14.2 GENERAL PROJECT CONTEXT

14.1.1 Project Development Objective

The Project Development Objective PDO is to increase the effective use of selected sections of national roads along the Western Sumatera Corridor by reducing road user costs.

14.1.2 Project Beneficiaries

The project beneficiaries are road users in participating provinces, districts and towns in the four provinces included in the WINRIP region North Sumatera, West Sumatera, Bengkulu and Lampung. Direct beneficiaries of the project include people who live in the vicinity of the project area who directly benefit from the improvement of the road sections financed by the project. The project road sections traverse twelve districts with a total population of more than four million of which around half are women.

14.1.3 Project Components

The project has the following four components:  Component 1: Betterment and Capacity Expansion of National Roads US314.9 million.  Component 2: Support to the MPW for the implementation of civil works US16.0 million.  Component 3: Road Sector Institutional Development – focusing on the provision of technical assistance and capacity building to strengthen disaster risk mitigation in the road sector US1.0 million.  Component 4: Contingency for Disaster Risk Response 0. Providing preparedness and rapid response to disaster, emergency andor catastrophic events, as needed. A provisional zero-dollar component is included under this project that will allow for rapid reallocation of loan proceeds during an emergency, under streamlined procurement and disbursement procedures. In the event of an emergency, the contingent component would be implemented following the rapid response procedures under OPBP 8.00. In addition to reallocation of funds from other project components, the contingent component may also serve as a conduit for additional funds to be channeled to the project in the event of an emergency. The overriding aim of a contingent component is to improve the response capacity of Indonesia in case of an emergency.

14.1.4 Safeguards triggered by the project

World Bank Safeguard triggered in this project are: i Environmental Assessment OP 4.01; ii Physical Cultural Resources OP 4.11; and iii Involuntary Resettlement OP 4.12 safeguards.

14.3 IMPLEMENTATION ARRANGEMENTS

This section describes the general implementation arrangements for the WINRIP project, which constitute the operational basis for activities to be carried out during an emergency situation. First, the Government has established an umbrella Steering Committee SC, formed by the Badan Perencanaan Pembangunan Nasional BAPPENAS, National Development Planning Board, the Ministry of Finance MOF and the Directorate General of Highways DGH to guide and oversee the development of road infrastructure, traffic and transport. The SC reports to the Ministerial-level Committee on Policy for the Acceleration of Infrastructure Development. The Sub-Committee is chaired by the BAPPENAS Deputy for Infrastructure, who also chairs the roads steering group. The SC appointed the Directorate General of Highways DGH within the Ministry of Public Works MPW as the Executing Agency for the Project. The Ministry of Finance is in charge of app o al of the p oje t s udget, ad i ist atio of the spe ial a ou t a d the loa a ou t. The Directorate of Planning DOP within the DGH is in charge of day-to-day implementation of all components of the project. The DOP has recently established a Sub-Directorate dedicated to the preparation and implementation of Foreign Loan Projects which acts as the Project Management Unit PMU and is assisted by full-time qualified staff. The PMU is responsible for day-to-day coordination of all WINRIP activities, with the Director General of Highways being ultimately responsible for WINRIP. 14 - 5 The DOP and its PMU are supported by a Core Team Consultants CTC, who assists with all aspects of project and financial management, monitoring, evaluation and reporting, and ensure that these functions are undertaken in a timely fashion. The CTC assists with detailed project preparation for Work Programs WP 2 and 3 of the Project, and assist in the management of the Design and Supervision Consultants DSCs in the detailed design of these programs. The CTC liaises closely with the DSCs and other consultants employed under the Project. The DSCs are appointed by the DGH to assist the immediate Project Managers, appointed by the central Government, in all aspects of the design, procurement and implementation of the civil works. The Project components related to civil works design and implementation are managed by the Directorate of Implementation Region I Direktorat Bina Pelaksanaan Wilayah I within the DGH. Standards for technical design, bid documents and quality control are authorized by the Directorate of Technical Affairs Direktorat Bina TeknikBintek, DTA within the DGH. In addition, standards, procedures, and guidelines for environmental management and monitoring are prepared by the Sub-Directorate of Environmental and Road Safety SubDit Teknik Lingkungan dan Keselamatan Jalan within the DTA, and administered by Regional Environmental Impact Agencies BAPEDALDA in each province. The BBPJN Balai Besar Pelaksanaan Jalan Nasional is the regional dependency of the DGH. Finally, the local authorities also play a role in project implementation, especially in terms of safeguards for instance, the implementation of resettlement plan among others. The afore-mentioned arrangements are summarized in the following figure please note that this figure only shows the direct actors, so the local authorities are not shown.
