3. THE MIDDLE STREAM CONDITIONS
In the middle stream, there should be plantation development, community awareness on bamboo plantation development by conducting meetings, workshops, surrounding community empowerment by developing bamboo handicrafts facilitated by local government authorithies and scientists. 3.1 Plantation development Currently, bamboo plantation has been found in scattered locations of Bondowoso Regency. Bondowoso become the main point in developing bamboo. In order to raise local awareness of the importance of bamboo plantation, the local government held workshop on bamboo for local people. The workshop material includes the detail on how important is the bamboo material to substitute wood material, which is more expensive for middle people. Bondowoso authority has conducted workshop by inviting bamboo lovers, communities, entrepreneurs Figure 3, and seems that this event was very interesting. Scientific presentation of bamboo propagation by researchers were driven greater attention to the audiences. Propagation of bamboo by tissue-culture was another interesting for the audience due to the result of mass production of bamboo planting stocks. The workshop was hopefully attracting people to plant bamboo clumps in their lands. Mr. Hilman Nugroho, the Director General of Management for the Watershed and Social Forestry, The Ministry of Environment and Forestry on his speech stated that the Ministry of Forestry has supported funding of IDR 1.3 billion delivered by Mr. Hilman Nugroho Figure 4 to develop bamboo clustering program for petung bamboo in Bondowoso Regency. It means that the program is supported by Government and it is a good program as a model of cooperative management between central government and the local government authorities. 3.2 Community awareness Community awareness is very important in bamboo development. People in Bondowoso have already known that bamboo is important and profitable commodity. The local government has created an activity program for communities to develop bamboo Bogor, 21-22 October 2015 790 Bernyet handicraft boiled fish woven bucket has been made by communities in Bondowoso Regency several years ago because boiled fish product is being important commodity of Bondowoso Regency. BONINDO Company buying the bernyet from the communities to sell the boiled fish products. This condition will automatically triggers the communities to develop and support bamboo planting program as bamboo is a very important raw material for bernyet products. Six regencies namely: Banyuwangi, Situbondo, Jember, Lumajang, Probolinggo, Pasuruan and Bondowoso itself have been incorporated into the bamboo cluster program that this is an aset of community awareness to support the cluster program. 3.3 Community empowerment At a Sulek village, Sumberwringin, Bondowoso Regency, community surrounding Sulek mountaineous regions has developed vegetatif propagation of black bamboo to support the bamboo plantation program as well as utilized the bamboo as furniture raw material to increase community welfare. Local Forest Service has motivated and willing to help the communities to increase the cooperative activities. Local Forest Service will provide the community by supplying bamboo planting materials from tissue culture to be planted for the development of bamboo cluster program in Bondowoso Regency. Perhutani Forest Estate of Bondowoso supports bamboo cluster program and awares that as forest management authority, Perhutani has to act as community empowerment facilitator for the forest surrounding communities, and simultaneously provides learning about the importance of forest preservation Anonymous, 2015. Communities empowerment could be implemented by many ways, one is by increasing the knowledge of the communities about propagation on bamboo to produce planting materials. At the one workshop, researcher from the BBPBPTH Yogyakarta has socialized the production of planting stocks by means of vegetative propagations Figure 5 Ilovebws, 2014. By this event, we hope that the community will be provided with more knowledges to support the development of bamboo cluster program in Bondowoso Regency. Providing the communities with IDR 1.3 billion fund from the Ministry of Forestry to develop cluster program, could trigger the communities to conduct more activities to support the program.4.
