelitian di bidang perikanan cukup banyak, sehingga
perlu perhatian serius terkait dengan polutan limbah dan cara-cara mengatasinya. Perlu implementasi hasil-hasil penelitian agar dapat diterapkan
di masyarakat petambak khususnya dan masyarakat pertanian secara umum.
