Perum BULOG juga melakukan pertemuan dengan BPS untuk mendapatkan informasi terkait tata cara
pencacahan, model pengumpulan data, dan pemilihan responden dalam rangka mengumpulkan informasi
data, baik di tingkat produsen maupun konsumen. Hasil pertemuan ini diharapkan dapat memberikan
persamaan persepsi antara Perum BULOG dengan BPS dalam pengumpulan informasi data.
Dalam rangka menyamakan persepsi dan updating setiap fungsi struktural atas kegiatan pengamatan serta
analisis harga dan pasar yang dilakukan, dilakukan pemutakhiran Pedoman Analisis Harga dan Pasar
terkait: a. Konsep dan deinisi dasar dari beberapa istilah ke-
GASAR-an. b. Pengumpulan, pengolahan dan analisis data yang
berhubungan dengan kegiatan operasional BULOG. c. Metode statistika sederhana yang digunakan dalam
lingkup GASAR. Berisi tentang proses pengambilan contohresponden, pencatatan, alat statistik yang
dapat digunakan, sampai dengan cara penyajian data yang diperoleh.
d. Beberapa jenis laporan yang perlu dibuat danatau disampaikan personel GASAR secara berjenjang.
e. Mekanisme pelaporan terintegrasi dan online melalui SiGAP.
5. Kerjasama Pihak Ekternal
Untuk memperkuat analisis dan kajian yang dilakukan secara internal, juga dilakukan kerjasama dengan
UniversitasPerguruan Tinggi, Kementerian dan Instansi lain terkait komoditas, situasi pasar, dan kebijakan
pangan dengan tujuan: a. Memberikan gambaran situasi perberasan dan
kebijakan yang ada untuk dapat digunakan dalam pengambilan kebijakan lebih lanjut dalam rangka
memperkuat posisi Pemerintah dalam menangani ketersediaan stok dan stabilisasi harga beras.
b. Mengumpulkan dan mengkompilasi opinipendapat beberapa stakeholder terkait produksi, konsumsi,
dan sebarannya, serta opini terkait perkembangan harga di tingkat petani, penggilingan, pedagang,
dan konsumen. Perum BULOG also conducted meetings with BPS to
obtain information related to enumeration procedures, data collection model, and respondent selection in
order to collect data information both at producer and consumer level. The results of this meeting are expected
to provide a similar perception between Perum BULOG with BPS in collecting data information.
In order to equalize the perception and updating of each structural function of the observation activities as
well as the analysis of prices and markets performed, updated the Guidelines on Pricing and Market Analysis
related: a. The basic concepts and deinitions of some GASAR
terms. b. Collection, processing and data analysis related to
BULOG operational activities. c. Simple statistical methods used in the scope
of GASAR. Contains the sampling process respondent, recording, statistical tools that can be
used, until the way the data is presented.
d. Several types of reports that need to be made and or delivered by GASAR personnel in stages.
e. Integrated and online reporting mechanism through SiGAP.
5. Cooperation of External Parties To strengthen the analysis and study conducted
internally, also conducted cooperation with universities universities, ministries and other institutions related
to commodities, market situation, and food policy with the aim of:
a. Provide an overview of the rice situation and
existing policies to be used in further policy-making in order to strengthen the Government’s position in
handling stock availability and stabilizing rice prices.
b. Collect and compile opinions opinions of several stakeholders related to production, consumption,
and distribution, as well as opinions related to price developments at farmers, mills, traders and
consumers level.

c. Provide an overview of the Supply Chain and the transformation of the food commodity marketing
system. Design of Rice Institution. 6. Perum BULOG Institutional Strengthening
The national development target toward food self- suficiency as stipulated in the National Medium Term
Development Plan RPJMN 2015 - 2019 is the creation of national food security. The stabilization of food
security is directed by increasing staple food production through strengthening domestic production capacity,
quality of distribution, improvement of irrigation services, and sustainable land management.
For the fulillment of the national development target, the Government shall issue Presidential Regulation
Number 48 Year 2016; Promulgated on May 31, 2016, concerning Assignment to Public Company Perum
BULOG in the Framework of National Food Security. The issuance of the Presidential Regulation stressed
that the role of Perum BULOG in the management of food as an effort to realize food sovereignty and
price stabilization is more strategic. Previously, the Government has issued a new regulation related to
Perum BULOG through Government Regulation No. 13 of 2016 on Public Company Perum BULOG which was
enacted on May 17, 2016.
The Government’s assignment to Perum BULOG as stipulated in the Presidential Regulation includes 11
basic food commodities, with 3 of which are mandatory commodities that must be managed by Perum BULOG.
Some of the things that have been done and prepared by the Gasar Division as a follow-up to the issuance of
the Presidential Regulation are: a. Conducting basic commodity food studies assigned
by the government, such as the study of rice commodities, corn, sugar, meat and soybeans.
b. Make proposed management of food commodities, especially related to the control of Government
Food Reserves CPP for commodities assigned to Perum BULOG for its management.
c. Analyze the impact and implications of the Presidential Decree implementation with Company’s
