Execution of Sipadan and Ligitan islands by International Court of Justice the part of sovereignty of Malaysia based on effective occupation, have encouraged Indonesia to be more
aware and care for developing the neighboring state small islands. There are many national and regional institutions have developed programs and activities for the neighboring state small
island, but the programs still sector and partial oriented, whereas no national policy yet concerning the neighboring state small islands management.
This research was to formulate comprehensive policy for the management of neighboring state small islands of Sangihe archipelago based on geo-politic, economic and environment
carrying capacity. Specific objective were: 1 to evaluate and formulate of economic
performance; 2 to evaluate and formulate of commodities; 3 to evaluate economic and
environment carrying capacity; and 4 to evaluate and formulate the neighboring small islands conditions and the community appreciation of neighboring small islands management policy in
Sangihe Archipelagic; and 5 to evaluate of the variables concering of illegal trade. The research was conducted in Archipelagic Regency of Sangihe, North Sulawesi
Province. Primary data collected at Tahuna, Marore Island, Matutuang Island, Tinakareng Island, and Kawio Island. Secondary data collected since proposal developing until data analysis. The
method of analysis consist of 1 location quotient; 2 shift share; 3 the analysis of fisheries performance development, were: biological parameter, using the CYP 1992 estimator model,
Gompertz growth function, and MAPLE analytical; 4 the management of fishery capture; and 5 the analysis of illegal trade on border region.
Results of study show that the potential sectors to be developed for Sangihe are capture fisheries and estate commodities. This research to develop of capture fisheries on analysis,
basically the small pelagic fishing and big pelagic fishing. The average sustainable production of the small pelagic for 20 years 1988-2007 observation is 3214.39 tonsyear, and big pelagic is
991.93 tonsyear on the same period. The productivity of the fisheries were 0.431 tonstrip for small pelagic and 0.483 tonstrip for big pelagic. These depreciation value for small pelagic were
156.38 billion rupiah on 15 discount rate, and the rent accept 118.59 billion rupiah, and for 4.94 discount rate rent accept must 360.09 billion rupiah from 834.94 billion must be accept,
because depreciation about 474.86 billion rupiah. Depreciation value for big pelagic were 98.29 billion rupiah on 15 discount rate, and the rent accept 97.13 billion and for 4.94 discount rate
rent accept must 294.93 billion rupiah from 579.01 billion must be accept, because depreciation about 284.08 billion rupiah.
For the optimal and sustainable fisheries management the effort level for small pelagic should be 5342 tripsyear and big pelagic 1193 tripsyear at discount rate
15. The level must be lowered down around 46 for small pelagic management and 91 for big pelagic from the present level. Education, age, disparity of tuna price and disparity of crude
coconut oil will be support the illegal trade on border area.
The priorities of neighboring small island policies are: 1 development of capture fisheries and estate commodities; 2 demarcation and delimitation of boundary state; 3 develop
system of defence and security in the neighboring state small islands; 4 the change of agreement of border trade base on economic value; and 5 optimal and sustainable utilization of natural
resource.
